Roll Call. Roll Call Present: Aldermen Anderson, Brush, Cummings, Fisher, Graham, Jones, Platt, Phillips, Walker, Warren, Wortham. - 11 Absent: Aldermen Caldwell, Campbell, DeGress Excused. Metz, Odell, Schneider, Schuber, Townsend, Wellmer. - 9. Call of Council. A Call of the Council was moved. Adopted. Ald. Caldwell excused. Alderman Caldwell was excused. Call suspended. On motion, the Call of the Council was suspended. minutes adopted. Minutes of the last meeting of the Council were adopted as printed. On the recommendation of the City Marshal, the mayor J.W. Burns fine remitted the balance of fines and Costs assessed against J.W. Burns, Subject to the approval of the Council. On motion the Council agreed to the remittance. Open Driskill Street Alderman Jones presented a petition from Citizens asking that Driskill Street from Red River Street to East avenue, be opened. Referred to City Engineer and Street Committee, with instructions to investigate the matter and report to the Council. Gutters at Alderman Platt presented a petition from the Brazos & Pecan members of Washington S. F. E. Co. No. 1, requesting Sts. Crossing that the gutter on the north side of East Sixth Street be bridged its entire length across Brazos Street to prevent further damage to their hose Carriage when Crossing the same. Granted. Ald. Schneider, Metz & Aldermen Schneider, Metz and Townsend Came in Townsend. Alderman Anderson presented a Communication W. S. F. E. #1 from the Secretary of Washington S.F.E. Co. No. 1, to Hose Carriage. Monroe Miller, Chief of A.F.D. to the effect that the means of reaching the fires with their hose Carriage, which weighs 2635 pounds is too limited, being one-horse, and requested the Council to refund $700 invested in the hose Carriage by the Company that they may provide a team suitable to properly pull the hose Carriage. Referred to Committee on fire department. Warrants. A Statement of Warrants issued by the City Clerk during the month of December, 1886, was presented

and read, and referred to Committee on Finance and revenue. The amount issued is placed at $5455.06. Rifle range In Compliance with a resolution passed by the City Council at its last meeting, the City Marshal submitted a report in regard to the range used by the shooting Club. The report states that the Club have a right to use the range by virtue of a resolution passed by the City Council. Read and laid over. West Pecan In Compliance with resolutions passed at the last Bridge - Iron creek meeting of the City Council, the City Engineer presented of etc an estimate of the Cost of constructing an iron bridge on West Sixth Street over Shoal Creek, Sixty feet wide with two ten feet sidewalks and abutments and wing walls complete, which fixes the Cost at $5204; And an estimate of the Cost of removing the iron bridge, now on West Sixth Street, over Shoal Creek, to West Cedar Street over Shoal Creek, with Widen E. Cherry abutments, wing walls, new wood work and fresh St. bridge. painting and putting bridge up $1543; and also an estimate of the Cost of widening arch bridge on East Cherry Street, over Waller Creek, to full width of the Street - Cost, $1077. Read and laid over. Printing. The printing Committee presented a report stating that they had awarded the publishing of such proceedings of the City Council for the year 1887 as may be ordered to be published, all proclamations, messages, reports and notices by the mayor, and other city officers, requiring publication, to the Austin Daily Statesman, at three (3) Cents per line for first insertion and One (1) Cent per line for each subsequent insertion. For furnishing the City with Stationery, to Joseph A. Nagle for printing blanks, forms and other job printing, To Warner & Draughan. Alderman Campbell Came in. By request, the bids submitted by the newspapers were read. They are as follows: Bids for The Statesman Publishing printing. Company - Three Cents per line for non-pareil measurement, for first insertion and One cent

Per line for each subsequent consecutive insertion. The Evening Dispatch - Brevier type, One cent per line for proceedings; all Ordinances, notices, in non-pareil type, at three cents per line for first insertion and One Cent per line for each subsequent insertion. Call Publishing Company - All matter published by them, three Cents per line for first insertion and two cents per line for each subsequent insertion, irrespective of time published. Evening News - Publishing proceedings of City Council One half Cent per line for each insertion. For publishing any other matter, two and one half Cents per line for first insertion, and one half cent per line for each subsequent insertion. Evening News A Communication from the Evening News stating Bond. they would furnish the required bond if awarded the printings, was also read. Amend report. Alderman Jones moved to strike out the words "Daily Statesman," in the Committee report, and insert "Evening News," instead thereof. Alderman Northam moved to lay the amendment on the table. Adopted by the following Vote: Yeas - Aldermen Anderson, Brush, Campbell, Fisher, Graham, Platt, Townsend, Walker, Warren, Northam - 10. Nays - Aldermen Cummings, Jones, Metz, Phillips, Schneider - 5. Ald. Odell & Schuber Aldermen Odell and Schuber came in. Recommit. Alderman Cummings moved to recommit the report. Rejected. Favor, 7, Against, 9. Alderman Cummings then moved to adopt that portion of the report awarding the job printing. Not Voted on, the Chair ruling that the report was indivisable. It Adopted report. having returned to the question of adopting the report, the question was put and carried by the following vote: Yeas - Aldermen Anderson, Brush, Campbell, Fisher, Graham, Odell, Platt, Schuber, Townsend, Walker, Warren, Northam - 12. Nays - Aldermen Cummings, Jones, Metz, Phillips, Schneider - 5.

