The City Sexton presented a report Concerning The condition of the grounds and gates and the scarcity of burial ground, and stated the Keys to the Jewish Cemetery had not been given to him. It was read. and referred to Cemetery Committee. Engineers report. The City engineer presented a report stating he had tested some of the work done on the topographical Survey by Mr. J. F. Pope, the engineer employed to make the Survey, and found the work in substantial Conformity with the recorded field notes and profile. He also reported the City transit to be in need of repairs. Alderman DeGress presented a proposal from the Austin Water, Light and Power Company in effect that that Company had erected twenty five 2000 Candle power Brush arc lamps in the business and a portion of the resident part of the City and would furnish the lights to the City at the rate of $12.50 each per monthly, and that one hundred or more 25- Candle power incandescent lamps, & to take the place of gas and Oil lamps would be furnished at the rate of $25 each per annum. The rates are based upon a Contract for ten years, payable monthly. It was moved that the proposition be referred to the Committee on water and gas. Alderman Fisher moved that the City Attorney be added to the Committee. The motions were carried and the proposal was so referred. Chas. McAnally. A bill in favor of Chas. McAnally for the sum of $637.81 for quarrying rock and gravel on Certain Streets in the City was referred to the Street Committee. --- Page break --- 134 Geo. Metz. Alderman Brush introduced a petition from George Metz, requesting permission to open Cotton Street to Certain points. The petition was, on motion of Alderman Schneider, referred to the Street Committee, with instructions to take such action concerning the same as they may deem proper. V.J. Pope. Alderman Platt introduced a bill in favor of V.J. Pope for the sum of $55.76, and papers concerning the same. Alderman Fisher moved that they be referred to the Committee on finance & revenue. Adopted. Syndicate track. Alderman Platt offered a resolution providing that, if the railroad track leading from the Austin and Northwestern Railroad to the State Capitol building, which was laid down by Abner Taylor and Gus Wilkie, Contractor and Sub-Contractor of the State Capitol building, under a grant from the City Council, be taken up (at the expense of the said Taylor and Wilkie), and that portion of the Streets now occupied by the said railroad be graded and repaired under the supervision of the Street Commissioner and the Street Committee of the City Council, and in a manner satisfactory to them and to be accepted by them, and the repairs and grading to be done at the expense of said Taylor and Wilkie; that said Abner Taylor and Gus Wilkie Shall be released from all liability under the Ordinances granting them the privilege of laying said track. The resolution was adopted. Ded. payroll. Alderman De Gress introduced an ordinance appropriating $3.345 for the purpose of paying officers and regular employees of the City and City and County hospital, each for the month of December, 1887. It was then read a Second time, and, On motion, the rules were again Suspended, to place the Ordinance On its third reading; by the following vote: Oyeas - Aldermen Assmann, Boland, Brush, Caldwell, Campbell, Degress, Fisher, Graham, Haigler, Jones, Linn, Metz, Odell, Pillows, Platt, Phillips, Schneider, Townsend and Wortham-19. The Ordinance was then read a third time, and On motion passed by the following Vote: Oyeas - Aldermen Assmann, Boland, Brush, Caldwell, Campbell, Degress, Fisher, Graham, Haigler, Jones, Linn, Metz, Odell, Pillows, Platt, Salaries. Phillips, Schneider, Townsend, Wilson, Wortham-20. Alderman Degress presented an Ordinance fixing the Compensation of the officers and employees of the City of Austin for. the present term. The Ordinance was read first time and on motion the rules were Suspended, and it was placed on its Second reading by a unanimous vote of the entire Council. amended. It