Roll Roll Call. Present Aldermen, Anderson, Assmann, Roland, Carleton, Graham, Hume, Jackson, Jones, Linn, Marrion, Newton, North, Phillips, Platt, Schneider, Schuler, Townsend, Ziller - 14.
Call. Absent, Aldermen Metz, Nitschke - 2. The following Call was then read: Austin, Texas, Dec. 11, 1889.
Call. To the Members of the City Council of the City of Austin Gentlemen:
"We the undersigned members of the City Council of the City of Austin hereby Call a special meeting of the Council to meet at the Council rooms on this the 14th day of December, A.D. 1889, at 8 o'clock p.m., for the following purposes, towit: 1st. For the purpose of hearing such recommendations from the Mayor to the Council as the Mayor may see proper to make at this time, and to hear the announcement by the Mayor of the appointment of such Committees standing or special, as may be now provided for by Ordinance or rules of the Council, or as may be Called for by any resolution or Ordinance that the Council may see proper to pass under this Call at said special meeting. 2d. For the purpose of Considering the propriety of abolishing the office of Street Commissioner. 3. For the purpose of adding to and amending the Ordinances of the City Concerning elections. 4. For the purpose of electing a president of the board of aldermen and such other City officers as the Council may see proper to elect at this meeting. 5. To take such action as the City Council may see proper to take looking to gaining information as to the expense and practicability of building a dam across the Colorado river for the purpose

of Constructing a water and light System to be owned by the City. 6. To Consider the propriety of rescinding a resolution passed by the City Council as formerly Constituted on the 7th day of May, A.D. 1888, rejecting a deed of Conveyance to the City of Austin for educational purposes of what is known as the Arsenal Block in the city of Austin by the United States government, and to further Consider the propriety of passing a resolution accepting as far as the Council can the said deed of Conveyance. 7. For the purpose of passing on such of the official bonds of the newly elected City officers as may be presented for approval. 8. For the purpose of Considering the propriety of amending Article 318, of the revised Civil Ordinances of the City of Austin. W. F. North, H. A. Linn, J. G. Morris, C. E. Anderson.
Alderman Nitschke entered and answered to his name. mayors ofc. Mayor McDonald made the following recommendations: First. That the office now being used as an office for mayor be not rented for that purpose after the end of the present month. Colorado river Second. That the sum of $2000 be appropriated to defray the expenses of a preliminary survey of the Colorado river with a view to building a dam across the Same. mayors ofc. Alderman North moved that the City Clerk be instructed to notify Messrs. Covert and McCarty that the City of Austin will not rent or occupy the premises now used as the Mayor's office after the 31st day of December, 1889, and that the City marshal be instructed to Convey the property of the City of Austin that may be in said office to such place as the mayor may direct. The motion was adopted. Alderman Metz entered and answered to his name. The mayor then submitted the Standing Committees of the City Council:

Alderman Schneider requested to be relieved from serving on the Hospital Committee as he is a County Commissioner, and has to consider matters in the Commissioner's Court bearing upon the hospital. They mayor then removed his name from the Committee and appointed in lieu thereof Aldermen Newton. Salaries. Alderman Linn moved that a special Committee of three be appointed to fix Salaries to be paid to the city officers and other regular

.employees of the City during the ensuing two years. Adopted. St. Cmr of s. Alderman North introduced an Ordinance Entitled "An Ordinance repealing an Ordinance Creating the Office of Street Commissioner of the City of Austin, and prescribing the Salary and duties of that officer, approved December 19, 1887, and Vesting the duties of that office in the City Engineer". It was read first time and a motion was then made to suspend the rules and place it on its second reading, which was lost by the following Vote: Yeas, Aldermen- Anderson, Carleton, Graham, Hume, Linn, Morris, Nitschke, North, Phillips, Schneider, Schuber, Townsend, Ziller - 13. Nays Aldermen- Assmann, Roland, Jackson, Janes, Metz, Newton, Platt. 7. Elections. Alderman North presented the following Ordinance which was read in full, and on motion of Alderman Linn, laid over until the next regular meeting of the Council and ordered printed in the Official Record of the proceedings of the City Council: An Ord- inance to provide for printing and distributing election ballots by the City of Austin, to regulate Voting at City and Ward elections in the City of Austin, and to amend Article 254 of the Revised Civil Ordinances of the City of Austin. Ed Creary. Alderman Linn presented a numerously signed endorsement of Mr Ed Creary as Street Commissioner and it was read and laid over. Prect. Bd. Ald. Alderman Morris moved that the Council proceed to the election of a president of the board of aldermen. The motion was adopted H. A. Linn. and Alderman Assmann nominated Alderman Linn for the office. There being no other nomination, Alderman Nitschke, moved that the City Clerk be instructed to cast the Vote

of the Council for Alderman H. A. Linn for president of the Board of Aldermen. The vote was so cast and the mayor declared Mr H. A. Linn duly elected president of the board of aldermen for the ensuing term. Alderman Morris moved that the Council proceed to the election of a resident physician of the city F.P. Mc Laughlin and County hospital. The motion was adopted and Alderman Morris nominated F. F. Mc Laughlin. There being no other nomination Alderman Anderson moved that nominations be declared closed and that the City Clerk be instructed to cast the vote of the Council for F. F. Mc Laughlin for resident Physician of the City and County hospital. The motion prevailed and the vote was so cast. The mayor then declared F. F. Mc Laughlin duly elected resident Physician of the City and County hospital for the ensuing term of two years. Alderman Graham moved that the Council proceed to elect a matron of the City and County Mrs Alla hospital. The motion carried and Alderman Wright. Graham nominated Mrs Alla Wright for the position. There being no other nomination, the City Clerk was instructed to cast the vote of the Council for Mrs. Alla Wright for matron of the City and County hospital. The vote was so cast, and the mayor declared Mrs. Alla Wright duly elected matron of the City and County hospital for the ensuing term of two years. Alderman Anderson moved that the election of a health officer be postponed, until the next regular meeting. Adopted. Arsenal. Alderman Morris introduced a resolution entitled, "A resolution rescinding a resolution adopted by the City Council of the City of Austin on the seventh day of May, A.D. 1888, instructing the Mayor to return to the Hon. Secretary of War the deed of Conveyance to the City of Austin, for what is known as the arsenal block of land in the city of Austin with the information that it was declined." Adopted.

Arsenal Alderman Morris also presented a resolution entitled, "A resolution accepting the deed of Conveyance by the Secretary of War of the United States in pursuance to act of Congress to the city of Austin for Educational purposes of what is known as the Arsenal Block of Land in this city." Adopted.
H. Ziller Alderman Christon moved that the Council now proceed to the election of a deputy assessor and Collector of the City of Austin. The motion prevailed and Alderman Metz nominated Mr Henry Ziller for the office. The motion was seconded and there being no other nomination, Alderman Linn moved that the City Clerk be instructed to cast the vote of the Council for Mr Henry Ziller for deputy assessor and Collector of the City of Austin. The motion was adopted and the vote so cast. " The mayor the declared Mr Henry Ziller duly elected deputy assessor and Collector of the city of Austin for the ensuing term of two years. Salaries. The Mayor then announced the Special Committee on Salaries as follows: Aldermen Linn, North and Jackson. On motion the Council then adjourned. Milton Morris City Clerk.
