A Regular Meeting of the City Council

Hon. J. W. Robertson, Mayor, presiding.
Roll Call Roll Call - present: Aldermen Anderson, Brush, Caldwell, Campbell, Crooker, DeGress, Erwin, Frisen, Holman, Jones, Odell, Pillow, Schneider, Schuber, Walker, Warren, Wellmer, Wartham. Total 18. Absent: Aldermen Cummings and Metz.
Minutes Corrected Minutes of the last meeting of the Council were Corrected so as to show that the motion which Alderman DeGress made, to amend Section 9, was: to amend section 9 by placing the third division in the place of the second division. The minutes were then adopted.
Court appeals A memorial from acting City attorney, Concurred in by reports for City recorder, requesting the Council to purchase certain city atty. volumes of Texas Court of Appeals reports, for the recorders Court was read, and referred to Committee on Ordinances. Officers Reports.
marshals City marshals report for the month of September, Sept report was introduced and referred to Committee on police. It shows that there was $784.05 Collected for fines and Costs assessed during the month of September; $1.45, account of back fines and Costs for April; $5.70, account of back fines for August; also 75 cents account of fees and sales of City pound. Total $791.95. Total number of arrests, 126.
City Physicians City physician's report for the month of September report Sept 1886, was submitted, read, and referred to the Committee on hospital. The report shows that there were 14 patients in the hospital September 1st, that 15 were admitted during the month, 14 discharged, 3 died, and that 12 remain; that 125 visits were made and 132 prescriptions were written; that three cases of Scarlet fever and one of diptheria were reported, but no deaths occurred from either diseases; that the health of the City continues exceptionally good.

Sextons report City Sextons report for the month of September Sept. was submitted and shows the following: Total deaths, 22; white, 16, Colored, 5; mexican, 1; male 11; female, 11. Clerks report City Clerks statement of warrants issued during Sept the month of September was submitted. The amount is fixed at $7.052.63. Referred to the Committee on finance and revenue. Treasurers City Treasurers report for the month of September report Sept Balance on hand Aug 31, $6.753.10. Received from Assessor & Collector On acct of advalorem tax $2.005.37 " " " license " 1.841.30 " " " general fund 465.05 " " " City Cemetery 170.50- 4-482.22 $11.235.32 Credits. General fund $3.298.63 Referred to Committee on finance and revenue. Comtee-report The Committee on streets, alleys, etc. reported on McAnally adversely on the memorial of Chas. McAnally for claim. $637.81 for quarrying rock, gravel, etc. Report adopted. Aldn Cummings. Alderman Cummings Came in. The Same Committee reported favorably on a St. Comtee. report petition of Citizens to have Sidewalks on West on widening W. College Ave. sidewalk College avenue widened to a width of fifteen feet. Postpone action on Alderman De Gress moved to postpone action report-Lost- on the report till the next meeting of the Council. Report adopted. Lost. Alderman Caldwell moved the adoption of the report. Carried.

Chas Schaffer The Committee on fire department reported favorably on a memorial from Chas. Schaffer asking to be exempted from paying taxes of 1886, on improvements on South half of lots 5, 6 and 7, block 11, Outlot 2, because said improvements were destroyed by fire in January last. The report was adopted.
Pet for hose The Same Committee reported favorably on a Carriage petition of citizens of the fifth and Sixth Wards, requesting that a hose cart be placed at the quarters of Protection Hook and Ladder Company No. 3. No action was had on the report. The Committee on finance and revenues reported favorably on an Ordinance appropriating $880 to purchase a hose cart for protection Hook and Ladder Company No. 3. Report was adopted.
Water trough The Committee on Water and gas reported favorably on a petition of citizens of the fifth Ward for a water trough to be located at the Corner of Sixteenth and Guadalupe Streets - Adopted. On the recommendation of the Mayor the
J. B. Cassidy Council remitted a fine which was assessed against J. B. Cassidy for Sleeping in a public place.
Ald Metz Alderman Metz Came in. An Ordinance Ordering an election by the
$350.000 Bond tax-paying citizens of the City of Austin, for the purpose of procuring their consent to an extension of the bonded debt of the City of Austin, in the sum of $350.000, beyond and in addition to the present bonded debt of $125.000 was taken up on its third reading and read. Alderman DeGress moved to amend Section
Jas W. Smith 10, by Substituting the name of Jas. W. Smith of the Eighth Ward, to be a member of the board
R.M. Castleman of Supervision, in lieu of R.M. Castleman, it being discovered that Mr Castleman resides in the Ninth Ward.
Passed. On motion the Ordinance passed by the following vote: Yeas - Aldermen Anderson, Caldwell, Campbell, Crooker, DeGress, Ervin,