was then read a second time, after which Alderman Degress moved that the Caption and section 1 be amended So as to fix time of beginning of Compensation from date of qualification Adopted. " Alderman Fisher moved to amend Section One by Striking Out $ "1.00" and inserting in lieu thereof "$1.000" as an annual Salary for the City engineer. " Alderman Campbell moved to amend the motion Made by Alderman Fisher by Striking out "$1.000" and inserting in lieu Thereof "$1.200." " Alderman Boland moved to amend by making the City engineer's Salary $600 Per annum. Alderman Campbell withdrew his Amendment. " The motion made by Alderman Fisher was then agreed to. The amendment was adopted Yeas- Aldermen Assmann, Brush, Caldwell, Campbell, Fisher, Jones, Linn, Pillow, Phillips, Townsend and Wilson. 11. " Alderman Jones moved to amend Section One by Striking out "$1,200" and inserting in lieu thereof, "$1,500" as an annual Salary for the assessor and collector of taxes. The amendment carried. " Alderman Schneider moved to amend the Same Ordinance and Section by Striking Out "$1,500" and inserting instead thereof "$1,000," as an annual --- Page break --- Amended. Salary for the City Attorney. Motion not seconded. Alderman Platt offered, as an amendment to the Same Ordinance and Section that "$800" be removed and that "$1,000" be inserted in its stead, as an annual Salary for the Sanitary inspector. Motion not Seconded! The Ordinance was then passed to its third reading by the following vote; Yeas - Aldermen Assmann, Boland, Brush, Caldwell, Campbell, Fisher, Graham, Haigler, Jones, Linn, Odell, Pillow, Townsend, Wilson & Wortham 16. Alderman Brush presented an invitation to the mayor and City Council from Chas. Wann, general agent Union Fire Alarm Company of Newyork, to witness an exhibition of the workings of that System of alarm at Brueggerhoff building, between 9 a.m. and noon on January 7. Alderman Jones moved that the invitation be accepted. Carried. Alderman Brush moved that the fire Commissioners be invited to meet with Mr. Wann and the Council at 10 a.m. on the date and at the place named. Adopted. Salaries. The Ordinance above referred to fixing the Salaries and Compensation of officers and regular employes, was again taken up and read, and on motion passed. $10.000 for Sts. Alderman Caldwell introduced an Ordinance appropriating $10.000 for the purpose of making improvements on the Streets of the City. The Ordinance provides for $1.000 for each Ward, to be expended under the supervision of the City Engineer, Street Commissioner, Street Committee and the Aldermen representing the several Wards. It was read and referred to the Committee on Streets, &c. $6.000 water rent. Alderman De Gress then offered an Ordinance appropriating $6.000 for the rent of fire hydrants in the City of Austin. It was read first time, after which motions were made to suspend the rules and place the Ordinance on Second and third readings and that it do pass, all of which were adopted by the following Vote: Yeas - Aldermen Assmann, Boland, Brush, Campbell, De Gress Fisher, Graham, Staigler, Jones, Linn, Metz, --- Page break --- 139 Odell, Pillow, Platt, Phillips, Schneider, Townsend, Wilson and Wortham - 19. Nay - Alderman Caldwell. Ald. Caldwell. The reason given by Alderman Caldwell for voting no on the passage of the Ordinance was because Article 323 Civil Ordinances, is directly opposed to repealing an Ordinance by general terms. $5,200 interest. Alderman DeGress also introduced an Ordinance, appropriating $5,200 to pay the interest due on the City bonds for the Six months ending December 31, 1887. The Ordinance was read first time, after which motions were made to suspend the rules and place the Ordinance on its second and third readings and that it do pass, all of which were adopted by the following vote: Yeas - Aldermen Assmann, Boland, Brush, Caldwell, Campbell, DeGress, Fisher, Graham, Haigler, Jones, Linn, Metz, Odell, Pillow, Platt, Phillips, Schneider, Townsend, Wilson and Wortham - 20. Alderman Wilson