Austin Election Results and City Budget Approved

Election Results Certified: Joseph Nalle won the mayoral race with 1,822 votes over opponent Cummings (703 votes), securing his election as Austin's mayor for a two-year term. School trustees and aldermen from all 10 city wards were also officially elected.

Budget Approved: The City Council appropriated $4,197.54 to pay approved bills, including a $10 payment to Dr. C.E. Fisher for medical care and a $3.50 refund to Mrs. Pfannekuche for pound fees charged when redeeming her milk cow.

Public Health Report: The city physician reported increased sickness among poorer residents due to exposure, with 18 hospital admissions, 3 deaths (from dysentery), and 2 scarlet fever cases in November.

Outgoing Mayor Honored: The Council unanimously passed a resolution thanking outgoing Mayor John M. Robertson for four years of service, praising his "uniform courtesy, ability and dignity" in office.

331 Minutes of a Called Meeting of the City Council Austin Tex Dec. 10th 1888. Hon. Jm Robertson, Mayor, presiding. Roll Call. Present, Aldermen Alexander, Brush, Caldwell, Campbell, Fisher, Graham, Jones, Odell, Platt, Phillips, Schuber, Townsend, Walker, Warren, Wortham – 15- Absent- Aldermen Anderson, Cummings, Metz, Schneider, Wellmer -5- The following Call was read: Austin, Texas, Dec. 8, 1888. To the City Council, In compliance with the provisions of Art. 255, Revised Civil Ordinances, I hereby Call a special meeting of the City Council to be held on Saturday next, December 10, 1887, at 7 p.m. for the purpose of Counting the Votes as Cast at the late general election, and for the purpose of making provision for the installation of the Mayor and Aldermen elected at said election, and to transact such other business as may then be laid before the City Council Respectfully Jm Robertson, Mayor. Alderman Fisher moved to take up an Ordinance appropriating money for the purpose of paying approved bills. The motion Carried, and Alderman Odell introduced the Ordinance which was entitled "An Ordinance appropriating the sum of $4,186.04 for the purpose of paying approved accounts." The Ordinance was read first time, after which Mayor Robertson asked the Council to Consent to the remission of balance of fine and Costs assessed in the Recorders Court against Aaron Robinson, part of the fine having been worked out. On motion, the Council agreed to the remission. The mayor also asked the Council to assent to the remission of $3.50 paid by Mrs. Pfannekuche to redeem her milk Cow from the pound. A motion was then made to suspend the rules and place the ordinance on its second reading, which was adopted by the following Vote: Yeas- Aldermen Alexander, Brush, Caldwell, Campbell, Fisher, Graham, Jones, Odell, Platt, Phillips, Schuber, Townsend, Walker, Warren, Wortham -- 15. The Ordinance was then read a second time, after which Alderman Wortham moved to amend section one of the Ordinance by adding $10 for the purpose of paying Dr. C. E. Fisher for medical attention given to a city patient. Adopted. Alderman Caldwell moved to amend the same Section by adding $3.50 for the purpose of paying to Mrs. Pfannekuche the amount of pound fees paid by her to redeem her milk Cow from the pound. Carried. The Caption was then changed to conform to the amendments, which increased it to the sum of $4,197.54. Motions were then made to suspend the rules and place the Ordinance on its third reading, and that it do now pass, both of which were adopted by the following Vote: Yeas- Aldermen Alexander, Brush, Caldwell, Campbell, Fisher, Graham, Jones, Odell, Platt, Phillips, Schuber, Townsend, Walker, Warren, Wortham - 15. Glass 116 Haigler's plurality 40 Mayor Robertson then rose and said: "Hon Joseph Nalle having received a majority of all the Votes Cast for mayor I declare him legally and duly elected mayor of the City of Austin for the ensuing term of two years. "Walter Tips, Dr. Jno. Litten and Dr. R. M. Swearingen having received the necessary number of Votes to elect them, I declare them severally legally and duly elected trustees of the Public Schools of the City of Austin for the ensuing term of two years. "Messrs J. P. Schneider, B. S. Preece, Geo. A. Brush, J. M. Wilson, H. A. Linn, W. B. Wortham, Geo. P. Assmann, J. C. DeGress, Mike Boland, and E. P. Haigler having received the necessary number of Votes to elect them, I declare them severally legally and duly elected Aldermen from their respective Wards for the ensuing term of two years. On motion the Committee was discharged Alderman Fisher introduced the following resolution, which was unanimously adopted: "Be it resolved by the City Council of the City of Austin, That a special meeting of the City Council is hereby called to meet on Thursday, December 15, 1887, at 7 p.m. for the purpose of publicly installing Hon. Joseph Nalle in the office of Mayor of the City of Austin, for the ensuing term of two years, and also for the purpose --- Page break --- 343 of installing the new board of aldermen". Alderman Campbell introduced the following, which was unanimously adopted. Hon. W. B. Wortham president of the Board of Aldermen, took the Chair. Be it resolved by the City Council of the City of Austin; That inasmuch as Hon. John M. Robertson mayor of Austin, has for the last four years presided over the deliberations of this body, and is now, by his retirement from office, about to sever the pleasant relations which have existed between us during that time, we, as a body, hereby tender to him our most hearty thanks for the uniform courtesy, ability and dignity which have characterized the administration of the affairs of the office during his incumbency; that we part with him with none but the kindest feelings and that with the hope that happiness and success may attend him in whatever line of life his future lot may be cast."
