Austin Elections 1889: New Mayor and City Officers

New Mayor Elected: John McDonald won the mayoral race with 1,534 votes, defeating incumbent Joseph Nalle (1,030 votes) by a margin of 504 votes.

Complete Leadership Transition: The council elected nine new city officers including treasurer, clerk, marshal, engineer, attorney, and physician. Notable hires included J.E. Lucy as City Marshal and J.K.P. McFall as City Engineer (the latter requiring four rounds of voting).

Election Results Confirmed: A committee canvassed voting returns from the December 2 election across ten wards and confirmed the results, including the election of ten new aldermen to the city council.

542 "Minutes of a Called meeting of the City Council Austin, Tex., December 07, 1889. Hon. Joseph Nalle, Mayor, presiding. Roll Call. Present- Aldermen Assmann, Boland, Graham, Jones, Lawrence, Linn, Metz, Morris, Newton, Nitschke, North, Pillow, & Platt, Townsend, Wilson, Wortham, Ziller.. 17. Call. Absent- Aldermen Degress, Haigler, Schneider, 3. The minutes of the last meeting of the City Council were adopted as printed. Call of The following Calls were then read: Council. Mayor's Office, } Austin, Texas, Dec. 7, 1889.} By authority of Article 8, Section 1, of the City Charter, and in obedience to the requirements of Article 255, revised ordinances, of the City, I hereby Call a special meeting of the City Council, to meet in the Council Chamber at the City Hall this day, at 8.30 o clock p.m., for the purpose of Canvassing the returns of the late election, and declaring the result thereof, and making arrangements for the installation of the officers elect, and for the further purpose of making appropriations, and paying such bills against the City remaining unpaid, and such other business as may come before the Council in closing the business of this administration. To the members of the City Council: " Gentlemen:- We the undersigned members of the City Council of the City of Austin, hereby Call a special meeting of the City Council to meet at the Council rooms on this the 7th day of December, A. D. 1889, at 8.30 p.m., for the purpose of electing the following city officers, to-wit: Assessor and Collector of Taxes, a recorder, a city marshal, a treasurer, a city Physician, a city Clerk, a city attorney, a city Engineer and city Sexton. Linn. --- Page break --- 543 Election Alderman Pillow moved that a Committee of three returns. be appointed to Canvass the returns of the election which was held on the 2d day of December, 1889. Adopted. The mayor the appointed Aldermen Pillow, Wortham, and Newton as such Committee. While the canvass was proceeding, the Committee reported that the returns of the Ninth ward were in the ballot box of that ward. On motion, the Committee was instructed to open the said box in the presence of the Council, and take therefrom the missing returns. The motion was adopted and Complied with. DeGress Aldermen DeGress and Schneider entered and answered to their names. Schneider Alderman Wortham introduced An Ordinance, appropriating apprd-accts. the Sum of $688.92, for the purpose of paying approved accounts. It was read the first time, and under Suspension of the rules, passed by the following Vote: Yeas- Aldermen - Assmann, Boland, DeGress, Graham, Jones, Lawrence, Linn, Metz, Morris, Newton, Nitschke, North, Pillow, Platt, Schneider, Townsend, Wilson, Wortham, Ziller - 19. Election- The Committee appointed to Canvass the returns, result of Submitted the following report, which was Confirmed Hon. Geo. Nalle, mayor. " Mayor Nalle then declared John McDonald duly elected Mayor of the City of Austin for the ensuing term of two years, and messrs. J. W. Graham, Jas. W. Smith, W. J. Mathews duly elected School Trustees --- Page break --- 545 " for the ensuing four years, and J. P. Schneider, " P. E. Anderson, Fred Carleton, J. Schuber, H. A. Linn, " J. L. Hume, Geo. F. Assmann, John M. Phillips, " M. Boland, and J. A. Jackson duly elected Aldermen " of the City of Austin, for the ensuing two years. " Alderman DeGress then moved that Mayor and " Aldermen elect be given notice at once