Roll Call- present: Aldermen Brush, Campbell, Fisher, Graham, Jones, Odell, Platt, Phillips, Schneider, Schuler, Townsend, Walker, Warren, Wellmer, Wortham - 15. Absent: Aldermen Anderson, Caldwell, Cummings, DeGress, Metz - 5. Minutes of last meeting of the Council were adopted as printed. Alderman Walker presented a petition from Citizens of the City, requesting that East Live Oak Street be continued through block 17, division O of Outlots of the City of Austin. And also that San Marcos Street be continued South to Water Street, and Cypress Street east to San Marcos Street. Referred to Street Committee. Alderman Metz came in. Alderman Odell presented a petition from Mrs. E.J. Browne, asking to be released from paying the taxes of 1886 on Certain improvements, because the improvements were destroyed by fire in the month of June last. In Compliance with a resolution recently Passed by the City Council, the City engineer Submitted an estimate of the Cost of a Stone Arch bridge Over Little Shoal Creek, at the Crossing of West Hickory Street. --- Page break --- Jan'y 3, 1887 Cost of 12 feet opening, and 40 feet roadway $806.20 " " " " " " 60" " 1035.40 Filling of 40 feet roadway, 3015 Cubic yards, and of 60 feet roadway 4570 Cubic yards. The Mayor read a message in which he recommended Mayors message That arrangements be perfected at once for Opening up Greenwood Cemetery for burial purposes; That a topographical Survey of the City be made at once; that where owners have laid sidewalks the entire length of a block, the city proceed to Construct gutters and grade the street; That Pecan Street West of Congress Avenue be properly fixed at once. The message also states that there is no deficiency exists Or can exist in the City revenue; that the lack of funds at the present time is occasioned by slowness of Collections. Alderman Wortham moved that the message be referred to the respective Committees appointed to Consider subjects mentioned therein. Adopted. Ald. Cummings. Alderman Cummings Came in. The Committee On Streets, alleys, bridges, etc., M. A. Taylor reported favorably On the petition of M. A. Taylor for permission to erect steps leading from the front entrance of alley between the present Firemen's hall and the Old Dispatch office. Alderman Jones moved to table the petition and report. Lost by the following Vote: YeasAldermen Fisher, Jones, Metz, Platt, Schneider, Walker, Warren, Wellmer, Wortham - 9. Nays- Aldermen Brush, Caldwell, Campbell, Cummings, Grahams, Odell, Phillips, Schuler, Townsend, Mayor - 10. A motion to adopt the report prevailed by the following Vote: Yeas- Aldermen Brush, Caldwell, Campbell, Cummings, Graham, Odell, Phillips, Schuler, Townsend, Mayor - 10. Nays- Aldermen Fisher, Jones, Metz, Platt, Schneider, Walker, Warren, Wellmer, Wortham - 9. Reconsider. Alderman Phillips moved to reconsider the Vote by which the report above mentioned was adopted, and that the motion be laid On the table. Adopted. Report read and received J.F. McKinley The Committee on Claims and Accounts reported favorably Claim. On an Ordinance appropriating $35.25 to pay J.F. McKinley for damages done his buggy by a City team. Read and laid over. Lease 100 Alderman Wellmer offered an Ordinance authorizing acres. the Mayor to lease 100 acres of the Greenwood Cemetery. Alderman Odell moved to lay the Ordinance on the table. Rejected by a vote of 5 to 12. A motion was then made to Suspend the rules and place the Ordinance on its Second reading which was defeated by the following Vote: Ayes - Aldermen Campbell, Cummings, Graham, Metz, Odell, Schneider, Schuber, Townsend, Wellmer, Wortham - 10. Nays - Aldermen Brush, Caldwell, Fisher, Jones, Platt, Phillips, Walker, Warren - 8. Referred to Cemetery Committee. Bridge Estimate Alderman Fisher presented a resolution which was adopted instructing the City engineer to furnish the Council at its next meeting with an estimate of the Cost of moving the iron bridge at present located on West Pecan Street over Shoal Creek, to Cedar Street, First ward, and of replacing the Same with a Substantial Stone Or iron bridge, the full width of the Street. Extend Culvert. Alderman Cummings introduced a resolution instructing the City engineer to have the Culvert on the north side of the East approach to East Pecan Street rock bridge extended East to East Avenue, Or as far as may be necessary to render the Same Safe as a thoroughfare. On motion, referred to Street Committee. Reconsider Alderman Campbell moved a reconsideration of the Vote. Vote by which a resolution was tabled at the last meeting of the Council, which provided for the appointing, by the mayor, of a Special Committee of five Aldermen for the purpose of examining into the Character and amount of work performed by the --- Page break --- Jany 3, 1887 561 wagons belonging to the City and the street