Austin Dam Project Gets $2000 for Colorado River Survey

Dam feasibility study approved: The council voted 16-2 to spend $2,000 to hire engineers to survey the Colorado River and determine if damming it above Austin was practical and affordable for supplying the city with water and light.

Land acquisition plan needed: The council addressed how to handle paying citizens whose properties would be required or flooded by the proposed dam, establishing a process for arbitrating fair prices.

Street Commissioner office eliminated: The council postponed a vote on abolishing the Street Commissioner position and transferring those duties to the City Engineer—a move that split the council 12-6.

Election ballot changes: A new ordinance was introduced to standardize how the city prints and distributes election ballots and regulates voting procedures.

Sanitary Inspector term extended: The council extended the Sanitary Inspector's term from one year to two years.

557 Minutes of a Called meeting of the City Council. Austin, Texas, December 18, 1889. Hon. John McDonald, mayor, presiding. Roll Roll Call. Present Aldermen Anderson, Assmann, Boland, Carleton, Graham, Hume, Jackson, Linn, Metz, Morris, Newton, Nitschke, North, Phillips, Platt, Schaben, Townsend, Ziller - 18. Call. Absent- Aldermen- Jones, Schneider - 2. Call of The following Call of the Council was then read: Austin, Texas, Dec. 18, 1889. To the Members of the City Council of the City of Council. Austin: Gentlemen: "We, the undersigned mem- bers of the City Council of the City of Austin hereby Call a Special meeting of the Council, to meet at the Council rooms on this, the 18th day of November, 1889, at 8 o'clock p.m., for the following purposes: 1. To take action on an Ordinance, to be introduced, making an appropriation for the purpose of employing an Engineer or Engineers to make Surveys and Calculations with reference to the City building a dam across the Colorado river, for the purpose of furnishing the City with water and light. 2. To Reconsider and provide for a method of arbitrating with Citizens whose lands will be required by the city or overflowed with water by reason of the dam being built, as to the price the City shall pay for such land, if the proposed dam shall be built. 3. To pass on the bonds of such City officers as shall present their bonds for Consideration. 4. To take such action as the Council may deem proper, on the pending Ordinance to repeal the Ordinance Creating the office of Street Commissioner. 5. To take such action as the Council may deem proper, on the pending Ordinance amending and adding to the City election Ordinances. 6. To take such action as the Council may see proper to take with reference to abolishing any City office Created by Ordinance. 7. The minutes of the meetings of City Council, which were held on the 7th and 14th days of December, 1889, were adopted as printed. Dam$2000- Alderman Morris introduced an Ordinance, entitled "An Ordinance to make an appropriation of the sum of two thousand dollars to employ an Engineer or Engineers to make necessary Surveys to determine the practicability, Expense and locality of damming the Colorado River above Austin for the purpose of furnishing water and light for the City, and to authorize the Mayor to employ such engineer or Engineers." It was read first time, and under suspension of the rules, was read a second and third time, and passed by the following vote: Yeas, Aldermen - Anderson, Assmann, Boland, Carleton, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Schuber, Townsend, Ziller - 16. Nays. Aldermen - Metz, Platt. 2. Sterzing, Morris. The official bonds of Fred Sterzing, City Myrick, McFall, Assessor and Collector; Milton Morris City Lucy, Nitschke. Clerk; J. S. Myrick, City Treasurer; J.K.P. McFall, City Engineer; W. L. Nitschke, City Sexton, and James E. Lucy, City Marshal, were presented, and the names of the Sureties read. They were referred to the City Attorney for Examination as to their form. He reported them as being in due form, and, on motion, they were approved, and the officers named, Except W. L. Nitschke, who had previously qualified, Came forward, and the Oath of Office was administered to them by the Mayor. Ofc. St. Comm. An Ordinance entitled "An Ordinance repealing an Ordinance Creating the office of Street Commissioner of the City of Austin and prescribing the Salary and duties of that officer, approved December 19, 1887, and vesting the duties --- Page break --- 559 of that office in the City Engineer", was taken up on its second reading. Alderman Linn moved to postpone further Consideration of the Ordinance until the next regular meeting of the Council. The motion was adopted by the following yote: Yeas, Aldermen- Anderson, Assmann, Boland, Graham, Hume, Jackson, Linn, Newton, Nitschke, Phillips, Platt, Townsend, - 12. Nays- Aldermen- Carleton, Metz, Morris, North, Schuler, Gillen - 6. Elections. An Ordinance entitled "An Ordinance to provide for printing and distributing election ballots by the City of Austin, to regulate voting at City and ward elections in the City of Austin, and to amend Article 451 of the revised Civil Ordinances of the City of Austin", was taken up on its second reading, and read. Alderman Schneider entered and answered to his name. San Inspr- Alderman Morris introduced an Ordinance entitled "An Ordinance to amend Section 9 of An Ordinance entitled An Ordinance Creating the office of Sanitary Inspector of the City of Austin, and prescribing the salaries and duties of that office." The amendment fixes the term of office at two years, instead of one year, as at present. It was read first time, and under suspension of the rules read a second and third time, and passed.
