Austin Fire Company Funding & Council Elections

Saturday, December 11, 1886 special called

City Council Election Results: Citizens elected a new slate of aldermen for the next two years, with B.S. Fulmore winning as trustee of public schools. The newly elected officials were sworn in during this meeting.

Fire Company Pay Equity: The council voted to give East Austin Hose Company the same pay and allowance as other fire companies in the city, effective December 1st—addressing a fairness issue for the fire service.

Infrastructure & Safety: Council approved $30 to purchase land from a local property owner for a burial ground, ordered inspection of wooden structures being built illegally in fire-restricted areas, and directed engineers to assess erosion damage at City Hall.

Business Permits Granted: Two property owners received permission to operate new ventures—one for platform scales at Waller and Eleventh streets, and another for a shooting gallery on East Mesquite Street.

Leadership Change: Alderman Wortham was elected president of the board to serve as interim leader during Mayor Robertson's requested 10-day leave of absence starting December 16th.

544 A Called meeting of the City Council. Austin, Tx, Dec. 11, 1886. Hon. J.W. Robertson, mayor, presiding; Roll Roll Call- present: Aldermen Anderson, Brush, Caldwell, Campbell, DeGress, Jones, Metz, Odell, Schneider, Schuber, Walker, Warren, Wellmer, Wortham - 14. Call Absent: Aldermen Crooker, Cummings, Ervin, Giesen, Holman, Pillow - 6. minutes. The minutes of the last two meetings of the City Council were, on motion, adopted as printed. The Mayor's Call: Mayor's Offices December 7, 1886. Call. To the City Council: In Compliance with article 255 of the Revised Ordinances, I hereby call a Special meeting of the City Council to meeting on Saturday, December 11, 1886, at 7 o'clock, p. m., to dispose of business now pending before the Council, to make an appropriation to pay such unpaid bills as have been created by the present Council, to open the returns and disclose the results of the election on December 6, 1886, and to make provision for the installation of the persons elected members of the City Council for the ensuing year. Yours, J.W. Robertson, Mayor. S.Bailletti Alderman DeGress presented a petition from S. Bailletti requesting permission to place platform scales on Corner of Waller and Eleventh streets. Granted. Alderman DeGress also introduced a petition from H.R. Hegel H. R. Hegel, asking permission to erect a Shooting gallery on his property, Corner of East Mesquite and Attayac Streets. Granted. Ald. Cummings. Alderman Cummings came in. Pay Alderman Odell introduced an ordinance approved accts. appropriating the sum of $1,965.85 for the purpose of paying approved accounts. --- Page break --- Dec. 11. 1886. The ordinance was read, after which motions were made to suspend the rules and place the ordinance on its second and third readings, passed. and that the ordinance do now pass, all of which were adopted by the following vote: Yeas - Aldermen Anderson, Brush, Caldwell, Campbell, Cummings, DeGress, Jones, Metz, Odell, Schneider, Schuber, Walker, Warren, Wellmer, Wartham-15. Ben Harris. The mayor stated he had remitted the fine & costs assessed against Ben Harris for disturbing the peace, subject to the approval of the City Council. On motion the Council Concurred in the remission. E. a. Hose c. Alderman Odell presented a resolution which pay. was adopted, placing East Austin hose Company, on the same footing, as to allowance and pay, as other fire companies of the City, Commencing on December 1, 1886. Burying Alderman Wellemer introduced an ordinance ground appropriating the sum of $30 for the purpose of purchasing ten feet of ground from Green Burch. The Ordinance was read, after which a motion was made to suspend the rules and place the ordinance on its second reading, which was adopted by the following vote: Yeas Aldermen Anderson, Brush, Caldwell, Campbell, Cummings, DeGress, Jones, Metz, Odell, Schneider, Schuber, Walker, Warren, Wellmer, Wartham-15. The Ordinance was then read a second time, after which Alderman Caldwell moved to amend the Caption amended. and Section one by inserting, after "ten feet" by the width of his lot. Accepted A motion was then made to further suspend the rules and place the ordinances on its third reading, which was adopted by the following Vote: Yeas Aldermen Anderson, Brush, Caldwell, Campbell, Cummings, DeGress, Jones, Metz, Odell, Schneider, Schuber, Walker, Warren, Wellmer, Wartham - 15. --- Page break --- 546 Dec 11. 1886. Passed On motion the Ordinance then passed. Fence & Alderman Wellmer presented a resolution, Cemetery which was adopted, authorizing the Chairman of the Cemetery Committee to advertise for bids for fencing the Greenwood Cemetery. Alderman Pillow came in. Violations Alderman Anderson introduced the following of fire limits resolution, which was adopted: regulations. Resolved, That the City marshal examine and ascertain if any wooden Structures have been erected, or now being Constructed in the fire limits of the City without the Consent of the Council and in Violation of the City ordinances on page 113 of the Revised Civil and Criminal Code of the City of Austin, and report the Same at the next regular meeting of the Council. Embankment Alderman DeGress offered a resolution, which was adopted, directing the Street Committee and City engineer to Examine the South embankment of the City halls with a view of building a wall so as to prevent the embankment from washing away, thereby injuring the foundation of the City hall, and that Said Street Committee and City engineer report to the City Council whether there is any necessity for building such wall and the Cost thereof. Canvass Alderman DeGress moved that a Committee election of three be appointed to open the returns returns. and declare the result of the election on Dec, 6, 1886. Carried The chair appointed Aldermen DeGress, Anderson, & Wortham as such Committee. The vote on the bond Question was Canvassed, and Alderman DeGress for the Committee, rose and announced the result as follows: Bond Vote For issuance of Bonds. Fulmore 303 Fulmores Total 1807 The Chair then declared Messrs. C.J. Metz, C.E. Fisher, T.J. Campbell, C.G. Aldwell, A.W. Townsend, J.W. Graham, J.M. Odell, John W. Phillips, R. Platt, and T.E. Jones, duly elected aldermen from their respective wards for the ensuing two years, and B.S. Fulmore duly elected trustee of public Schools. Alderman DeGress moved to adopt the reports and discharge the Committee. Carried Alderman Pillow moved that the newly elected aldermen come forward and take oath of office. Adopted. The Chair requested the Clerk to call the roll of the newly elected aldermen. Request was Complied Oath. with and all responded to call of roll. The oath was then administered, and the newly elected aldermen took seats in the Council. Mayor. Mayor Robertson requested leave of absence for 10 days from December 16 next. Granted. Prest. Bd. Alderman Cummings moved to elect a president of the board of aldermen, to serve until the Mayor's return. Alderman Anderson moved to lay the motion on the table. Carried by a vote of 13 to 5. " Alderman Anderson then moved to elect a president of the board of aldermen for the ensuing year. Alderman DeGress moved to postpone further action on the question. Rejected by a vote of 5 to 13. The motion made by alderman Anderson then prevailed by a vote of 13 to 6. Nominations Alderman Anderson then moved that the election be made by ballot. Adopted. Alderman Brush nominated Alderman DeGress. Alderman Jones nominated Alderman Wortham. Alderman Schuber nominated Alderman Odell. --- Page break --- 550 Dec. 11. 1886. DeGress Alderman DeGress declined the nomination and declined moved that the Council take a recess of five Minutes. Favor of recess 7, Opposed to recess 12. Tellers. The Chair then appointed aldermen Anderson, Brush and Fisher as tellers. First ballot was announced as follows: Wortham, 10; Odell 9; metz 1. The second ballot was announced as follows: Wortham, 11; Odell 9. Wortham The mayor the declared Alderman Wortham elected elected. president of the board of aldermen for the ensuing year.
