Crooker Pres't of the Board of Aldermen presiding Roll Call Present Aldermen Schneider, Metz, Roll Call Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin and Walker 19. Absent Alderman Jones- 1. Minutes. The reading of the minutes of the last meeting was dispensed with. Pet. against Extension Cemetery Alderman Odell presented a petition of Citizens of the City asking that the City Cemetery be not Extended East. Referred to Committee On Cemetery. Pet. to set back fence Alderman Wortham introduced a petition of Citizens asking that the fence around block 59 of Lot No. 1 be set back so as not to encroach upon the Side-walk- Referred to the Committee On Streets Alleys etc. To lease. Alderman Cummings presented a petition from M. English & Co requesting the privilege of renting a portion of the block back of M. Fliggis Store house. Referred to the Committee on Streets Alleys etc. Mrs Reeves Charity Alderman Cummings presented a petition from Mrs Lizzie Reeves asking the City to purchase wood and supplies for herself and Children. His Honor the President, was requested to take such action regarding the matter as he may deem necessary. Marshals report for Feb. The report of the City marshal for the month of February 1886. was presented. It shows: Total fines and Costs assessed in the recorders Court for the month of February 1886. $991.70. Total Cash Collected $508.45 " Worked out on the Streets and in prison 307.00 " Appealed 115.45 " Jury 21.00

Auctioneers. The Committee on Markets to whom was referred An Ordinance regulating Auctioneers in the City of Austin reported Recommending the passage of the Ordinance. Their report was adopted. Police Comtee The Committee on police to whom was referred the reports. following named Ordinances reported recommending the passage of the Ordinances, and their reports were adopted. Interfer with An Ordinance prohibiting any interference officers. with the officers of the City of Austin. Disturb peace An Ordinance defining and punishing disturbances of the peace. Scavengers. An Ordinance regulating the work of night Scavengers in the City of Austin. Lights on vehicles. An Ordinance requiring lighted lamps upon licensed Vehicles. Dance houses An Ordinance regulating dance houses an exlibitions in the City of Austin. Morals. An ordinance relating to public morals and decency. Pound ord. An Ordinance prohibiting the running at large of animals within the City of Austin and providing for the sale of the same. Dogs. The Same Committee reported recommending that an Ordinance regulating the running at large of dogs in the City of Austin, do not pass. The report was adopted. Marshals report. Sewer in Cemetery The Committee On Cemetery reported recommending that the Sewer in the City Cemetery be repaired according to the City Engineers report dated Jany 30- 1886, and under his supervision The report was adopted. The Committee on Sanitation and Sewers reported recommending that the following named Ordinances do pass.
Unwholesome food. An Ordinance prohibiting the Sale of unwholesome food in the City of Austin.
Nuisances. An Ordinance defining Nuisances and providing for the prevention and abolishment of the Same, and to promote the health Cleanliness and welfare of Austin and prescribing penalties for Violation of Same.
Diseased Animals. An Ordinance to prohibit diseased animals running at large within the City of Austin.
Dead animals. An Ordinance requesting the removal and burial of dead animals within the City of Austin. The reports were adopted.
Pat. P. Connolly A petition from Patrick Connolly asking that he be appointed as a policeman was read and referred to the City Marshal.
Water Co. lice tax. The report of the Committee On Water and Gas which was presented at the last meeting of the Council recommending that the Sum of $1847.50 be allowed the City Water Co as an offsett against their taxes for the year 1885 was recommitted.
Union Depot. Alderman DeGress offered the following named Ordinance which was tabled. An Ordinance authorizing the appointment of a Committee of four members of the City Council to Consult with the managers

of the D.&G.N. railroad the Mo Pacific railroad and the Houston and Texas Central railroad regarding their building a union depot in this City. Alderman Odell offered the following named Ordinance: An Ordinance appropriating Ord. pay a/cs the sum of $1789.67 to pay approved accounts. A motion to suspend the rules and place the Ordinance on its second reading was made and adopted by the following vote: Yeas Aldermen Pillow, Anderson, Brush, Campbell Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress Cummings, Erwin and Walker – 17 Motions were then made to suspend the rules and place the Ordinance on its Passed third reading and that it now pass, both of which were adopted by the following Vote: Yeas Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings Erwin and Walker – 18. Alderman DeGress offered the following named Ordinance which was read: An Ordinance providing for the Flag stones. laying of flag stones on the northern Crossing of Congress avenue and the western Crossings of Pecan Street. A motion was made to suspend the rules and place the Ordinance on its second reading which was adopted by the following Vote, Yeas Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Erwin and Walker-18 Amendment. The following amendments to Section first were offered and accepted: After the words “Crossings of the following streets upon the” the words “North side thereof:” were striken out and

