Austin's $350K Water & Sewer Bond Plan

A Called Meeting of the City Council 465 Austin, Tex., July 31, 1886. Hon J. W. Robertson, Mayor, presiding. Roll Call Roll Call- Present: Aldermen Anderson, Brush, Caldwell, Campbell, Crooker, DeGress, Giesen, Helman, Jones, Odell, Pillow, Schuler, Walker, Wortham - 14. Absent- Aldermen Cummings, Ervin, Metz, Schneider, Warren, Wellmer - 6. Call Council Alderman DeGress moved a Call of the Council. Adopted, and absentees sent for. Alderman Cummings then Came in. Call suspended Alderman DeGress moved that the Call be Suspended. Carried. Call renewed- Alderman DeGress moved a Call of the arrest absentees Council, and that the marshal be instructed to arrest all the absentees not sick or out of the City, and bring them into the Council. Adopted. Call suspended Alderman Crooker moved that the Call be Suspended. Adopted. Mayors The Mayor's Call was read. It stated that Call the Call was issued at the written request of Aldermen Brush and Odell and was for the purpose of considering the sewer question etc. Alderman Schneider Came in. Ord- repealing Alderman Brush Called up the Ordinance $25,000 bond repealing an ordinance authorizing the issuance Ord. of bonds for sewer purposes, which was on its second reading. A motion was then made to suspend the rules and place the Ordinance on its third reading, which was adopted by the following vote: Yeas- Aldermen Anderson, Brush, Caldwell, Campbell, Crooker, DeGress, Giesen, Helman, Jones, Odell, Pillow, Schneider, Schuler, Walker, Wortham, - 15. Nay - Alderman Cummings. On motion the ordinance was passed. Alderman Campbell offered the following: --- Page break --- 466 July 31, 1886. To for $350.000 Resolved, That a Special Committee of three for water & aldermen, to whom Shall be added the mayor sewers and the City attorney, to prepare an ordinance ordering an election for the issuance of bonds to the amount of $350.000, for the purpose of either buying out the present Water Works or building new Ones, and Second. For establishing an efficient System of Sewers. Adopted. Spl. Contee The following named aldermen were appointed as Such Committee: Campbell, Wortham, & Walker. To bond for Alderman DeGress introduced "An Ordinance $100.000 ordering an election by the taxpaying Citizens of the City of Austin, for the purpose of procuring their Consent to an extension of the bonded debt of the City of Austin beyond One hundred and Twenty five Suspend rules thousand dollars" and moved that the rules be Suspended and the ordinance be placed on its second reading. Refer to Alderman Brush moved, as a Substitute for ord. Contee the motion offered by Alderman DeGress, that the ordinance be referred to the Committee On Ordinances. Lost. Rules Suspended Alderman DeGress' motion suspending the rules then prevailed by the following Vote: Vote. Yeas- Aldermen Anderson, Caldwell, Campbell, Crooker, DeGress, Giessen, Helman, Jones, Odell, Pillow, Schneider, Schuber, Walker, Wortham, - 14. Nays- Aldermen Brush and Cummings - 2. Lost The Caption and Section One was then read, Referred to Spl. and, On motion of Alderman Caldwell, the ordinance Contee of 5. was referred to a Special Committee of five aldermen. Pecan be ordered to finish the work on East Pecan bridge - also Street rock bridge, and that the acting City remove a engineer be instructed to proceed immediately with nuisance the work, and that a nuisance that exists between Red River and Neches Streets, be removed by making necessary repairs with city teams. adjourned On motion, the Council adjourned.
