Austin Budget Approvals & Fine Remissions 1886

Monthly payroll approved - City council authorized $3,496.10 to pay city officers, employees, and the city hospital for August, including additional funds for roof repairs and animal feed.

Ordinance pricing set - Council voted to sell copies of Austin's revised city laws (civil and criminal ordinances) for $1.25 each through the city assessor's office.

Two fines forgiven - The mayor remitted a drunk and disorderly fine for Joe Ledger (deemed a sober man with sick leave and family needs) and a vagrancy fine for James C. Glover on condition he leave the city immediately.

Liability relief granted - A man named J.M. Odell was released from responsibility for paying another person's unpaid fine since that person had already left Austin.

A. Called Meeting of the City Council 485 Austin Tex, Aug. 30, 1886. Hon J.W. Robertson, Mayor presiding. Roll Call Roll Call- Present: Aldermen Anderson, Caldwell, Campbell, Cummings, DeGress, Ervin, Giesen, Helman, Jones, Odell, Schuler, Wellmer, Wortham. Total, 13. Absent- Aldermen Brush, Crooker, Metz, Pillow, Schneider, Walker, Warren. Total, 7. Call of Council Alderman DeGress moved a Call of the Council Adopted. The marshal was directed to notify Absentees. Ald. Crooker Alderman Anderson moved to excuse Alderman excused. Crooker. Adopted. Alderman Wortham moved a Suspension of the Call. Carried. The Mayor's Call. Mayors Call Austin Tex August 30, 1886. Gentlemen of the City Council: I hereby Call a Special meeting of the City Council, to assemble at the Council rooms this evenings August 30, 1886, at 5 o'clock, to pass an appropriation for the month of August, 1886, and to Consider such other matters as may then be placed before you. Very truly, etc, J. W. Robertson, Mayor. Resolution Alderman Wortham introduced a resolution fixing Selling ord's the price ($1.00) upon the Revised Civil and Criminal Ordinances of the City of Austin, and placing the same on Sale in the office of the City Assessor and Collector. amended Alderman DeGress moved to amend by Striking out "One dollar" and inserting "One dollar and twenty five Cents". Accepted. Adopted The resolution was then adopted. The Mayor reported to the Council that he had J. Ledger remitted a fine assessed against Joe Ledger, for fine being drunk Aug 26, Subject to approval by the Council for the following reasons: It being made to appear that said Ledger is an habitual Sober man; that he --- Page break --- 486 Aug. 30. 1886 has been sick; that his family need his Services, and that this is his first offense. On motion, the Council Concurred. Jas C Glover The Mayor also reported to the Council that he fine -had remitted a fine assessed against James C. Glover for Vagrancy, Subject to the approval of the Council. This remission is made on the Condition that Said Glover leaves the City at Once. The action of the mayor was, On motion, Concurred in. J. M. Odell A Communication from City attorney, recommending relieved that Mr J. M. Odell, who became responsible of to the City for the payment of fine and Costs A.C. Munson assessed against A. C. Munson, in the event fine. that Munson did not pay it, be not required to liquidate the Same, inesmuch as Munson has left the City, and will doubtless remain away; that the marshal hold the Commitment So that Munson may be arrested Should he return to this City. The Mayor also advised that Mr. Odell be relieved of liability, and On motion the recommendations were Concurred in. Pay rolle An Ordinance appropriating $3,217.00 Ord- to pay officers and regular employees of the City, and City and County hospital, each for the month of August, 1886, was taken up on its Second reading and read. amended Alderman Anderson moved to amend $100. to pay Section 1, by adding $100 to pay Wm C. Hornburger Hornburger for repairing the roof of the City hall and market house. Adopted. amended Alderman Odell moved to amend Section 1, $179.10 to by adding $179.10 to pay August Cameron pay Aug. Cameron for feed furnished City Teams. Adopted Aldermen Schneider and Metz Came in. The Caption of the ordinance was then Caption changed Changed So as to read "$3.496.10," and motions to suspend the rules and place the Ordinance on its third reading, and that the ordinance --- Page break --- Aug 30-86. 487 Passed now pass, was made and Carried by the following Vote: Yeas- Aldermen Anderson, Aldwell, Campbell, Cummings, Deldress, Ervin, Giesen, Holman, Jones, metz, Odell, Schneider, Schuber, Wellmer, Wortham, Total 15. $550.00 An Ordinance appropriating the sum of five hundred to pay Bd of and fifty dollars to pay expenses of Bo and appraisers a+Eq. and equalizations was taken up on its second reading, and read.
