432 A Called meeting of the City Council. Austin Tex., May 31, 1886. Hon J. W. Robertson, Mayor presiding. Roll Call- Present - Aldermen Campbell, Schuber, Caldwell, Giesen, Wortham, Odell, Wellmer, DeGress, Cummings and Walker. Total 10. Absent Aldermen Schneider, Metz, Pillow, Anderson, Brush, Warren, Crocker, Holman, Erwin, Jones- 10. Alderman Giesen moved that a Call of the Council be made... Adopted. Aldermen Schneider, Jones and Holman Came in. Alderman Cummings moved to Suspend the Call. Adopted. Mayor Robertson stated the object of the meeting was to finish the Consideration of the revised Civil Ordinances, and to hear the Report of the Ordinance Committee On the resolution to provide for an election to extend the bonded debt, if ready to report. Also to transact any other business that may be laid before the Council. Alderman DeGress moved to amend the title and Chapter of revised Ordinances relating to the Control of policemen, So as to restore to the mayor and marshal the power of absolute removal for any Cause to them Seeming just and Sufficient. Adopted. Alderman Pillow Came in. An Ordinance to adopt and establish the revised Civil Ordinances of the City of Austin was taken up on its second Reading and read, and on motion, placed on its third reading and final passage, and passed by the following Vote: Yeas Aldermen Schneider, Pillow, Campbell, Schuber, Caldwell, Giesen, Wortham, Odell, Wellmer, Holman, DeGress, Cummings, Walker, Jones- 14. Alderman Cummings introduced the following proviso to that portion of the Revised Civil Ordinances which relate to Streets & alleys: Resolved, That the Aldermen --- Page break --- 433 May 31. 86 of the different wards shall have power to direct where Street work shall be done in their respective wards Adopted. Alderman Caldwell presented a petition from Ike Lowenstein, requesting permission to erect a Shed on lot No. 7, in Block No. 55. On motion of Alderman DeGress. it was tabled Alderman Wortham and Campbell, of the Ordinance Committee, submitted a report on the resolution "providing for an election to be held in the city of Austin, for the purpose of authorizing the issuance of $25,000 of the bonds of the city", and recommended that an Ordinance entitled "An Ordinance Ordering an election of the taxpaying Citizens of the City of Austin for the purpose of procuring their Consent to an extension of the bonded debt of the City of Austin beyond $25,000" be substituted in lieu thereof. The report and substitute were adopted. A motion made to suspend the rules and place the ordinance on its second reading was defeated by the following Vote. Yeas - Aldermen Schneider, Gielou, Campbell, Schuber, Giesen, Wortham, Odell, Nellmer, Holman, DeGress, Jones - 12. Nays - Aldermen Caldwell and Cummings - 2. The City marshal submitted for Confirmation as police officers the following named persons: Sergeant of Police, C.C. Palmer. Confirmed by a vote of 8 to 6. Alderman DeGress gave notice that he would move a reconsideration of the vote at the next regular meeting of the Council. The following named persons were unanimously Confirmed as policemen: Geo Hutcherson, Neill, McCaskin, Wm Darnwell H. Montgomery, W.H. Henderson, J.R. Conner, E.C. Folwee, L. Morris, H.G. Madison J.W. Bracken, O.H. Gibson, Ed O'Banian, W.T. Jones G.W. Gassaway, John Chenneville, Jc. Rundell, S.W. Johnson --- Page break --- 434 May 31, 86. and J.H. Wells. Alderman Caldwell moved to suspend the rules and place on its second reading the Ordinance Ordering an election by the taxpaying Citizens of the City of Austin, for the purpose of procuring their Consent to an extension of the bonded debt of the City of Austin beyond one hundred and twenty five thousand dollars. The motion was defeated by the following Vote: Yeas- Aldermen Pillow, Campbell, Schuber, Caldwell, Wortham, Adell, Wellmer, Holman DeGress, Walker Jones - 11.
