Austin Sidewalks, Fire Alarm, and City Budget 1888

Sidewalk upgrades approved: Property owners of the Raymland House and Pease buildings on Congress Avenue requested permission to raise sidewalks at their locations, which was referred to the Mayor and Street Committee for approval.

Fire alarm system failing: The city's fire alarm contract with Union Fire Alarm Company was found unsatisfactory after months of testing. The council voted to have the city attorney draft an ordinance to cancel the contract if the company couldn't fix it within 30 days.

Public health stable: The city physician reported good health conditions with only 3 diphtheria cases and 2 scarlet fever cases in September, with 9 patients remaining in the city hospital.

Monthly finances reviewed: The city treasurer reported a balance of $14,865.94 as of October 1, with $7,528.87 on hand at the start of the month and $1,806.02 in disbursements.

October payroll approved: The council unanimously approved a $3,100 appropriation to pay city officers and regular employees for October 1888.

406 The Minutes of a Regular Meeting Austin, Tex, October 01, 1888. Hon Joseph Nalle, mayor, presiding Roll Call. Present Alderman: Assmann, Boland, Brush, Caldwell, Campbell, Fisher, Graham, Haigler, Jones, Linn, Metz, Phillips, Platt, Townsend, Waeson, Wortham - 16. Absent Aldermen: DeGress, Odell, Pillow, Schneider. Total, 4. Minutes. The minutes of the last meeting of the City Council were adopted as printed. Sidewalks. Alderman Caldwell introduced a petition from the occupants and the owners of the Raymland House and Pease buildings on Congress Avenue, requesting permission to raise the Sidewalks about said property. Ald Schneider. Alderman Schneider entered and answered to his name. Sidewalks. The petition was then referred to the Mayor and Street Committee with authority to act concerning the same as they may deem proper. Watering trough. Alderman Boland presented a petition from citizens, asking that a watering trough be placed at the Northwest corner of the intersection of East Pecan and Canal Streets. Referred to the Committee on water and gas. River Walk - Alderman Fisher offered a memorial from Lone Star Ice The Lone Star Ice Company, setting Co. forth, that certain property on the River Walk, known as the "Old Mill Place," was Conditionally leased to Jones & Glass on the 4th of July 1879, and that some time since December 19 1885 the conditions of the lease were Violated by the Original lessees. The memorial, in view of this and other facts, requests the transfer of the original lease to the Ice Company. --- Page break --- 407 On motion the memorial was referred to the City attorney for report at the next meeting of the Council, as to whether or not in his opinion the City can abrogate the present lease. Dr Taylor & A Communication was received from the recorder of fire Comms. the fire department in regard to the petition of Drl M. A. Taylor, for permission to put a fire proof roof on the building next to firemens hall on market hill. It states that the board of fire Commissioners refused to grant the permission. Mrs Wilson. The City attorney presented his opinion on a petition from Mrs m. a. c. Wilson, requesting that a certain lot donated by her for church purposes be released from liability to taxation. The opinion states in substance that the City Council cannot legally exempt it from taxation. The opinion was adopted. Culvert. The City engineer submitted a report again Calling attention of the City Council to the bad Condition of the Culvert on West Plean or Sixth Street. Laid aside without action. Officers reports for the month of Sept 1888: Sexton. City Sexton’s - Total number of deaths 21; white, 12; Colored, 7; Mexicans, 2. Referred to Cemetery Committee. Clerk. City Clerk’s - Total amount of warrants issued - $4549.20. Referred to finance Committee. Marshal. City Marshals - Amount of fines and Costs assessed, $555.95. Tax Sale. The assessor and Collector presented an itemized statement of property sold for taxes by him on September 4, 1888. Referred to finance Committee. Chf. F. Dept. - Fire Alderman Jones presented a report from the Chief alarm. of the fire department, stating that he had tested the fire alarm System, and found it unsatisfactory, and had waited Several months to hear what the Company proposed to do about the matter. Having heard nothing from it or its agent, he asked the Council to take Some action in the premises. Alderman Fisher moved that the City Clerk be instructed to notify the Company that it must put the System into Successful operation within thirty days or the Contract will, by the City Council, be declared abrogated. Alderman Linn moved, as a Substitute, that the matter be immediately referred to the City attorney, with instructions to report --- Page break --- 409 an Ordinance tonight repealing the Ordinance authorizing the mayor to enter into a Contract with the Union Fire Alarm Company. Alderman Jones moved to lay the Substitute on the table. Lost. Yeas- Aldermen: Jones, Phillips, Townsend, 6. Brush, Fisher, Graham, Nays-Aldermen: Campbell, Haigler, Linn, Metz, Platt, Schneider, Wilson, Wortham -11. Assmann, Roland, Caldwell, Ald. Phillips. On motion, the substitute was then adopted. Marshals rept. The police Committee presented a report on the Marshals report for the month of Aug. 1888, stating the report had been examined and found Correct. Hospital-Drugs. Alderman Linn presented "a resolution authorizing the hospital Committee to purchase drugs for the use of the City." Adopted. Fire alarm. Alderman Linn introduced an Ordinance repealing An Ordinance entitled "An Ordinance repealing An Ordinance authorizing the Mayor and fire Commissioners to enter into a Contract with the Union Fire Alarm Company, of New York, for the rent of a fire Alarm to be used in the City of Austin for a period of One year," passed January 16, 1888, and annulling the Contract made under and by virtue of Said Ordinance. It was read first time, after which a motion was made to Suspend the rules and place it on its second reading which was lost. Yeas- Ald.
