Austin 1886: Fire Department & Cemetery Upgrades

Fire Department Issues: The Washington Fire Company complained that their engine hadn't received maintenance from the city's fire engineer since his appointment, prompting a referral to investigate the neglect.

Cemetery Expansion Delayed: A proposed ordinance to purchase land and enlarge the City Cemetery was tabled after failing to gain enough council support, with the special committee given more time to prepare recommendations.

Monthly City Payroll Approved: Council passed a $3,254 budget for June city employee salaries, plus an additional $5,050 to pay the Water Company for six months of service and $99 for street numbering.

Fire Hydrant Placement Stalled: A resolution allowing aldermen to install fire hydrants and lamps in their districts was tabled after the council rejected a motion to expedite its approval.

Community Celebration: Council accepted an invitation to attend festivities celebrating the completion of a new building for the East Austin Hose Company.

443 A Regular meeting of the City Council Austin Tex June 21, 1886. Hon J.N Robertson Mayor presiding: Roll Call.- Present Aldermen Campbell, Coaker, DeSress, Giesen, Jones, Odell, Schuber, Walker, Wellmer. Total 9. Absent- Aldermen Anderson, Brush, Caldwee, Cummings, Ervin, Holman, Milz, Pillow, Schneider, Warren, Wartham. Total 11. Alderman DeSress moved that a Call of the Council be made. Adopted. Aldermen Caldwell, Brush, Holman, Wartham and Cummings Came in and answered to their names. Alderman DeSress moved to suspend the Call. Carried. On motion the minutes of the last meeting of the Council were adopted as printed. A petition from J.K. & McFall, City engineer, requesting leave of absence from duty for one month, was granted. A Communication was received from the president of Washington S.F. E. Co. No 1. Calling attention of the Council to the fact that the engine of said Company had received no attention from the engineer of the fire department since his appointment and that it is not in Condition for immediate service. Referred to the Committee on fire department. An invitation was received from the Committee of arrangements on the Celebration of the Completion of the building for the use of East Austin Hose Company, requesting the mayor, members of the City Council, and officers of the City to be present and unite in the festivities of the occasion. On motion the invitation was accepted. The Austin Gaslight & Coal Company presented a request to withdraw their petition for the privilege of laying a railroad track etc., which was submitted at the last meeting of the Council. Permission was --- Page break --- 444 June 21-86. granted and the petition was withdrawn. Aldermen metz and Schneider came in. Mayor Robertson recommended the Conditional remission of the fine and costs assessed against M. Gillin. On motion the Council concurred in the recommendation. Alderman Pillow Came in. A leave of absence for about fifteen days was granted C. D. Johns, City Recorder. The Finance Committee submitted a favorable report on the petition of Citizens requesting that Edward Christian, esq, be allowed to Construct a bridge over Walker Creek in Magnolia avenue, between San Jacinto and Trinity Streets. the City of Austin to allow the amount so expended by him to apply in the payment of his City taxes. Alderman Warren Came in. Alderman Walker moved to lay the petition and report on the table. Carried by a rising vote of 13 to 4. An ordinance providing for the purchase of land and the enlargement of the City Cemetery, and providing for Certain improvements and regulations in reference thereto, and making an appropriation to Carry the Same into effect, was taken up on its third reading and read, and on motion of Alderman Crooker, laid on the table by a rising vote of 11 to 7. A resolution empowering aldermen to locate and relocate fire hydrants and lamps in their respectivewards according to the number allowed, was taken up on its second reading and read. A motion made to suspend the rules and place the resolution on its third reading, was defeated by the following vote: Yeas Aldermen Brush, DeGress, Holman, Jones, metz, Walker, total 6. Nays- Aldermen Caldwell, Campbell, Crooker, Cummings, Giesen, Odell, Pillow, Schneider, Schuber, Warren, Wellmer, Wortham, total 12. Alderman Crooker moved to lay the resolution on the table. Carried. --- Page break --- 445 June 21, - 86. An Ordinance appointing a Special Committee to be known as a public park Committee, was taken up on its Second reading and read and withdrawn. An Ordinance appropriating $2.000 to purchase feed for City teams was also read a second time and withdrawn. An Ordinance appropriating $3.254 to pay officers and regular employees of the City, and the payroll of the City and County hospital, each for the month of June, 1886, was introduced by Alderman Odell. A motion was made to suspend the rules and place the ordinance on its second reading, which was adopted by the following vote: Yeas- Aldermen Brush, Redweel, Campbell, Rooker, Cummings, DeGress, Giesen, Halman, Jones, metz, Odell, Pillow, Schneider, Schuber, Walker, Warren, Wellmer, Wortham, total 18. Alderman Odell moved to amend section 1, by adding $5,050 to pay the City Water Company for water furnished the city six months, ending June 30, 1886; also $99. to pay for numbering the streets in the City running east and west. The amendments were adopted. Motions were then made that the rules be suspended and the Ordinance placed on its third reading and that the ordinance now pass, both of which were adopted by the following vote: Yeas- Aldermen Brush, Redwell, Campbell, Rooker, Cummings, DeGress, Giesen, Halman, Jones, metz, Odell, Pillow, Schneider, Schuber, Walker, Warren, Wellmer, Wortham, total 18. A fine of $20.85 recently assessed against L. E. Daniell was remitted by the Council on the recommendation of Mayor Robertson, Recorder Johns and Marshal Lucy. Alderman DeGress introduced a resolution, directing the Street Committee to advertise for bids for furnishing feed for teams belonging to the City. Alderman Walker moved to amend the --- Page break --- 446 June 21. 1886. resolution by striking out "Street Committee" and inserting "City Engineer", and by adding "the purchases to be made for three months" Adopted. Alderman Campbell moved to amend, by adding" to be delivered as required" Carried. Alderman Odell moved to amend by inserting " One year" in lieu of "three months" Rejected. Alderman DeDress moved to amend that portion of the resolution relating to the kind of bid that may be received by adding" and best" No Objection. Alderman Cummings offered an amendment to that portion of the resolution relating to the time of advertising, as follows: "from and after the passage of this resolution" The resolution was, on motion, adopted as amended. Alderman Waemer offered: An ordinance appropriating $250 to purchase furniture and place the house of Hose Cart No.4 in proper Condition". On motion the ordinance was referred to the Fire Committee, by a rising vote of 12 to 6. Alderman Caldwell was then Excused. The Special Committee appointed to select additional ground for Cemetery purposes, asked further time in which to prepare their report. Granted. On motion the Council adjourned.