presented a resolution as ofs for mayor. follows: "That the Mayor appoint a Committee of three Aldermen, whose duty it shall be to secure an office and furnish the same for the use of the mayor of this City." Adopted, and Aldermen Wilson, Jones and Fisher were appointed as such Committee. $200,000 Bonds The mayor presented to the Council an Ordinance Ordering an election by the tax paying citizens of Austin for the purpose of procuring their Consent to the extension of the bonded debt of the City of Austin in the sum of two hundred thousand dollars beyond and in addition to the present bonded debt of One hundred and twenty five thousand dollars. The Ordinance was read first time, after which Alderman Platt moved that it be laid over and printed. Alderman Phillips moved to lay the motion on the table. Carried. --- Page break --- 140 Bond Ord. Yeas - Alderman Assmann, Boland, ($200,000) Caldwell, De Gress, Haigler, Jones, Odell Phillips, Schneider, Wilson, Wortham - 11. Nays - Aldermen Brush, Campbell, Fisher, Graham, Linn, Metz, Pillow, Platt, Townsend - 9. Alderman Campbell moved that the Ordinance be printed in full in The Synopsis. Alderman Brush moved that it be printed in the Statesman and Dispatch. Alderman Pillow moved that it be printed three times in each paper. Alderman Campbell moved to amend that portion of the motion by Alderman Pillow which refers to the Dispatch, by adding, providing the Dispatch print at the same rate as the Statesman. Adopted, and the motion as amended was agreed to. On motion, the Ordinance was passed to its second reading. Yeas - Aldermen Assmann, Boland, Brush, Caldwell, Campbell, De Gress, Fisher, Graham, Haigler, Jones, Linn, Metz, Odell, Phillips, Schneider, Townsend, Wilson, Wortham - 18. Nays - Aldermen Pillow and Platt - 2. Alderman De Gress then moved that the Ordinance be postponed until the next meeting. No objection was made. $75,000 Bonds. Alderman Linn introduced an Ordinance to authorize and provide for the issue and sale of bonds of the City of Austin to the amount of $75,000, for the purpose of erecting a City hall and Market house building, and to provide for the levy of a special tax for payment of such bonds. The Ordinance provides in detail for carrying its purpose into effect, and provides for an election to be held on April 3, 1888, for the purpose of securing Consent of the taxpaying citizens to the issue of the bonds and the levy and collection of an annual tax not to exceed onetwelfth of one per Centum for the purpose of --- Page break --- paying the principal and interest of the bonds. The Ordinance was read first time, after which Alderman Linn moved that it be referred to a Special Committee of five Aldermen. Motion adopted, and the following Aldermen were appointed as Such Committee: Linn, Wortham, Fisher, Wilson and Phillips. Police The mayor, by request of the marshal, force Submitted the following nominations to the Council for Confirmation: Sergeant C. C. Palmer. Police day clerk - Neill McCashin. Policemen - Mounted City detective and policeman, John Chenneville; policemen Wm. Cornwell, H. Montgomery, John Kennon, J.W. Bracken, E. C. Tolwell, H.S. Madison, G.L. Gundelly, J.W. Gassaway, W. J. Jones, J.R. Connor, R.C. Lock, R. G. Bell, J.D. Platt, Louis Morris, P.G. Plumb, W. Allen, W. Musgrove and Wm. Davis. Alderman Pillow moved that the nominations be confirmed. Adopted. Elect Deputy Alderman De Gress offered an Ordinance A+ Collector. Amending article 135, title 5, Chapter 4, of the Revised Civil Ordinances of the City of Austin. The Ordinance provides for the election of a deputy assessor and Collector of taxes, defines his duties, and requires him to give a bond to the City. The Ordinance was read first time, after which Alderman Fisher moved to lay it on the table. Motion lost by the following vote: Yeas - Aldermen Boland, Campbell, Fisher, Graham, Haigler, Jones, Linn, Pillow, Phillips, Schneider. 10. Nays - Aldermen Assmann, Brush, Caldwell, De Gress, Metz, Odell, Platt, Townsend, Wilson, Wortham and the Mayor. 11.