forced. Carried. Alderman Campbell then moved to refer the Resolution to a Special Committee of three, with instructions to carry out the provisions contained therein. Lost by a vote of 8 to 10. By unanimous Consent of the Council, Alderman Jones was permitted to withdraw the resolution, he having introduced it. widen Bridge Alderman Odell introduced a resolution directing the City engineer to furnish an estimate of the Cost of making the Stone bridge on Cherry Street over Waller Creek the full width of the Street. Adopted. Printing Alderman Waller Submitted a resolution providing, for all printing Contracts now in force to be Continued during the present year on the Same terms as during the past year. Tabled. Fire Cisterns Alderman Jones offered a resolution, Which was adopted, requiring the City engineer to remove Obstructions from fire Cisterns on Pecan Street. Remove Alderman Warren presented a resolution, which Watering was adopted, instructing the City engineer to move the trough- Watering trough now located On Magnolia Avenue, near Guadalupe Street, to the Corner of Guadalupe and Sixteenth, or Cherry Streets. Printing Alderman Cummings introduced a resolution, which proceedings was adopted, directing the printing Committee to provide for the printing of the full proceedings of the Council in a newspaper, and to discontinue printing them in pamphlet form; provided the Change will not Cost too much. Shooting Alderman Wortham offered a resolution, which was range. adopted, requiring the City Marshal to ascertain what danger to families may exist because of the discharging of firearms at the Shooting Grounds Situated in the Northwest portion of the City; and that he report the result of his investigation at the next regular meeting of the City Council. City Atty Alderman Cummings presented a resolution instructing open St. the City attorney to proceed to take Such legal steps as may be necessary to open East San Marcos Street through the grounds Claimed by the Houston & Texas railroad. in Order to render this Street passable for public travel. Adopted. --- Page break --- 562 Jany. 3, 1887 Topographical The Special Committee, to whom was referred an Ordinance appropriating the Sum of $3,000, or as much thereof as may be necessary, for the purpose of making a Topographical Survey of the city of Austin, and an Ordinance appropriating $5,000 for the Same purpose. reported, submitting, as a Substitute for the Ordinances Survey. Referred to them, "an Ordinance Providing for a Topographical Survey of the City of Austin, and making an appropriation therefor." A motion to Suspend the rules and place the Substitute On its second reading prevailed by the following Vote: Yeas- Aldermen Brush, Caldwell, Campbell, Cummings, Fisher, Graham, Odell, Phillips, Schneider, Schuber, Townsend, Walker, Warren, Wellmer, Wortham – 15. Nays – Aldermen Jones, Metz, Platt – 3. Amended Alderman Fisher moved to amend Section One by making it the duty of the mayor and Street Committee to Solicit bids and Estimates from Competent Civil Engineers for making the Survey, etc, instead of Authorizing them to employ One or more Civil Engineers to do the work. Alderman Fisher moved the previous question, which motion was duly Seconded and Carried The Question of Adopting the amendment was then put and agreed to. Alderman Cummings moved to Strike Out Section 5, which related to Compensating Civil Engineers to be employed, and making an appropriation of $500 to carry the provisions of the Ordinance into effect. The motion was adopted and the Caption Changed to Conform to the amendments. A motion was then made to Suspend the rules and place the Ordinance on its third reading, which was agreed to by the following Vote: Yeas- Aldermen Brush, Caldwell, Campbell, Cummings, Fisher, Graham, Odell, Phillips, Schneider, Schuber, Townsend, Walker, Warren, Wellmer, Wortham – 15. Nays – Aldermen Jones, Metz, Platt – 3. Passed On motion the Ordinance was then passed. An Ordinance appropriating the Sum $35.25 to --- Page break --- Jany. 3. 1889. J. F. Mckinley, pay J. F. Mckinley for damages done his buggy by a city team was taken up on its second reading, and a motion was made to suspend the rules and place the Ordinance On its third reading, which was adopted by the following vote: Yeas – Alderman Brush, Caldwell, Campbell, Cummings, Fisher, Graham, Jones, Metz, Odell, Platt, Phillips, Schneider, Schuber, Townsend, Walker, Warren, Wellmer, Wortham: Total 18. Passed. On motion the Ordinance then passed. Alderman Fisher introduced an Ordinance Creating Sanitary an office of Sanitary inspector of the City of Austin, Inspector. and prescribing the salary and duties of that officer. A motion was made to refer it to the Committee On Sanitation and Sewers, and one to suspend the rules and place the Ordinance On its Second reading.
