Roll Call. Present- Aldermen Anderson, Brush, Campbell, Fisher, Jones, Odell, Platt, Gruber, Townsend, Gracker, Warren, Wortham - 12.
Call Absent- Ald. Caldwell, Cummings, DeGreiss, Graham, Metz, Phillips, Schneider, Wellman - 8.
Minutes The minutes of the last meeting of the Council were adopted as printed. Petition A petition from M. A. Taylor was read, and referred M. A. Taylor to Street Committee, requesting permission to Construct steps leading from the front entrance of alley between the present firemen's hall and the Old Dispatch office. Pet. Citizens Ald. Campbell presented a petition from Citizens of 3 & 4 wards. the third and fourth Wards, asking that a water trough be placed at the Corner of Blanco and West Twelfth streets. (Came in.) Ald. Phillips, Caldwell, and Graham Came in. Amended. Ald. Wortham moved to amend the petition by inserting that the water trough recently directed to be placed in the fifth Ward, be placed at the point designated in this petition. The amendment was adopted, by a vote of 9 to 5. St Comtee Ald. Campbell moved that the Street Committee be instructed to erect the water trough Just granted. to the third & fourth wards, at Once. Carried! Ald Cummings Ald. Cummings Came in. water trough Ald. Warren moved that the water trough now on Magnolia avenue be removed to the place that was to be occupied by the One Just transferred to the third & fourth wards. A motion was made to table the motion. Rejected, by a vote of 5 to 7. The question of adopting the motion made by Ald. Warren was then put and defeated. Ald. Schneider. Alderman Schneider Came in. Alderman Schuber introduced an Ordinance, appropriating Topographical The Sum of $500 for the purpose of making a Topographical Survey of the City of Austin. Read and Laid Over! Ald. Brush offered an Ordinance appropriating Survey The Sum of $3000, or as much thereof as may be necessary, for the purpose of making a Topographical Survey of the City of Austin. Read and laid Over. Ald. Platt moved to table both of the above named Ordinances. The motion was lost, and on motion of Alderman Caldwell the Ordinances were referred to a special Committee of three Aldermen, with instructions to report at the next regular meeting of the City Council. The Chair appointed Aldermen Caldwell, Wortham, and Phillips as such Special Committee. Ald. Odell presented an Ordinance, appropriating to pay the January interest on the bonded debt. The Ordinance was read, after which motions were made to suspend the rules and place the Ordinance on its second and third readings, and that the Ordinance do now pass; all of which were adopted by the following Vote: Yeas-Aldermen Anderson, Brush, Caldwell, Campbell, Cummings, Fisher, Graham, Jones, Odell, Platt, Phillips, Schneider, Schuber, Townsend, Walker, Warren and Wortham -17. Pay roll Ald. Odell also offered an Ordinance, appropriating Ord. The Sum of $3,195 for the purpose of paying Officers and regular employees of the City and City.

554 Dec 20, 1886. and County Hospital, each for the month of December, 1886. The Ordinance was read, after which motions were made to suspend the rules and place the Ordinance on its second and third readings, and that the Ordinance do now pass; all of which were adopted by the following vote: Yeas – Ald Anderson, Brush, Caldwell, Campbell, Cummings, Fisher, Graham, Jones, Odell, Platt, Phillips, Schuber, Townsend, Waeker, Warren, Wartham – 16. Ald. Jones presented a resolution directing the mayor to appoint a special Committee of five, to inquire into the management of the Street force and the character of work performed by Wagons belonging to the City. Ald. Fisher moved to table the resolution. Carried, by a vote of 10 to 4. Alderman Anderson presented a petition from M. Butler, which was granted, requesting permission to remove a frame dwelling house from lots 1 and 2, block 126, to lot 8, block 98. A communication from the recorder of the fire department was read, stating that the board of fire Commissioners had, by a unanimous vote, given their consent to M. Butler to make the above mentioned change. Ald. Cummings presented the following: "Resolved, That The City Council of the City of Austin Continue the terms of Office of the Sergeant of police, resident physician and matron and other employes of the city. until after the election in 1887. Ald Phillips moved to amend the resolution by inserting all the names of present incumbents. The amendment was accepted, and the names inserted as follows: Frank P. McLaughlin, resident physician, at City hospital. Mrs. Alla Wright, matron at City hospital. S.K. Merley, engineer fire department.

