Minutes of a Regular Meeting of the City Council.
Austin Tex. Sept 19, 1887. Hon. W. B. Wortham, President of the Board of Aldermen, Presiding. Roll (Roll Call. Present Ald Alexander, Anderson, Brush, Campbell, Cummings, Fisher, Graham, Jones, Odell, Platt, Phillips, Schneider, Schuber, Townsend, Walker, Warren, Wortham - 17. Call. Absent - Ald Caldwell, Metz and Kellmer - 3. Minutes. The Minutes of the last Meeting of the City Council - were adopted as printed. J.B. Barron Petition from J.B. Barron, requesting the erection of one or more lights on Pine Street, between Brazos Street and the bridge over Waller Creek, and calling attention of the Council to the bad Condition of the street, was presented, read and referred to the water and gas Committee.

Unappropriated Balance: Greenwood Cemetery $160.00 (Referred to Finance Committee. Real Estate The City assessor and Collector presented a report of, sold for taxes real estate sold for taxes in 1886. (Referred to Finance Committee. The street Committee submitted a favorable report on a Holly st. petition of Citizens to have Holly street opened; Also, On a petition of Citizens to have the gutters on the Pecan st. gutters north Side of Pecan Street repaired, and also on an Repealing. Ordinance Repealing section 5 of an Ordinance entitled "An Ordinance making appropriations for a topographical Survey, and other purposes", passed March 21, 1887. No Action was taken on the reports. Aldermen Schuber and Graham, of the Street Committee, presented an adverse report on an Ordinance $1000 for appropriating $1,000 for work on Pecan Street. No Pecan St. action was taken on the report. Mayor Robertson Mayor Robertson took the Chair. A.W.L.&P.Co. An Ordinance granting to the Austin Water, Light and Power Company, their associates, Successors, Or assigns, the right to erect poles and wires for the purpose of constructing and operating a system of light and motive power in the City of Austin, was taken up On its second reading and read for information, as was also the amendment submitted by the Street Committee. Ald. Caldwell Ald. Caldwell Came in. AW.&P.Co. Alderman Odell moved to refer the Ordinance and report to the Committee on Water and gas. Alderman Campbell moved to amend the motion made by Alderman Odell by adding to the Committee the Mayor and City Attorney. Accepted The motion as amended was then adopted. Watts Co. An Ordinance providing for a Supply of water, gas and electricity to the City of Austin, Travis County, Texas, and authorizing Sylvester Watts and his assigns to Construct, maintain and operate Water, gas and electric works, was taken up on its second Reading, and, on motion of Alderman Wontham, referred to the water and gas Committee, Mayor and City attorney.

Bawdy An Ordinance punishing persons for houses. renting houses to be used as houses of public prostitution within certain limits of the City of Austin, was taken up on its third reading and read and, On motion, passed by the following Vote: Yeas. Aldermen Alexander, Anderson Campbell, Cummings, Fisher, Graham, Odell, Phillips, Townsend, Walker, Warren, Wortham- 12. Nays- Aldermen* Brush, Caldwell, Jones, Platt, Schneider, Schuler- 6. Ald. Brush * Alderman Brush stated he voted in the negative because he thought five days notice should be given to the owner or agent renting property in Violation of the Ordinance, to Conform to the requirements of the Same; lest an Owner or agent might be punished for renting property to a person whom he believed to be outside of the prohibited class, but who would prove to be one of the class included in the Ordinance. By request, his reasons are spread upon the minutes. gutters. Alderman Graham presented a resolution which was adopted, instructing the city engineer to repair the gutters on the north side of East Pecan street, and making provisions therefor. Sept. pay roll Alderman Odell introduced an Ordinance appropriating the sum of $2,375 for the purpose of paying officers and regular employees of the City and City and County hospital, each for the month of September, 1887. The Ordinance was read, after which motions were made to suspend the rules and place the Ordinance on its second and third readings, and that the Ordinance do pass, all of which were adopted by the following Vote: Yeas- Alderman Alexander, Anderson, Brush, Caldwell, Campbell, Cummings, Fisher, Graham, Jones, Odell, Platt, Phillips, Schneider, Schuler, Townsend, Walker, Warren, Wortham- 18. Austin Gaslight Alderman Odell also offered a resolution, which c.co. was adopted, authorizing and directing the water and gas Committee to examine into the report that the Austin Gaslight and Coal Company is indebted to the City of Austin for twenty five lamp posts

furnished to said Company about the year 1879, at rate of $25 each, and to report the result of their investigation to the Council at its next regular meeting Records. Alderman Odell also introduced an Ordinance prescribing the records to be Kept by the City Assessor and Collector. Read and referred to the Finance Committee. Park. Alderman Brush Called up an Ordinance appropriating $200 for the purpose of fencing and putting in gates in the Pease Park. The Same being on its third reading. The Ordinance was read, after which Alderman Phillips offered a resolution authorizing Alderman Brush to fence the Pease Park. Alderman Fisher introduced as a substitute for the Ordinance, a resolution: "That the City Council hereby pledges itself to the appropriation of $200, out of the first unappropriated balance, to enclose the Pease Park." Alderman Brush moved to postpone the Ordinance until the first meeting of the City Council in November. There being no objection the Ordinance was postponed. Fiscal Alderman Phillips asked that the mayor and year. City Attorney furnish the City Council at its next meeting, with their opinion as to when this City Council will have Control over the revenues of 1887, or in other words, when the fiscal year begins and ends.
