Smith A petition from W. A. Smith, requesting the Council to have the street in front of his house so fixed that the pound of water now there will be drained, was read and on motion the City Engineer was directed to make the required change on April 5, 1887. San Marcos St. Alderman Platt introduced a petition from Citizens of Austin, protesting against the use of $1000 for the purpose of opening East San Marcos street, and requesting that the same be used to improve streets in the ninth ward Referred to the Street Committee. Rhoades Fisher Alderman Cummings of the Sanitary Committee, presented a favorable report on the petition of Rhoades Fisher, for permission to lay a pipe to the Colorado street gutter, provided, no water liable to become offensive is allowed to pass through the same. " Alderman Fisher, of the Same Committee reported adversely on the petition, and opposed the emptying of bath and kitchen Slop water in the gutter on Colorado street, or on Shoal Creek. On motion, Consideration of the reports was not postponed until the next meeting of the Council. The subject was referred to a Special Committee of five Aldermen. Swing-Signs. An Ordinance prohibiting the use of hanging Signs and providing for the removal of the same, was taken up on its second reading and read. Alderman Brush moved to amend Section 1, by inserting "and to these signs which are hanging lengthwise and parallel with the street." No objection being made, the amendment was inserted. The effect of the amendment will be to exempt the signs named from disturbance. protest. Alderman Anderson presented a numerously signed protest from business men on Congress Avenue and East Pecan street, against the passage of the ordinance. Alderman Wortham moved to amend the ordinance by striking out the Caption The motion was lost by the following vote: Yeas - Aldermen Anderson, Cummings, Campbell, Graham, Schuber, Wortham- 6. Nays- Aldermen Brush, Fisher, Jones, Metz, Platt, Phillips, Schneider, Walker, Wellmer- 9. Alderman Anderson moved a call of the Council. Carried. A motion was made to adjourn. Alderman Schneider moved to suspend the Call. Adopted. Alderman Cummings moved to adjourn-lost. Alderman Anderson made the point of order that a two-thirds vote of the Council was necessary to suspend the Call of the Council. Alderman Phillips made the point of order, that a majority vote of the Council was sufficient to suspend the Call- Sustained. Alderman Wortham moved to amend the --- Page break --- 612 April 4, 1887. the ordinance by adding a proviso, that signs now hanging Shall so remain until Condemned as unsafe by the City Marshal. Alderman Brush moved to table the amendment. Carried. Yeas- Aldermen Brush, Fisher, Jones, Metz, Platt, Phillips, Walker, Wellmer - 8. Nays- Aldermen Anderson, Campbell, Cummings, Graham, Schneider, Schuber, Wortham, 7. Alderman Fisher was excused. Ord. approved accts. Alderman Walker introduced an ordinance appropriating $1,478.72 for the purpose of paying approved accounts. The Ordinance was read first time, after which motions were made to suspend the rules and place the Ordinance on its second and third readings, and that it do now pass, all of which were adopted by the following vote: YeasAldermen Anderson, Brush, Campbell, Cummings, Graham, Jones, Metz, Platt, Phillips, Schneider, Schuber, Walker, Wellmer, Wortham - 14. Mrs S.W. Alderman Cummings presented a resolution, which was adopted, instructing the Finance Committee and Bacat assessor & Collector to investigate an alleged mistake made by Mrs. J. W. Bacat, in rendering her property for taxation. $80 for fire Alderman Graham presented an ordinance appropriating alarm bell the sum of $80 for the [strikethrough] purchase of a bell for the use of the firemen. The Ordinance was read first time, after which a motion was made to suspend the rules and place the Ordinance on its second reading, which was adopted by the following vote: Yeas- Aldermen Anderson, Brush, Campbell, Cummings, Graham, Jones, metz, Platt, Phillips, Schneider, Schuber, Walker, Wellemer, Wortham- 14. The Ordinance was read a second time after which Alderman E. San marcos Campbell, after which Alderman Campbell, moved to amend st. by providing that the money be appropriated out of the $1000 recently appropriated to open East San Marcos street. Alderman Schuber moved to table the amendment. Adopted. Motions were then made to suspend the rules and place the Ordinance on its third reading, and that it do now pass, both of which was adopted by the following vote: Yeas- Aldermen Anderson, Brush, Campbell, Cummings, --- Page break --- April 4, 1887.