Giesen, Holman, Jones, Odell, Pillow, Schneider, Schuber, Walker, Warren, Wellmer Wartham. Total, 17. Nays- Alderman Brush, Cummings, Metz-3. Reconsider Vote Alderman Campbell then moved to reconsider tabled. the vote by which the Ordinance was passed, and to lay that motion on the table. Carried. Ald. DeGress Alderman DeGress gave his reasons for voting reasons. in the affirmative on the final passage of the Ordinance, which are as follows: "I Vote aye for the passage of this Ordinance, because I believe Some of the Citizens of the Eighth Ward desire to have this question Submitted to them. I however as a citizen, Claim the right to act in regard to this Ordinance, when it is Submitted to the people, as I deem for their best interests." Ald. Cummings. Alderman Cummings Submitted his reasons reasons. for Voting in the negative on the final passage of the Ordinance. They are as follows: "I vote no on the question because in the first place, a majority of the tax-payers did not petition the City Council in favor of the measure, and because it is my Opinion that it is an unnecessary expense, as it will be defeated by a vote of the people." Chief fire Dept. Alderman Odell introduced a resolution to empower buy hose Carriage and authorize the Chief of fire department to purchase on time, a four wheel hose carriage for Protection Hook and Ladder Company, No. 3. Adopted. Erect lamps at Alderman Ervin presented a resolution Authorizing and requiring the Committee on Streets, Alleys, etc., to erect a lamp at the bridge Over Valley Creek, on Pine Street. Alderman Walker moved to amend by inserting "gas" before "lamp". Carried. Alderman DeGress moved to amend by inserting One lamp to be placed at Masonic Temple Accepted. The resolution was then passed as amended. It authorizes the Committee to make the necessary Contract to carry the provisions

into effect. Refund money to Alderman Anderson presented a resolution to Wards. refund the sum of $480.90 to the First, Second, Third, Fourth, Eighth, Ninth, and Tenth Wards, That sum having been expended by the Committee on Streets, Alleys, etc, and the City engineer, on Congress avenue, out of the appropriations made to work the streets of Said Wards. Ald. Odell. Alderman Odell was excused. Suspend rules A motion to suspend the rules and place lost the resolution on its second reading was lost by the following vote: Yeas - Aldermen Anderson, Brush, Campbell, Crooker, Cummings, DeGress, Ervin, Holman, Metz, Pillow, Schneider, Walker, and Wortham. Total 13. Nays - Aldermen Caldwell, Giesen, Jones, Schuber, Warren, and Wellmer. Total 6. $888.16 approved Alderman Wortham introduced an appropriating ordinance acct's. The Sum of $888.16 to pay approved Claims. A motion to suspend the rules and place Placed on the ordinance on its second reading was made 2nd reading. and adopted by the following vote; Yeas-Aldermen Anderson, Brush, Caldwell, Campbell, Crooker, Cummings, DeGress, Ervin, Giesen, Holman, Jones, Metz, Pillow, Schneider, Schuber, Walker, Warren, Wellmer and Wortham Total 19. Amended Alderman Ervin moved to amend Section, " by adding $30 to put a railing along " the embankment at the bridge over Waller " Creek, on Pine Street. Also $20 for " repairing bottom of drain in the City Cemetery. " Carried. The Caption of the ordinance was then Changed to read $938.16, and motions were made to suspend Passed the rules and place the Ordinance on its third reading, and that it now pass, both of which were adopted by the following vote: Yeas-Aldermen Anderson, Brush, Caldwell, Campbell, Crooker, Cummings, DeGress, Ervin, Giesen, Holman, Jones Metz, Pillow, Schneider, Schuber, Walker, Warren,
