Austin Expands Cemetery and Street Lights in 1886

Cemetery Expansion: Eugene Bremond and associates received permission to add a 35-foot-wide strip of land to the east side of the city cemetery, with half the land going to the city at no cost.

Street Naming Overhaul: The council approved renaming multiple streets to eliminate duplicates and clarify the city grid (e.g., Willow to Birch, San Bernard to Rio Grande, Chineapin to Rosewood).

New Street Lights: The council approved funding for additional street lights throughout Austin to improve public safety and visibility.

Barbed Wire Ban: A new ordinance prohibited stacking or placing barbed wire on sidewalks and streets, protecting pedestrians from injury.

Running Animals Ordinance: The council passed a law prohibiting animals from roaming freely in the city, with provisions for capturing and selling stray animals.

A Regular meeting of the City Council. 403 Austin Tex April 19, 1886. Hon J W Robertson, mayor, presiding. Roll Call: Present, Aldermen Price, Brush, Campbell, Schuber, Sween, Warner, Northam, Odell, DeGress, Cummings, Walker and Jones - 13. Absent - aldermen Schneider, Metz, Anderson, Caldwell, Crooker, Corwin, Holman, and Ervin - 8. Alderman DeGress moved that a Call of the Council be made. The motion was adopted and the marshal sent after the absentees. On motion Alderman Anderson was excused on account of sickness. Alderman Cummings moved to suspend the Call. Adopted. The minutes of the regular meeting of April 5th were read and adopted. Aldermen Caldwell and Schneider came in. Minutes of a called meeting of the Council which was held April 15, were read, and on motion of Alderman Caldwell that portion of a motion adopted Concerning marshal Lucy and police department was changed so as to include the words "and police department." The minutes were then adopted. A petition from Citizens of Austin was presented requesting that San markes, Water and Cypress Streets be opened through block 17, Division O, of the Outlots of the City. Referred to the Street Committee. A petition from mr Eugene Bremond, and others, requesting permission to incorporate into the present Cemetry, at their expense, a strip of ground thirty five feet wide, running along, and adjoining the East Side of the same, for its entire length. Half of the ground to be given to the City. The petition was granted. The Assessor and Collector Submitted an estimate of receipts from date to November 30, 1886. The report was read and laid over. Alderman Schuber, for the Street Committee, reported favorably on an Ordinance --- Page break --- 404 April 19, 1886. prohibiting the placing and stacking of barb wire upon the side walks, and streets, in the City of Austin. The Committee on finance and revenue. [illegible] excused from submitting their report, so that the papers might be submitted to the Council in a Committee of the whole. The Ordinance Committee reported favoring the purchase of lot 2, block 135 for a roadway. If, after investigation by the Street Committee it is found that the property can be secured for a fair valuation. The owner of the property petitioned the Council, asking that he be relieved from paying City taxes thereon, because a portion of the property was being used as a public highway. The report was adopted. The Ordinance Committee reported favorably on a petition of Owners and drivers of hacks protesting against the enforcement of the Ordinance including hacks from taking "Stands" on Congress Avenue and Pecan Streets etc., and recommend the passage of an accompanying Ordinance which permits hacks to take stands on any of the Streets of the City, but no nearer than ten feet of the Curb Stone, nor nearer than twenty feet to any Vehicle. Action on the report was deferred. The special Committee appointed to locate additional lights in the City, submitted a report accompanied by an Ordinance which they desire passed. The report was read and laid over, together with the Ordinance. The Special Committee appointed to name the streets in the City, which are not properly named, reported recommending the following changes; That the street in the northwestern part of the City, named Willow, be changed to Birch; that the name of the street changed from Locust to Hancock be renamed Locust; the street known as San Marcos, extending north of Magnolia avenue, be named Guadalupe, as it seems to be a continuation of that street, and as there is a --- Page break --- April 19, 1886. 