of their " election. Adopted. Alderman Northam then moved that a Committee of three aldermen be appointed to wait upon the Mayor elect and invite him to come forward and qualify. The motion Carried, and Aldermen Northam, Linn and DeGress were appointed as such Committee. The mayor elect having appeared at the bar of the Council, Mayor Nalle proceeded to administer the Oath of Office to him. This being done, Mayor McDonald took the Chair. The roll of the newly elected aldermen was then Called and Resulted as follows: Present Aldermen. Schneider, Anderson, Carleton, Schuber, Linn, Hume, Assmann, Phillips, Boland, Jackson - 10 Mayor McDonald then administered the Oath of Office to them Collectively, and on motion the old Council adjourned. The new Council was immediately Called to Order by Mayor McDonald, and the roll Called which showed the following result. Present Aldermen. Anderson, Assmann, Boland, Carleton, Graham, Hume, Jackson, Jones, Linn, Metz, Morris, Newton, Nitschke, North, Phillips, Platt, Schneider, Schuber, Townsend, Ziller- 20. Mayor's The Mayor then delivered the following address: Message Gentlemen of the City Council: In assuming the responsibilities of the office of mayor of the City of Austin, I feel some misgivings on account of the seeming large expectations entertained by our citizens from the city administration now about to Commence. To meet this expectation with even tolerable --- Page break --- 546 " Success, will require the united and harmonious action of the Mayor and Council. In other words, if we be divided among ourselves, our Strength will be spent for naught and our Labor will be in Vain. And in addition to our united and harmonious effort our Conduct of the affairs of the City must be such as to meet with and secure the hearty approval of all our people. I do not propose at this time to map out a particular line of Conduct for city affairs, nor to make recommendations to you in that regard. I have been so recently elected to the honorable and important office the duties of which I now assume that I have not had sufficient time for reflection, nor have I had opportunity for Consultation with you upon the various interests of the people that will need our attention. I expect to begin at once an earnest attention to all questions affecting the interests of our city and people, and I invoke your active and generous Cooperation. Among the duties which I am to perform is to preside over your deliberations and preserve order in your meetings, and that duty now lies nearest to me. My success in the performance of that duty will depend less on my ability than on your generous assistance and kind indulgence. Asking these of you and assuring each of you, personally of my best wishes and kind regards, I declare the Council ready to proceed to business. Elect City Alderman Morris introduced a resolution providing Ofs: that the Council proceed to the election of the following City officers, in the Order named; towit: First - Assessor and Collector. Second - Treasurer. Third - City Clerk. Fourth - City Sexton. Fifth - City Attorney. Sixth - Recorder. Seventh - City Marshal. Eighth - City Engineer. Ninth - City Physician. --- Page break --- 547 Alderman Platt moved to amend the resolution by striking out the order named in it and inserting "the" order named in the Charter in lieu thereof. The amendment was lost by the following vote: Yeas Aldermen Jones, Metz, Phillips, Platt, C. Assemann, Boland. Nays - Aldermen - Anderson, Carleton, Graham, Howe, Jackson, Linn, Merrick, Newton, Nitschele, North, Schneider, Schraeder, Townsend, Zillerton-14. The resolution, as introduced, was then adopted. Alderman Linn moved that three tellers be appointed to canvass the votes. The motion prevailed and the Chair appointed Linn, North and Graham tellers. The Mayor then stated the next business in order to be nominations for City Assessor and Collector. Alderman Platt nominated Fred Sterzing. Seconded. There being no other nomination, the Mayor declared nominations for assessor and Collector, Closed. Alderman Anderson moved that the City Clerk be instructed to Cast