Minutes of a Called Meeting of the City Council Austin Tex, April 17, 1888.
Hon Joseph Nalle, Mayor, presiding. Roll Call. Present- Aldermen: Caldwell, Campbell, DeGress, Haigler, Jones, Linn, Co. Absent- Aldermen: Assmann, Boland, Brush, Fisher, Graham, Metz, Odell, Phillips, Pillow, Platt, Schneider, Townsend, Wilson, Wortham-14. Alderman DeGress moved a call of the Council. Alderman Caldwell moved to adjourn. Not seconded, and the previous motion prevailed. Aldermen DeGress then moved that the Council take recess of ten minutes. Carried. Council in session The recess having ceased, the Council was again called to order, and the roll again called, which resulted as follows: Present- Aldermen: Assmann, Boland, Caldwell, Campbell, DeGress, Fisher, Haigler, Jones, Linn, Phillips, Pillow, Platt, Townsend, Wilson-14. Absent- Aldermen: Brush, Graham, Metz, Odell, Schneider, Wortham, 6. Alderman Caldwell moved to suspend the Call. Motion lost. Yeas- Aldermen: Caldwell, Pillow, Townsend, Wilson-4. Nays- Aldermen: Assmann, Boland, Campbell, DeGress, Fisher, Haigler, Jones, Linn, Phillips, Platt-10. Aldermen Odell, Metz and Schneider entered and answered to their names. Alderman Caldwell moved to excuse Aldermen Wortham and Graham. Lost. Alderman Caldwell moved to excuse Alderman Wortham. Carried. P.M., April 17, to Consider the question of making an appropriation for improving Streets leading to drill grounds. E. F. Haigler B. S. Pillow, Austin, Texas April 16. C. E. Fisher. Alderman Fisher Called up an Ordinance appropriating money ($800) for graveling Certain Streets leading to the drill grounds, and had it read a second time. Aldermen Caldwell moved to lay the ordinance on the table. Motion lost. Yeas- Aldermen Caldwell, Platt, Wilson 3. Nays- Aldermen, Assmann, Boland, Campbell, DeGress, Fisher, Haigler, Jones, Linn, Metz, Odell, Phillips, Pillow, Schneider, Townsend 14. Alderman Pillow moved a Call of the Council. Lost. A motion was then made to suspend the rules and place the ordinance on its third reading, which was lost by the foregoing vote: Yeas- Aldermen Assmann, Boland, Campbell, DeGress, Fisher, Haigler, Jones, Linn, Metz, Odell, Phillips, Pillow, Schneider -13. Nays- Aldermen Caldwell, Platt, Townsend, Wilson - 4. A motion was then made to adjourn, which was rejected. Another motion was then made to adjourn, which was also defeated. Alderman DeGress then Called up an Ordinance appropriating money([illegible]) for graveling Water Street from Congress Avenue eastward to the city limits, and it was read a second time. 297 last named Ordinance by striking out "$500" and inserting in lieu thereof "$800", and by adding the following words: "for graveling East Avenue from Olean Street to State Street." Carried. It was then moved that the rules be suspended and the ordinance be placed on its third reading and that it do pass. Motion Carried Yeas- Aldermen Assmann, Boland, Campbell, DeSress, Fisher, Haigler, Jones, Linn, Metz, Odell, Phillips, Pillow, Platt, Schneider, Northam - 15.
