Cotton Yard for Farmers: City approved a 10-year lease of Brush Park (south of Block 59) to the Travis County Farmers Alliance for use as a cotton yard, supporting the region's agricultural community.

475 The Minutes of a Regular Meeting of the City Council. Austin, May 06, 1889. Hon. Joseph Nalle, Mayor, presiding. Roll Roll Call - Present: Aldermen - Boland, Graham, Jones, Lawrence, Linn, Metz, Morris, Newton, Nitschke, Pillow, Platt, Townsend, Wortham, Ziller - Total 14. Call. Absent - Aldermen Assmann, De Gress, Haigler, North, Schneider, Wilson - Total - 6. The minutes of the last two meetings of the City Council were adopted as printed. Mrs. A. Smith A petition from Mrs. A. Smith, requesting payment for certain pipes laid under West Blanco Street by her, was presented and referred to the Street Committee. Ald. Wilson. Alderman Wilson entered and answered to his name. Farmers Alliance. Alderman Platt presented a Communication from Messrs S. E. Granberg and R. A. Rutherford, composing the Committee appointed by the Travis County Farmers Alliance, to secure a location for a Cotton yard in this City, which states that the public square immediately south of Block 59 would be for the purpose acceptable to the Alliance. Alderman Wortham moved to refer the Communication to the City attorney, with the instruction to report an Ordinance tonight, providing for the leasing of the Square named to the Alliance. Unfinished Business. 4 ord to defend An Ordinance appropriating $500.00 to pay Counsel for Davis. defending William B. Davis, on Charge of murder, was taken up on its third reading and read. After which Alderman Jones moved to amend the Ordinance by striking out "$500.00" and inserting "$300.00" and by adding: "That the mayor is hereby authorized to draw warrant in favor of W. M. Walton and others --- Page break --- 477 to cover the amount herein named" By unanimous Consent the amendments were offered and adopted and on motion the ordinance passed by the following Vote: Yeas Aldermen, Boland, Graham, Jones, Linn, Newton, Nitschke, Pillow, Platt, Townsend, Wilson, Wortham Total 11. Nays, Aldermen- Lawrence, Metz, Morris, Ziller-4. An Ordinance appropriating the sum of $500.00 to Repair Culvert on West Sixth Street, was taken up on its second reading and read a second time. A motion was then made to suspend the rules and place it on its third reading, which was adopted by a vote of two thirds of the whole Council - it was then read a third time and on motion passed. An Ordinance amending Section 3 of an Ordinance Creating the office of Sanitary Inspector and prescribing the duties and Salary of that office, passed February 21, 1887, was taken up on its second reading and read. Alderman Morris moved to amend by striking out $920 and inserting $846, the latter amount being the sum paid to mounted policemen per annum. The amendment was adopted. Motions were then made to suspend the rules and place the ordinance on its third reading and that it do pass, both of which were adopted by the following vote: Yeas, Aldermen- Boland, Graham, Jones, Lawrence, Linn, Metz, Morris, Newton, Nitschke, Pillow, Platt, Townsend, Wilson, Wortham, Ziller, 15. Alderman Platt called up an Ordinance appropriating $400 to enclose Market Square and build a shed on the same, which was on the table on its second reading subject to Call. It was read a second time, after which a motion was made to suspend the rules and place it on its third reading, which was lost by the following vote: Yeas, Aldermen- Boland, Graham, Jones, Newton, Nitschke, Pillow, Platt - 7. Adams. Recommended the Remittance of the fines and costs Assessed C. Cartison. in the Recorder's Court against Chess McParty, B. F. Adams, and Chas. Cartisson. On motion, the Council Concurred. mc Harem. The Mayor presented an Ordinance appropriating $100 to pay John Hancock for services as attorney in the case of Jno. H. Raymond v. Patterson and The City of Austin. Referred to Ordinance Committee. City R. R. Alderman Wortham introduced an Ordinance granting to the City Railroad Company the right to propel its Cars along and over the lines of railway now operated, or hereafter to be operated by it, under its Charter and the amendments thereto, and the ordinances of the City Relating thereto, by electricity or other motor, except Steam, and to make, use and maintain the necessary appliances and equipment therefor. It was read first time, after which motions were made to suspend the rules and place it on its second and third readings, both of which were adopted by a vote of two-thirds of the whole Council. The Ordinance was then passed. Chas. Lundell The Finance Committee reported favorably on petition of Chas. Lundell for repayment to him of money paid by him for church property erroneously sold by the city for taxes. The report recommends that $10.92 be paid to him. Report adopted. Fire Hose The Finance Committee also reported favorably on an Ordinance appropriating $2000 for the purpose of purchasing hose for the use of the fire department. Report Adopted. Police Committe. The Committee on police reported on the marshals