Roll Call. Roll Call. Present - Aldermen Brush, Caldwell, Campbell, De Gress, Ervin, Griesen, Holman, Jones, Odell, Schneider, Schubert, Walker, Warren, Wortham. Total 14.
Call. Absent - Aldermen Andersons, Crooker, Cummings, Metz, Pillow, Wellmer. - 6.
Call of Council. A Call of the Council was moved and adopted and the marshal was directed to notify absentees.
Call Suspended. A motion to Suspend the Call was made and Carried.
Minutes adopted. Minutes of the last two meetings of the Council were adopted as printed.
Petition to Widen W. College ave & Sidewalks. Alderman Caldwell presented a petition from Citizens asking that the Sidewalks on West College avenue be made fifteen feet wide. Referred to Committee on Streets, Alleys etc.
Pet for Water trough Cor 16th & Cherry Sts. Alderman Warren introduced a petition from Citizens of fifth ward requesting that a water trough be erected at Southeast Corner of Cherry and Guadalupe Streets. Referred to water and gas Committee.

Hose Cart to be placed at R.H. & L.Co. No. 3. Aldermen Jones offered a petition from Citizens of fifth and Sixth Wards, asking that a hose cart be placed at the Quarters of A. V. L. Co. No. 3. Referred to fire Protection Committee.
Chas Schaeffer tax Alderman Walker presented a memorial from Chas Schaeffer, Who states that improvements belonging to him on Certain lots. were assessed for City Taxes, January 1, 1886 but were Shortly afterwards destroyed by fire, and asks that a rebate to the amount of Such tax be allowed him. Referred to Committee on fire department.

City atty. report about River St
A report from City Attorney, stating that he had complied with instructions of Council in regard to establishing River Street further South, was read. No action was taken on the report. The Committee on Streets, Alleys, etc, reported adversely on a petition from J. F. McKinley for $50 as damages to his buggy and harness; such damage having been occasioned by reason of a collision with a Team belonging to the City. The report states that according to the statement of City Attorney, petitioner is not entitled to damages, Suit having been instituted against the City of Austin, tried and decided in favor of the defendant. Report was adopted.

Alderman Schneider, for the Committee on Police, reported that the marshal's report for the month of July, had been examined, and found to be Correct. No action.
Report of Committee to confer with water Co. relative to sale of works
Alderman Cummings introduced the following: To the Honorable Mayor and City Council of the City of Austin. Gentlemen:- Your Special Committee appointed for the purpose of Confering with the City Water Company, to ascertain whether the City could purchase their works, and if so their Cost, beg leave to report that the Chairman Called on Capt McD. Mather for the facts in the matter, and was told by him that the City Water Works were not for sale. Not deeming it necessary, no further action was taken in the matter. J. Cummings, Chairman. C. Andersen, S. Warren, W. B. Walker. On motion the report was adopted and the Committee discharged.

Whitewash etc. of Whitewashing the fence around the City Cemetery and Cemetery fence putting two strips thereon, was taken up on its second reading. A motion was made to suspend the rules and Read 3d place the Ordinance on its third reading, which time: was adopted by the following vote: Yeas- Aldermen Caldwell, Crooker, Cummings, DeGress, Ervin, Giesen, Holman, Jones, Odell, Schneider, Schuber, Walker, Warren, Wortham. Giesen, Holman, Jones, Odell, Schneider, Schuler, Walker, Warren, Wortham 16. $3.107.00 Unanimous consent of the Council was given pay rolls. and Alderman Odell introduced an Ordinance appropriating $3.107.00 for the purpose of paying officers and regular employees of the City, and the City and County hospital each for the month of September. Motions were made to suspend the rules and place the Ordinance on its second and third reading. and that the Ordinance now pass, all of which were adopted by the following Passed Vote: yeas- Aldermen Brush, Caldwell, Campbell, Crooker, Cummings, DeGress, Erwin, Giesen Holman, Jones, Odell, Schneider, Schuler, Walker, Warren, Wortham - 16.
The following named Ordinance was taken up on its second reading and read by sections: $350.000 An Ordinance Ordering an election by the bond and tax-paying citizens, of the City of Austin, for the on 2nd purpose of procuring their consent to an reading extension of the bonded debt of the City of Austin, in the sum of three hundred and fifty thousand dollars, beyond and in addition to the present bonded debt of one hundred and twenty five thousand dollars. Date of Alderman Warren moved to amend Section election. One by inserting December 6th, 1886 as date of election by Citizens. Adopted. Judge of election Alderman Odell moved to amend section stricken out + Aug. Lundberg four by striking out the name of Aug. Lundberg, whose name appeared as Judge of Augustus Basnett election for Seventh Ward, and insert Augustus inserted Basnett in lieu thereof. Carried. B. J. Goldbeck as Alderman Caldwell moved to amend the Judge of election same section by striking out the name stricken out + of B. J. Goldbeck, who was designated as W. Ziller put Judge of election of Fourth Ward, and inserting in. in lieu thereof W. Ziller. Adopted. Rate of interest Alderman Warren Offered an amendment to Section 5 per cent. Seven, Striking out "Six" and inserting "five" percent as the maximum rate of interest the bonds may bear. Carried.
Bonds sold Alderman DeGress moved to amend Section by eight, which relates to the sale of bonds, by adding after the words "Said bonds shall be sold by the mayor and finance Committee of the City City Council", the words "or such agents or agencies as the mayor and finance Committee may select". Adopted.

Council to Alderman Cummings moved to strike sell. out of Section eight the words "finance Committee" wherever the same occurs. Carried.
Alderman DeGress moved to amend Section nine by striking out the first division of the Section and substituting the Second therefor. Lost.
"Provide" Alderman Odell offered an amendment in lieu of to Section nine, division third, that the "Construct". word "Construct" be stricken out and "provide" inserted instead. Adopted.

To the Honorable Mayor and Board of Aldermen: Gentlemen:- Resolved, That the City Attorney as soon as convenient for him to do so, report to the City Council whether or not the City will be free to act on her own account in erecting water works for the purpose of supplying the public with water, without entangling herself with the City Water Company, so far as relates to Contract.
