Austin's 1886 Plans for Sewers and Fire Safety

419 A Regular meeting of the City Council Austin Tex " May 17, 1886. Hon J. W. Robertson, mayor, presiding Roll Call, Present: Aldermen Schneider, Pillow, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, De Gress, Cummings, Walker & Jones - 15. Absent Aldermen Metz, Anderson, Holman & Erwin - total 4. Minutes of the last two regular and last Called meetings were adopted. Alderman De Gress moved that a special Committee of three aldermen be appointed as tellers to count and announce the Vote Cast at the election held in the Seventh Ward On Friday, May 14th, for the purpose of electing One alderman. The motion was adopted and Aldermen De Gress Brush and Pillow were appointed as such Special Committee. Alderman De Gress, for the Committee rose and announced that the returns show that William Wellmer received 139 Votes, andArcher 1 Vote. Mayor Robertson then declared Wm Wellmer duly and Constitutionally elected alderman of the Seventh Ward The official oath was then administered to Alderman Wellmer and he took his seat in the Council. A petition from Hudson Maud was presented and read. He requests that the Council relieve him from paying taxes of 1885 assessed against Certain improvements, because said improvements were not made till August 1885. The petition was referred to the finance Committee Alderman Anderson Came in. A petition from G.M. Brass, requesting permission to proceed with the erection of a shed, which, he states, is being constructed in accordance with the ordinances governing fire regulations, was read and referred to the Committee on fire department. A petition from S.E. Emanuel was read, asking that the City pay a bill for repairing --- Page break --- 420 May 17, 1886. water pipes, which he was compelled to Contract, because the City Street gang, while working near his premises, broke the water pipes leading into his house. The petition was granted. Alderman Walker presented a petition from H.D. Shertran, requesting that River Street be established seventy feet further south than it is at present. Referred to the Street Committee. A protest from C.W. Northington, et al, against opening of Alley through block No. 49, was read and referred to the street Committee. An invitation from a joint Committee of John B. Hood Camp Confederate Veterans, and Joseph A. Mower Post No. 10, Grand Army of the Republic, to the Officers and members of the City Council, to be present as a body at, and participate in, the Ceremonies of decorating the graves of the beloved dead now buried in the several Cemeteries of this City, on Decoration Day, was received, read, and accepted. The following named Ordinances were referred to the Committee on Ordinances before being read: An Ordinance amending rule XX, relating to Standing Committees. An Ordinance amending rule IV, regarding the order of Considering business which may be brought before the Council. An Ordinance amending rule VI, regarding the manner of acting upon Ordinances. The Street Committee was given further time in which to prepare their reports. Alderman Cummings introduced a resolution granting the Austin City Railroad Company the right to cross the Rock bridge on East Pecan Street. Adopted. The Committee on finance and revenue reported favorably on the petition of the Swedish Methodist Church, requesting that they be relieved from paying taxes on their Church property. The report was read and adopted. An Ordinance entitled "an Ordinance --- Page break --- May 17, 1886. 421 appropriating the sum of $200 (dollars) to place the approaches to the new engine house in good shape. Was taken up on its third reading, read, and on motion passed. DeGress A resolution providing for an election to be held in the City of Austin for the purpose of authorizing the issuance of twenty five thousand dollars of the bonds of said City for the purpose of building a system of underground sewerage, was taken up and read. Alderman Holman Came in. Alderman Brush moved to table the resolution. Defeated. The resolution was then referred to a Special Committee Consisting of His Hon the Mayor, City Attorney and Ordinance Committee with instructions to report at the next regular meeting of the Council. Alderman DeGress introduced an ordinance providing for the better protection of life and property in the City of Austin. A motion was made to suspend the rules and place the Ordinance on its second reading which was adopted by the following Vote: Yeas Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell Warren, Northam, Crooker, Odell, Wellmer, Holman, DeGress, Cummings, Walker, Jones, 18. Alderman Brush moved to amend Section 1 by striking out the words "owners, lessee or agent", and inserting the word Contractors. Defeated. A motion was made to suspend the rules and place the ordinance on its third reading which was adopted by the following Vote: Yeas - Aldermen Schneider, Pillow, Anderson, Campbell, Schuber, Caldwell, Giesen, Warren, Northam, Crooker, Odell, Wellmer, Holman, DeGress, Cummings, Walker, 16. Nays - Aldermen Brush and Jones - 2. On motion, the ordinance passed. --- Page break --- 422 May 18, 1886. Alderman Schuber introduced an Ordinance to appropriate $150 to furnish Stable room. Motions were made to Suspend the rules and place the Ordinance on its second and third readings both of which were adopted by the following vote. Yeas,- Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Wellmer, Holman, de Gress, Cummings, Walker & Jones - 18. On motion the Ordinance passed. Alderman Warren presented a proposition from Frank Hamilton to sell to the City the lot in Block 37 now occupied by Protection Hook & Ladder Co., at $1600. Alderman Warren offered an Ordinance appropriating $400 to purchase of Frank Hamilton the lot in Block 37, now occupied by Protection Hook and Ladder Company. Motions were made to Suspend the rules to and place the Ordinance on its second and third readings, both of which were adopted by the following Vote: Yeas - Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Wellmer, de Gress, Cummings, Walker, & Jones 17. Nay, Alderman Wellmer. A motion was made that the ordinance now pass, which was adopted by the following Vote: Yeas-Aldermen Schneider, Pillow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wortham, Crooker, Odell, Wellmer, Holman, de Gress, Cummings, Walker, Jones 18. Alderman Odell introduced an Ordinance appropriating $2.825 to pay the officers and regular employees of the city for the month of May. Motions were made to Suspend the rules and place the Ordinance on its second and third readings, and that the Ordinance now pass, all of which were adopted by the following Vote: Yeas - Aldermen Schneider, Pillow, Anderson, Brush, Campbell, --- Page break --- 423 May 17, 1886. Schuber, Caldwell, Giesen, Warren, Northam, Crooker, Odell, Wellmer, Holman, DeGress, Cummings, Walker & Jones - 18. Alderman Schuber introduced an Ordinance appropriating $250 to pay a balance of $116 due on masonry work, and $116 to fill in East Pecan Street bridge. A motion was made to suspend the rules and place the Ordinance on its second reading, which was adopted by the following Vote: Yeas - Aldermen Schneider, Pilow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Northam, Crooker, Odell, Wellmer, Holman, DeGress, Cummings, Walker & Jones - 18. Alderman Campbell moved to Strike out $116. Alderman DeGress moved to table the motion. Carried by a vote of eleven, to Six. Alderman Campbell moved to insert "225" that amount being subscribed by Citizens and paid into the City Treasury for This Work. Adopted. Alderman Campbell moved to Strike out "$116" and insert "$41." Alderman DeGress moved to table the motion. Carried. A motion to further suspend the rules and place the Ordinance on its third reading was defeated by the following vote: - Yeas Aldermen Pilow, Brush, Schuber, Northam, Odell, Wellmer, Holman, DeGress, Cummings, Walker, Jones - 11. Nays - Aldermen Schneider, Anderson, Campbell, Caldwell, Giesen, Warren, Crooker, total - 7. Alderman Holman moved to reconsider at some future meeting, the vote by which an ordinance making an appropriation for payment of the City Water Company for the year 1885, was defeated on its final passage. No objection. Alderman Brush moved that the street Committee be required to report at the next meeting of the Council on an ordinance appointing --- Page break --- 424 May 17-1886. a special Committee to be Known as a Public Park Committee. Adopted. Alderman Campbell moved to suspend the rules and take up the Ordinance appropriating $475- to pay balance due on masonry work on East Pecan Street bridge, and also to fill in said bridge. The motion was adopted by the following Vote; Yeas - Aldermen Schneider, Piecow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Northam, Crooker, Odell, Wellmer, Holman, de Gress, Cummings, Walker, Jones-18. Alderman Campbell then moved to strike out "$116" and insert "$42". Alderman Cummings offered as a substitute for the motion, that "$42" be stricken out and "$75" be inserted. The substitute was adopted by a rising vote of 12 to 5. A motion was made to suspend the rules and place the Ordinance on its third reading. Which was adopted by the following vote. YeasAldermen Piecow, Brush, Campbell, Schuber, Warren, Northam, Crooker, Odell, Wellmer, Holman, de Gress, Cummings, Walker and Jones-14. Nays; Aldermen Schneider, Anderson, Caldwell Giesen, total 4. On motion the Ordinance passed. Alderman de Gress introduced the following resolution which was adopted: Resolved, That hereafter all accounts presented to the finance Committee for their approval shall bear the approval of the majority of the Committee to whom such accounts were originally referred. An Ordinance to approve and adopt the revised penal Ordinances of the City of Austin was read, and motions made to suspend the rules and place the Ordinance on its second and third readings and that the Ordinance now pass, all of which were adopted by the following Vote: Yeas- Aldermen Schneider, Piecow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren --- Page break --- 425 May 17, 1886. Wartham, Crooker, Odell, Weelmer, Holman, DeGress, Cummings, Walker and Jones 18. Alderman Cummings moved that it is the sense of this Council that the Street Committee be, and are empowered to purchase mules etc, on or before the date named for purchase in the advertisement now being published in relation to this matter. On motion of Alderman DeGress the motion was tabled. Alderman Brush introduced an Ordinance regulating hotel drummers, and others at railroad Strains. A motion was made to suspend the rules and place the Ordinance on its second reading, which was adopted by the following Vote: Yeas - Aldermen Schneider, Piecow, Anderson, Brush, Campbell, Schuber, Caldwell, Giesen, Warren, Wartham, Crooker, Odell, Weelmer, Holman, DeGress, Cummings, Walker and Jones 18. Alderman Piecow moved to strike out #1, and insert #5, in section 2. Adopted. Alderman Odell moved to strike out "30" and insert "20" feet. Defeated. A motion was made to suspend the rules and place the Ordinance on its third reading, which was adopted by the following Vote: Yeas - Aldermen Schneider, Piecow, Anderson, Brush, Campbell, Schuber, Giesen, Warren, Wartham, Crooker, Odell, Weelmer, Holman, DeGress, Walker, and Jones, total 16.
