Austin's 1888 Budget and Public Park Protections

Budget Approvals: City Council appropriated funds for June employee payroll ($3,144.60), street improvements ($113.25), debt interest payments ($5,200), and debt payment obligations ($729.11).

Parks Protection Ordinance: Council passed a new law protecting public parks and squares on its third reading—one of the few measures that passed on the same day.

Fire Department Authority: Chief of the fire department was instructed to test the newly constructed fire alarm system and report results at the next meeting; Council also authorized selling unused fire apparatus.

School Tax Approved: Council approved levying a one-third of one percent tax on all city property to fund Austin's public schools.

Policy Stalled: An ordinance modifying the assistant assessor and collector position was referred back to the city attorney for further review after failed attempts to amend or table the measure.

381. The minutes of a Regular Meeting of the City Council. Austin, Texas, June 18, 1888. Hon. Joseph Nalle mayor, presiding. Roll Call. Present Aldermen Assmann, Beland, Brush, Campbell, Fisher, Linn, Phillips, Pillow, Platt, Townsend, Wilson, Wortham - 12. Call. Absent - Aldermen Caldwell, Degress, Graham, Haigler, Jones, Metz, Odell, Schneider - 8. Minutes. The minutes of the last meeting of the City Council were adopted as printed. B. S. & W. A. On the recommendation of the mayor and Pillow. City marshal the Council concurred in the Bibb, remission of fines and Costs assessed in Thompson. the recorder's Court against B. S. Pillow, W. A. Pillow, R. H. L. Bibb and H. C. Thompson. Drivers. The mayor presented a Communication from the recorder of the Austin Fire Department, stating that the following resolution was adopted by the Board of Fire Commissioners On June 6, 1888: "Resolved, That we, the fire Commissioners, request the Fire Committee of the City Council to amend the fire regulations So as to give the Chief Control of the driver and tiller-man and prescribe penalties for insubordination, etc." On motion it was referred to the Committee on fire department. Asst. Assr. Alderman Campbell presented a Communication from the assessor and Collector, stating his reasons why the office of assistant assessor and Collector should remain as it is now. On motion of Alderman Platt the reading of the same was dispensed with. Tr. The treasurer's report from June 4 to June 18, 1888, was introduced. Alderman Schneider and Jones entered and answered to their names. Marshl's reports The Committee on police submitted reports on the Marshals reports for the months of April and May, 1888, stating that they had examined them and found them Correct. Block 36 Alderman Jones presented a petition from Citizens requesting that the alley in block 36, between East Third and Fourth streets, be opened. Referred to the Committee on streets, alleys, etc. with power to Comply with the same, if in their Judgment it would be proper to do so. Parks. An Ordinance to protect the public parks and squares, was taken up on its second reading and read, after which a motion was made to Suspend the rules and place it on its third reading, which was adopted by a Two-thirds Vote of a full board. It was then read a Third time and on motion passed. Asst. a+c. An Ordinance amending Article 181, title 5 Chapter 4 Revised Civil Ordinances, (relating to the office of assistant Assessor and Collector) was taken up on its second reading and read, after which Alderman Jones moved to postpone action thereon until the next meeting. Lost by a rising Vote of 5 to 7. Alderman Phillips moved to amend it by striking out the words "provided such empl oyment shall only be for six months in each year", and also by striking out the words " Seventy five dollars per month for the time employed as specified herein," inserting in lieu thereof "$450 per annum payable in equal monthly installments". Lost. Alderman Campbell then moved to lay it on the table, which was lost by a rising Vote of 5 to 7. Alderman Jones then moved to refer --- Page break --- 383 it to the City attorney with instructions to report on it at the next meeting. Carried. Date. The Mayor presented an Ordinance appropriating the sum of $729.11, to pay principal and interest due on note of the City of Austin, held by James H. Raymond & Co. It was read first time, after which motions were made to suspend the rules and place it on its second and third reading, and that it do pass, all of which were adopted by the following vote: Yeas- Aldermen Assmann, Boland, Brush, Campbell, Fisher, Jones, Linn, Phillips, Pieleow, Platt, Schneider, Townsend, Wilson, Wortham - 14. June Rolls. Alderman Wortham offered an Ordinance appropriating the sum of $3,144.60 for the purpose of paying officers and regular employes of the City for the month of June, 1888. It was read first time, after which motions were made to suspend the rules and place it on its second and third readings, and that it do pass, all of which were adopted by the following vote: Yeas - Aldermen Assmann, Boland, Brush, Campbell, Fisher, Jones, Linn, Phillips, Pieleow, Platt, Schneider, Townsend, Wilson, Wortham - 14. Sts. Alderman Platt introduced an Ordinance appropriating $113.25 for improving the streets in the City of Austin. It was read first time, after which motions were made to suspend the rules and place it on its second and third Readings, both of which were adopted by a two-thirds vote of a full board and on motion it was passed. Int. Alderman Wortham presented an Ordinance appropriating $5,200 to pay the interest on the bonded debt of the City of Austin to July 1st 1888. --- Page break --- 384 It was read first time, after which motions were made to suspend the rules and place it on its second and third readings, and that it do pass, all of which were adopted by the following vote: Yeas-Aldermen Assmann, Boland, Brush, Campbell, Fisher, Jones Linn, Phillips, Pillows, Platt, Schneider, Townsend, Wilson, Wortham & Alderman Schneider introduced the following, which was adopted: Resolved That the Fire alarm. Chief of the fire department is hereby instructed to make a thorough test of the system of fire alarm now being Constructed and that he report to the Council, at its next meeting, the result of such test. Alderman Fisher moved that the Committee On fire department be authorized and instructed to advertise for Sale one week, in the Galveston News, Such apparatus as is not of no use to the fire department. Carried. Neal Alderman Wilson presented a communication from M. Maas, late City Assessor and Collector in regard to property of Dr. Q. B. Neal, which was erroneously sold for taxes. Referred to finance Committee. School tax. Alderman Wortham offered an Ordinance fixing and levying an advalorem tax of One Third of One per Centum on all prop- erty, real and personal, within the City of Austin, made taxable for State and County purposes, for the year A. D. 1888, for the Support of the Public free Schools of Said City. It was read first time, after which a motion was made to suspend the Rules and place it on its second reading which was adopted by a two-thirds Vote of a full board.