Dec. 20, 1886. C. C. Palmer Sergeant of police. Policemen: Neil McLashin, John Chenneville, W. H. Henderson, J. W. Johnson, J. L. Rundell, H. Montgomery, J. R. Connor, J. C. Lock, L. Morris, H. Madison, W. T. Jones, A. H. Gibson, P. Plum, Wm. Dornwell, W. W. Gassaway, E. C. Folwell, J. E. Kennerley, J. W. Bracken, F. H. Martin. J. F. McKinley Ald. Odell introduced an Ordinance, appropriating the sum of $35.25 to pay J. F. McKinley for damages done his buggy by a city team. The Ordinance was read, and referred to the Committee on Claims and accounts. Syndicate Ald. Fisher presented an Ordinance, prohibiting Bridge persons from Crossing the Syndicate bridge, on East College Avenue. The Ordinance was read, after which a motion was made to suspend the rules and place the Ordinance on its second reading, which was adopted by the following vote: Yeas Ald. Anderson, Brush, Caldwell, Campbell, Cummings, Fisher, Graham, Jones, Odell, Platt, Phillips, Schneider, Townsend, Walker, Warren, Wortham - 17. (Ald. Anderson) Ald. Anderson was excused. Amended Ald. Odell moved to amend the Caption and Section 1 of the Ordinance, by inserting after “College Avenue ” and East Avenue”. Adopted by a vote of 9 to 4. “ Ald. Campbell moved to amend Section 1 by adding “ and the Capitol Syndicate be required to put up Signs of warning at each end of bridges.” Adopted. Reconsider. Ald. Fisher moved a reconsideration of the vote by which the amendment just made by Ald. Campbell was adopted. Carried, by Vote of 9 to 4. Withdrawn. Ald. Campbell then withdrew his amendment. A motion was made to suspend the rules and place the Ordinance on its third reading which was 3rd. reading adopted by the following Vote: Yeas - Ald. Brush. Caldwell, Campbell, Cummings, Fisher, Graham, Jones, Odell, Platt, Phillips, Schneider, Townsend, Walker, Warren, Wortham - 16. Passed. On motion, the Ordinance then passed.

556 Dec. 20, 1886. ======================== Signs Ald. Fisher offered a resolution directing, "that the Syndicate Bridge City marshal be required to put up, at the City's Expense, a Sign at each of Syndicate railroad bridge On East College avenue, prohibiting footmen from Crossing at a penalty of not less than $ 5 nor more than $100". Ald. Jones moved to amend by striking out City marshal and inserting City engineer. Adopted. Ald Odell moved to amend by inserting that same kind of signs be placed at bridge on East avenue. Carried. The resolution was then adopted as amended. Mayor Robertson announced the following Committees: Standing Committees for the ensuing year as follows: Streets, Alleys, Bridges, etc.- J. Schubert, Graham, and Phillips. Finance and Revenues Odell, Wortham and Walker. Fire Department. Graham, Schneider and Jones. Police Department. Schneider, Anderson & Metz. Ordinances- Wortham, Legress and Phillips. Printing- Walker, Platt and Warren. Claims & Accounts- Townsend, Wellmer & Fisher. Cemetery- Caldwell, Wellmer & Anderson. Markets- Jones, Metz and Brush. Sanitation & Sewers- Cummings, Fisher & Townsend. Hospital- Warren, Schubert & Campbell. Water & Gas- Anderson, Campbell, & Cummings. Parks- Brush, Platt & Odell. Charity- Phillips, Legress & Caldwell. On motion the Council adjourned Milton Morris, City Clerk.
