Austin's 1886 Infrastructure & Fire Department Plans

New fire station approved: East Austin Hose Company No. 4 was admitted to the fire department and given a hose cart, while the city directed repairs to a dangerous bridge near the fire station on West Hickory Street.

$10,000 allocated for street improvements: The council approved a significant ordinance appropriating funds to improve Austin's streets, addressing the growing need for infrastructure development.

Multiple public safety regulations proposed: The council introduced numerous ordinances addressing everything from stray dogs and animals running loose to regulating saloons, dance houses, and public disturbances—reflecting Victorian-era safety concerns.

Petition from JS Means for permission Means. To Open a shooting gallery was granted, provided The Ordinances of the City were Complied with. Aldermen Schneider and Campbell came in. Petition Lone Alderman Caldwell presented a petition from Star Chapter Lone Star Chapter No. 6 Royal Arch masons requesting the City Council to instruct the City assessor and Collector of taxes to Cancel taxes assessed against the property of this Chapter because It is used exclusively for the purposes of benevolence and Charity and is not taxable Under the laws of this State. Referred to the finance Committee and to the City attorney. Petition to A Petition from Citizens of the Tenth Ward Change location Asking the Council to Change the Ordinance hydrant. instructing the City Water Company to Construct a main from Red River Street On East Water Street to East Avenue, was referred To the Water & Gas Committee. To lease block Petition from W. H. Tobin to lease Block 59 59 and South of East Pine Street etc, was referred to the Street Committee. City Engr & St A Petition from the officers of the City fire Contrac Repair Department and the fire Committee, requesting the Council to instruct the Street Committee and City Engineer to remedy Certain dangerous defects in the bridge over the gutter On West Hickory Street where Said Street Crosses the Avenue, and. also the approaches To the new engine house. Hose & Co. 4 approved by the Austin fire department and request admittance fire department Committee of the City Council requesting admittance into the Austin Fire Department was read, and on motion granted. deliver hose Cart Alderman De Gress moved that a hose Cart -be turned over to the East Austin Hose Co. No. 4. Adopted. grade mesquite Alderman Schuber, for the Street Committee, at. reported adversely on an Ordinance offered by Alderman De Gress providing for the Grading and putting in proper Condition Mesquite Street. Alderman De Gress moved that action on the report be postponed. Carried. Adversely on Alderman Schuber, for the Street and to build Committee, reported unfavorably on an Ordinance bridge. appropriating $3000.00 for building a bridge over Waller Creek where Willow Street Crosses the Same, and recommended that it do not pass. The report was adopted. Favorably petition Alderman Schuber, for the Street Committee J.E. Mater for pay reported favorably on the petition from J.E. Mater, for back pay for time lost while sick. Laid Over. Alderman Schuber, for the Street Committee, Submitted the following report on R.R. to erect An Ordinance requiring Steam Car lights. Railways to erect lamps on Certain Streets in the City of Austin: To Mayor and City Council of the City of Austin. Gentlemen – We the undersigned Com- would most respectfully beg leave to report that we have had the Same under Consideration and think it would be an injustice to the Syndicate to exact from them alone, and not from others also, and they Claim --- Page break --- Feby 15, 1886. Your Committee On markets to whom was referred the petition of Barnes and Plume asking to be permitted to lease the Shed north of the market house to be used for L Carpenter Shop. having fully Considered the matter are of the Opinion that in View of the fact that an Ordinance has been passed requiring Vendors of wood, hay, and poultry, from Wagons to Stand Only at public Squares in the City. there will probably be a Change in the near future to use or lease the market house Shed for legitimate market purposes and therefore recommend that the petition be not granted. The following report was submitted to the Council: Printing Contee To the Honorable Mayor and Board Gentlemen: Your Committee On Printing, have examined the two bids of the Statesman and Dispatch for printing the Ordinances and whatever other printing required by the Council. Boeckmann Which was referred to your Committee asking their -bid for job printing be received in place of Warner & Draughons your Committee would say we did not entertain their bid at all as we considered they