" South Side of " inserted. Between Mesquite and mulberry " the words and north Side" 3d reading were inserted. After the words "Nueces, Red River streets" the words East avenue and west avenue" were inserted. After the words "two feet wide and" the word "five" was inserted. A motion was then made to suspend the rules and place the ordinance on its third reading which was adopted by the following Vote; Yeas Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin and Walker- 18. Passed. A motion was made that the ordinance now pass which was adopted by the following Vote; Yeas Aldermen Schneider, Pillow, Anderson, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin and Walker- 16 Nays; Aldermen Brush and Campbell 2. Alderman Caldwell offered the following named Ordinance which was referred to the Committee on Streets Alleys etc.. Bridge. An Ordinance for building an arched bridge on College avenue and Nueces Street. Alderman Walker introduced the following named Ordinance which was read: R. R. tracks. An Ordinance requiring railroads within the City of Austin to keep their tracks in good order, and fixing a penalty for a violation thereof. A motion was then made to suspend the rules and place the Ordinance 2d reading on its second reading which was adopted by the following Vote; Yeas Aldermen Schneider

The ordinance was then read a second time and referred to the city attorney. Alderman DeGress offered the following, named Ordinance; An ordinance designating Stands for hacks. Stands for hacks placed on the public Streets of the City for hire. The Ordinance was read, and a motion was made to Suspend the rules and 2nd reading place the Ordinance on its second reading which was adopted by the following vote: Yeas Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin, and Waeler - 18. Amendment The following amendments to section one were offered and accepted; After the words "hereafter take Stands on," the words "any of the streets of the city except Pecan Street and Congress Avenue and West Hickory Street not", were inserted in place of the words "West Bois d'arc Street not to exceed 17 feet, nor." Between the words "Curbstones" and "also" the words "and Stand ten feet apart" were inserted. A motion was then made to Suspend the rules, and place the 3rd reading Ordinance on its third reading which was adopted by the following vote: Aldermen Schneider, Pillow, Anderson, Brush Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin and Waeler - 18.

Passed. A motion was then made, that the Ordinance now pass, and was adopted by the following vote: Aldermen Schneider Metz, Piecow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Northam, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin and Walker - 19. Alderman Odell offered the following named Ordinance: ad Valorem An Ordinance levying an advalorem tax tax of One per Centum on all property, real and personal, within the City of Austin, made taxable for State and County purposes for the year A.D. 1886. 2nd reading The Ordinance was read, and 3rd " motions made to suspend the rules and place the Ordinance on its second and third reading, and that the Ordinance Passed. now pass, all of which were adopted by the following vote: Aldermen Schneider, Metz, Piecow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Northam, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin and Walker - 19. Alderman DeGress offered the following named Ordinance which was read first time: $1000 to build An Ordinance appropriating $1000 to E.A. Eng. house build a house for hose Cart Company No. 4 of the City of Austin. A motion was made to suspend the 2d reading rules and place the Ordinance on defeated. its second reading and was defeated by the following vote: Yeas Aldermen Anderson, Brush, Campbell, Caldwell, Northam, Crooker, Odell, Corwin, Holman, Cummings, Ervin and Walker 12. Nays: Aldermen Schneider, Metz, Piecow, Schuber, Giesen, Warren and DeGress - 7 Alderman Odell introduced the following Tax Ord. named Ordinance: An Ordinance levying an ad valorem tax of one fourth of one per centum on all property, real

and personal, within the City of Austin, made taxable for State and County purposes for the year A. D. 1886. for the support of the public-free Schools in said City. The Ordinance was read - first time and then motions were made to suspend the rules and place the Ordinance on its second and third readings, and that the Ordinance now Passed. pass, all of which were adopted by the following Vote: Yeas Aldermen Schneider, Metz, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesens, Warren, Wortham, Crooker, Odell, Corwin, Holman, DeGress, Cummings, Ervin and Walker 19. Alderman Cummings introduced the following named Ordinance which was referred to The Committee on Streets, Alleys etc. Wagon Stands An Ordinance providing that all express wagons or delivery wagons, placed heretofore on the public streets for hire, shall hereafter take stands on Block No. 59 and the public squares of this City. Eng house A motion was made and adopted requesting His Honor, to appoint a special committee of three to investigate the new engine house building and ascertain if the same was built according to the plans and specifications for same. The following named aldermen were appointed as such Committee. DeGress, Schneider and Anderson. On motion the Council adjourned. Milton Morris City Clerk