the Vote of the Council for Mr Fred Sterzing for city assessor and Collector. The motion was adopted and the Vote so cast. F. Sterzing The Mayor then declared Mr Fred Sterzing duly elected city assessor and Collector of the City of Austin for the ensuing term of two years. Nominations for city Treasurer being next in order Alderman Townsend nominated Mr J.S. Myrick for the position. Seconded. There being no other nominations for city treasurer, the City Clerk was, on motion, instructed to Cast the Vote of the Council for Mr J.S. Myrick J.S. Myrick for city treasurer. The motion was complied with and the Mayor declared Mr J.S. Myrick duly elected treasurer of the city of Austin for the ensuing term of two years. Nominations for City Clerk being in order, Alderman Schneider nominated Milton Morris for that office. Seconded. There being no other nomination, a motion was made and adopted instructing Alderman Graham to Cast the Vote of the Council --- Page break --- 548 Milton Morris. for 'Milton' Morris for city clerk. The Vote of the Council having been so cast, the mayor declared 'Milton' Morris duly elected city clerk of the city of Austin for the ensuing term of two years. Nominations for city Sexton being in Order, Alderman Jackson nominated Mr D. L. Wandel, Alderman Morris nominated Mr. W. L. Nitschke, Alderman Carleton, by request, nominated Mr E. J. Ledbetter. The nominations having been seconded, the mayor requested the Council to prepare ballots.. The ballot. having been Collected and canvassed, the tellers reported the following result: For W. L. Nitschke 14 Votes. " D. L. Wandel 4 " " E. J. Ledbetter 1 Vote. W. L. Nitschke The mayor declared Mr W. L. Nitschke duly elected city Sexton of the city of Austin for the ensuing term of two years. Nominations for city Attorney– Alderman Graham nominated Mr Geo. F. Pendexter. Alderman Newton nominated Mr. A. J. Peeler. The nominations having been seconded, the Chair requested the Council to prepare ballots. The ballots having been Collected and Canvassed, the tellers reported the following result: G. F. Pendexter For Geo. F. Pendexter 15 Votes. " A. J. Peeler 5 " The' mayor declared Mr Geo F. 'Pendexter duly elected City attorney of the city of Austin for the ensuing term of two years. Nominations for city Recorder – Alderman Phillips nominated Judge Joe Lee. Alderman Morris nominated Mr Gardner Ruggles. Alderman North nominated Mr J. R. Hamilton. Alderman Anderson nominated Mr Warren Moore. The nominations having been seconded, the mayor requested the Council to prepare ballots. The ballots Cast were canvassed and the result reported as follows: For Joe Lee 1 Vote " Gardner Ruggles 6 Votes J. R. Hamilton. " J. R. Nominations for City Marshal Alderman Graham nominated Mr J. E. Lucy. Alderman Hume nominated Mr. C. C. Palmer. The nominations were seconded and a ballot ordered, the result of which was reported as follows: For J. E. Lucy 12 Votes. " C. C. Palmer 9 " Twenty one Votes being cast, the chain declared there was no election and another ballot was ordered, which was reported as follows: For J. E. Lucy 12 Votes " C. C. Palmer 8 " J. E. Lucy. The Mayor declared Mr J. E. Lucy duly elected City Marshal of the city of Austin for the ensuing term of two years. Nominations for City Engineer. Alderman Anderson nominated J. K. P. McFall. Alderman Graham by request, nominated J. F. Pope. Alderman Phillips nominated W. G. Sneed. Alderman Linn nominated S. P. Matthews. Sneed-W.G. First ballot. For J. K. P. mcFall 7 Votes. " J. F. Pope 1 Vote. " W. G. Sneed 7 Votes. " S. P. Matthews 3 " There being no election another ballot was ordered. Second ballot. For J. K. P. mcFall 7 Votes. " J. F. Pope - 1 Vote. " W. G. There being no other nominations, the City Clerk was on motion directed to cast the Vote of the Council for R. S. Graves for City Physician. The Vote being so cast, the Mayor declared Dr. R. S. Graves duly elected City Physician of the City of Austin for the ensuing two years. adjourned Alderman Anderson moved that as the matters embraced in the call of the Council had been disposed of the Council stand adjourned.