405 San Marcos Street in the Southeastern part of the City; also that the Street in the northwestern part of the City, named San Bernard, be changed to Rio Grande, as there is a San Bernard Street in the northeastern part of the City; that all streets running north, and at Magnolia avenue make an offset, should be continued on under the name with which they began, excepting Colorado and Lavaca, which after leaving Magnolia avenue should retain their present names & Whitis and University avenues. Also that the street named Chineapin be changed to Rosewood. The Street on the west side of lots 17 and 18, and on the east side of lots 15 and 16, in division E, running from Linden Street on the South to Magnolia avenue on the north, be named Summit. The report was adopted. Alderman Metz came in. The ordinance prohibiting the running at large of animals within the City of Austin, and providing for the Sale of the same, was taken up on its third reading, and Alderman Pillow moved that the ordinance be read only by Caption. No objection was made. Alderman Giesen moved to lay the ordinance on the table. Defeated by a vote of 3 to 11. On motion the ordinance passed. An ordinance making an appropriation for payment of the City Water Company, for the year 1885, was taken up on its third reading. Alderman DeGress desired to amend the ordinance, claiming that the same was open to amendment; but Mayor Robertson ruled that as the ordinance was on its third reading it was not open to amendment. Alderman DeGress appealed from the decision of the Chair and his position was sustained by the Council by a vote of 5 to 9, and he moved to amend Section One by Striking out "$1847.50" and inserting "$2.463.30". The amendment was adopted by a vote of 8 to 6. --- Page break --- 406 April 19, 1886. A motion was then made to postpone further action on the ordinance till the next regular meeting. Ruled out of order by the mayor. A motion to take up the ordinance by the following Vote: Yeas- Aldermen Metz, Pillow, Brush, Giesen, Wortham, Odell, DeGress, Cummings-8. Nays- Aldermen Schneider, Campbell, Schuber, Warren, Walker and Jones-6. An Ordinance prohibiting the placing and Stacking of barb wire upon the Sidewalks and Streets in the City of Austin, was taken up on its second reading and read. Alderman Jones moved to amend by inserting "or other barbed material". Adopted. A motion was made to suspend the rules and place the ordinance on its third reading which was adopted by the following Vote: Yeas, Aldermen Schneider, Pillow, Brush, Campbell Schuber, Caldwell, Giesen, Warren, Wortham Crocker, Odell, DeGress, Cummings, Walker and Jones - 14. On motion the ordinance passed. ✓ An ordinance appropriating thirty five hundred dollars to pay Washington Fire Engine Company, This amount being due said Company, was taken up on its second reading and read, and motions were made to suspend the rules and place the Ordinance on its third reading and that the Ordinances now pass, both of which were adopted by the following Vote: Yeas- Aldermen Schneider, Pillow, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Odell, DeGress, Cummings, Walker and Jones-14. Alderman DeGress moved to suspend the rules and Consider the ordinance relating to the payment of the City Water Company for the Year 1885- The motion was defeated by the following Vote: Yeas, Aldermen Schneider, Pillow, Brush, Giesen, Wortham, Odell, DeGress [In left margin, written vertically:] Water. --- Page break --- 407 April 19, 1886. And Cummings - 8. Nays - Aldermen Campbell, Schuber, Caldwell, Warren, Walker and Jones - 6. Alderman Odell introduced an ordinance appropriating $2.710 to pay the Officers and employees of the City for the month of April. Motions were made to suspend the rules and place the ordinance on its second and third readings and that the Ordinance now pass, all of which were adopted by the following Vote: Yeas - Aldermen, Schneider, Metz, Pillow, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Odell, DeGress, Cummings, Walker and Jones - 15. Alderman Wortham moved to suspend the rules and take up the ordinance submitted by the Special Committee appointed to locate additional Street lights. The motion prevailed by the following vote: Yeas - Aldermen Schneider, metz, Pillow, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Odell, DeGress, Cummings, Walker and Jones - 15. Motions were made to suspend the rules and place the ordinance on its second and third reading and that the ordinance now pass, all of which were adopted by the following vote: Yeas Aldermen Schneider, metz, Pillow Brush, Campbell, Schuber Caldwell, Giesen, Warren, Wortham, Odell, DeGress, Cummings, Walker and Jones - 15. An ordinance authorizing Eugene Bremond and associates to add a strip of land to the east end of the City Cemetery was taken up and a motion made to suspend the rules and place the ordinance on its second and third readings, both of which were adopted by the following vote: Yeas Aldermen Schneider, metz, Pillow, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Odell, DeGress, Cummings, Walker, Jones - 15. --- Page break --- 408 April 19-1886. On motion the Ordinance passed. Alderman Odell introduced a resolution which was adopted, instructing and directing the City Treasurer to transfer from the market house fund to the general fund, $1339. Alderman Brush introduced an Ordinance Changing the names of some of the streets in the City of Austin. The Ordinance was read and referred to the Committee on Streets, Alleys, etc. Alderman Cummings presented an Ordinance regulating the duties of City officers in Certain Cases. The Ordinance was read and referred to the Ordinance Committee. A petition from Citizens and tax-payers of Austin requesting the Council to purchase the Brush Sewer was presented and read.