report on marsh- reports for the months of February and March, and state reports. that they are Correct. Reports Adopted. Farmers The City attorney reported that he had prepared "An Alliance. Ordinance leasing to the Farmer's Alliance of Travis County the Square immediately South of block 59 in the City of Austin known as Brush Park, for use as a Cotton Yard for the period of ten years". It was then taken up and read first time, after which a motion was made to suspend the rules and place it on its second reading, which was --- Page break --- 479 " Adopted by a vote of two-thirds of the whole Council. The ordinance was then read a second time, after which Alderman Lawrence moved to amend it by striking out "10" and inserting "5" years. The amendment was lost by the following Vote: Yeas- Aldermen, Lawrence, Wilson, Jiller - 3. Nays- Aldermen- Boland, Graham, Jones, Linn, Metz, Morris, Newton, Nitschke, Pillow, Platt, Townsend, Wortham - 12. A motion was then made to suspend the rules and place the Ordinance on its third reading, which was lost by the following vote: Yeas Aldermen Boland, Graham, Jones, Metz, Morris, Newton, Nitschke, Pillow, Platt, Townsend, Wortham - 11. Nays- Aldermen- Lawrence, Linn, Wilson, Jiller-4. Alderman Linn then entered a motion to reconsider the vote by which the ordinance failed to pass to its third reading. Culvert on Alderman Townsend presented an Ordinance appropriating W. 18th St. $400 to build stone Culvert over Little Shoal Creek on West Eighteenth Street. It was read first time, after which motions were made to suspend the rules and place it on its second and third readings, both of where adopted by a two-thirds vote of the whole Council, and on motion the Ordinance passed. Farmers Alderman Morris called up the motion entered by Alliance. Alderman Linn to reconsider the vote by which "An Ordinance leasing to the Farmers Alliance of Travis County the Square immediately South of Block 59 in the City of Austin, known as Brush Park, for use as a Cotton yard for the period of ten years", failed to pass to its third reading, and it was adopted. Alderman Morris then moved to amend the ordinance by striking out "10" and inserting "5" years. Carried. A motion was then made to suspend the rules and place the Ordinance on its third reading, which was adopted by a vote of two-thirds of the whole Council, and on motion the ordinance was passed. Fire Hose. Alderman Jones called up "An Ordinance appropriating $2000 for the purpose of purchasing hose for the use of the fire department", which was on the table on its second reading. It was read a second time, --- Page break --- 480 after which motions were made to suspend the rules and place it on its third reading and final passage, both of which were adopted by the following vote. Yeas, Alderman Boland, Graham, Jones, Lawrence, Linn, Metz, Morris, Newton, Nitschke, Pillow, Platt, Townsend, Wilson, Wortham, Ziller-15. Alderman Wortham introduced an Ordinance appropriating the sum of $3100 for the purpose of paying the Officers and Regular employees of the City for the month of May, 1889. It was read first time, after which motions were made to suspend the rules and place it on its second and third readings and that it do pass, all of which were adopted by the following Vote: Yeas- Alderman Boland, Graham, Jones, Lawrence, Linn, Metz, Morris, Newton, Nitschke, Pillow, Platt, Townsend, Wilson, Wortham, Ziller-15. Alderman Wortham also presented an Ordinance appropriating the sum of $1646.27 for the purpose of paying approved accounts. It was read first time, after which a motion was made to suspend the rules and place it on its second reading which was adopted by a vote of two-thirds of the whole Council. It was then read a second time, after which Alderman Wortham moved to amend section one by adding $10.92 for the purpose of refunding the same to Chas. Lundell in accordance with the report of the finance Committee above referred to. The amendment was adopted and the Caption of the Ordinance changed to conform thereto, reading "$1657.19". Motions were then made to suspend the rules and place the Ordinance on its third reading and final passage, both of which were adopted by the following vote: Yeas, Aldermen- Boland, Graham, Jones, Lawrence, Linn, Metz, Morris, Newton, Nitschke, Pillow, Platt, Townsend, Wilson, Wortham, Ziller-15. Alderman Pillow introduced a resolution providing that the Committee on Sanitation and Sewerage ascertain the cost, present value and efficiency of the Brush Sewer, and the price and terms on which the owner of the same will sell it to the City, and if the same can be purchased from such owner at its fair mark t --- Page break --- 481 Value on such terms as the City Can Comply with, to prepare and present to the Council an Ordinance providing for its purchase. A copy of the Resolution adopted by the Board of Trade requesting the Council to purchase said annex was read. On motion of Alderman Nitschke the resolution was tabled by the following vote: Yeas, Aldermen- Jones Lawrence, Linn, Mnütz, Morris, Nitschke, Townsend, Wilson, Wontham, Ziller - 10.