Cemetery. Alderman Anderson presented a report from the Cemetery Committee stating that the City engineer had made a map of Greenwood Cemetery, out of which twenty acres on the South side be sold to white people, and five acres on the north side be sold to Colored people, and five acres for the burial of paupers, as per plat now on file in the engineer's office. That bids have been invited for fencing the Cemetery. Read and laid over. Cemetery. Alderman Anderson for the Cemetery Committee, also presented a favorable report on an Ordinance Authorizing the Mayor to lease 100 acres of Greenwood Cemetery for one year. Read and laid over. Report of Alderman Fisher and Townsend, of the Committee on S & S Comtee. Sanitation and Sewers, reported favorably on the Ordinance Creating the office of Sanitary Inspector of the City of Austin, and prescribing the Salary and duties of that officer, which was referred to that Committee. Alderman Cummings, of the same Committee, submitted a Minority report, dissenting from the majority report, because he says the same work Can be done better and cheaper by the policemen, under the direction of the City Physician and Committee on Sanitation and Sewers, and that the Sum of money that would be paid out under the Ordinance Could be spent to better advantage by using it to remove nuisances and promote the health of the City; that the present existing Ordinances on this Subject, if enforced, are, in his opinion, adequate for the purpose under consideration until means are at hand to remove offensive matter; that all money that can be spared from the Current revenue for Sanitary purposes be expended in furnishing Sewer and other privileges necessary to the health of the City. Read and laid over. Chas Wolf. Alderman Jones introduced a resolution, which was adopted, giving authority to Charles Wolf to erect a Corrugated iron building on lot No. 6, in block No. 60, in the City. Ike Schwarz The mayor stated that he had remitted the fine fine and Costs assessed against Ike Schwarz for a trivial disturbance of the peace; also fine and Costs in Case of Chas. Wolf, for violating Ordinances relative

to fire limits, subject to the approval of the City Council. On motion, the action of the mayor was approved. Gutters on E Pecan St. Alderman Platt offered a resolution, which was adopted, instructing the Street Committee and City engineer to immediately reconstruct the gutters on both sides of East Pecan Street, at the crossing of Brazos and San Jacinto and Trinity streets, so as to make them easier to cross. An Ord. to Alderman Anderson introduced an Ordinance (appropriating purchase hose $700, and) authorizing the mayor to purchase the hose carriage carriage from Washington Engine Company No. 1, of the City of Austin. The Ordinance was read, after which motions were made to suspend the rules and place the Ordinance on its Passed. Second and third reading, and that it do pass, all of which were adopted by the following Vote; Yeas - Aldermen Anderson, Brush, Campbell, Cummings, Fisher, Graham, Janes, Metz, Odell, Platt, Phillips, Schneider, Schuber, Townsend, Walker, Warren, Wortham - 17. An Ord. to Alderman Wortham presented an Ordinance pay Jan. roll. appropriating the sum of $3243 for the purpose of paying officers and regular employes of the City and City and County hospital, each for the month of January - 1887. The Ordinance was read, after which motions to suspend the rules and place the ordinance on its second and third readings, and that it Passed pass which prevailed by the following Vote: Yeas - Aldermen Anderson, Brush, Campbell, Cummings, Fisher, Graham, Janes, Metz, Odell, Platt, Phillips, Schneider, Schuber, Townsend, Walker, Warren, Wortham - 17. Alderman Brush was excused. Rifle Club Alderman Graham offered a resolution, which was adopted, revoking the permission heretofore granted by the City Council to the Austin Rifle Club to operate a shooting gallery, or engage in target practice, with rifles, within the corporate limits.

" Alderman Wortham moved that the City marshal inform the president of the Austin Rifle Club of the adoption of the resolution. Carried. C.M. to remove Alderman Fisher presented a resolution, which was certain Stairway adopted, instructing the City Marshal to notify the party building a frame Stairway from the side walk on the north side of Hickory Street, between Congress Avenue and Brazos streets, to remove the same at once. On motion, the Council adjourned. Milton Morris, City Clerk.