did not Comply with their Contract with the City for 1886. Robertson Your Committee recommend that the Sum of $1847.50 be allowed the City Water Company as an offset against their taxes for the year 1886. C.E. Anderson T.J. Campbell J. Cummings The report was laid over. Alderman Pillow introduced the following resolution Which was adopted: W.Pecan St. & Side-walks Resolution Feby 15th 1886. Resolved that the Street Committee --- Page break --- 347 Feby 15th. 86. be and are hereby directed to wait upon Mr Jas H. Raymond and fix the width of Sidewalks of West Pecan Street from West Avenue to Western City limits and obtain from him a deed to the City for Sidewalks on said West. Pecan Street. Alderman Brush offered the following resolution which was adopted; Resolved that a Committee of five Renamed Streets be appointed by the Mayor to revise and amend the ordinances naming the streets of the City and to name such Streets as are not named. That Said Committee Shall be Composed of One Alderman from the 1st and 2nd Wards. One Alderman from the 3rd & 4th Wards. One Alderman from the 5th & 6th Wards. One Alderman from the 7th & 8th Wards and One Alderman from the 9th and 10th Wards. That Said Committee Shall report at next regular meeting. Comtee to The following named aldermen renamed sts. Motions were made to suspend the rules and place the ordinance On its Passed. Second and third reading, and that the ordinance now pass, all of which was adopted by the following vote: yeas Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wartham, Crooker, Odell, Corwin, DeGress Cummings, Walker and Jones-17. $10.000 to improve Alderman Crooker offered an ordinance streets. appropriating $10.000.00 for the purpose of making improvements on the streets of the City. The Ordinance was then read a Second time and a motion to suspend the rules and place the ordinance On its third reading was adopted by the following Vote: yeas Aldermen Schneider Anderson, Campbell, Schuber, Caldwell, Giesen, Warren, Wartham, Crooker, Odell, Corwin, DeGress, Cummings Walker and Jones - 15. "Change" "Stand" Alderman DeGress moved that the mayor ord. to read have the Clerk To So Change the "Stand" Ordinance now being published in the Daily Statesman that the language will be grammatically Correct and that a Corrected Copy of the Ordinance be republished in the Daily Statesman. The motion Was lost by the following Vote: Yeas Aldermen Schneider, Pillow, Anderson, Brush, Caldwell, Giesen, and Odell - 7. Nays Aldermen Campbell, Schuber, Warren, Wortham, Crooker, Corwin, DeGress, Cummings, Walker and Jones - 10 Ord: amending Section 6, Odell offered an Ordinance amending license tax Of an Ordinance entitled "An and Year 1886 On the Keepers of livery and feed Stables and the owners and Proprietors of hacks Omnibuses and Other Vehicles not Connected with livery Or feed Stables. Hay storage. An Ordinance regulating the storages of hay etc. within the fire limits of the City of Austin. Fire limits. Sale of property Alderman Giesen offered An Ordinance Authorizing the Sale of Certain property belonging to the City of Austin. Passed. Alderman Cummings presented the following resolution Which Was adopted, Marshal detail. Resolved that an officer be officer. when. detailed by the City marshal when Called upon to investigate Complaints made in regard to Places in the City that may have offensive alleys Streets or any place that may be reported in bad Sanitary Condition Whose duty it shall be to report to the proper authority to have the matter remedied. Ord. repair A motion to place On its third reading W. Pecan St. the Ordinance appropriating $200.00 to repair Culvert the Culvert On West Pecan Street between Crockett and Blanco Streets was adopted and On motion the Ordinance was tabled. Ret. J.E. Mater On motion of Alderman Crooker the petition granted. from J.E. Mater for pay for time lost in Sept and Oct on account of Sickness, was granted. Ord. to build The Ordinance providing for building An Culvert Arched bridge On College Avenue and Nueces Streets was taken up On its Second reading. and On motion of Alderman Crooker was tabled. Ord. to grade Alderman DeGress asked permission of Mesquite St. the Council to withdraw the Ordinance offered by himself providing for the grading and putting in proper Condition Mesquite Street! Permission was granted. Horse R. R's. An Ordinance regulating the Construction and Operation of horse railways in the City of Austin and Providing a penalty for Violation of Same, was taken up on its Second reading. Amendment. Alderman Brush moved to amend Section Six by Striking out "Six" after "Within" and inserting "Two"! The amendment was lost and On motion the Ordinance Passed was passed by a rising vote of 17.
