Minutes of a Called Meeting of the City Council.
Austin Texas December 28, 1889. Hon John McDonald, mayor, presiding.
Roll Roll Call. Present, Aldermen - Anderson, Boland, Hume, Jackson, Jones, Linn, Metz, Morris, Newton, Platt, Schneider, Schuler, Townsend, Ziller - 14.
Call. Absent, Aldermen- Assmann, Carleton, Graham, Nitschke, North, Phillips, 6. Alderman Linn moved that a recess of ten minutes be taken. Carried.
Recel The recess having expired, the roll was again called, which resulted as follows: Present, Aldermen- Anderson, Boland, Graham, Hume, Jackson, Jones, Linn, Metz, Morris, Newton, North, Phillips, Platt, Schneider, Schuler, Townsend, Ziller - 17.
Call. Absent, Aldermen- Assmann, Carleton, Nitschke, 3.
Call Council. Alderman Morris moved a Call of the Council, and the motion being duly seconded, prevailed. Alderman Anderson moved to suspend the Call. Carried.
Calls read. The following Calls of the Council were then read in the order named below:
Austin Texas Dec. 28, 1889. To the Members of the Council of the City of Austin: Gentlemen - We, the undersigned members of the city Council of the city of Austin, hereby call a special meeting of the Council to meet at the Council rooms at 6 o'clock p.m. this the 28th day of December, A.D. 1889, for the following purposes: 1st. For the purpose of electing policemen for the city. 2d. For the purpose of electing a Sanitary Inspector. 3rd. For the purpose of receiving and acting on the report of the Special Committee on Salaries of the city officers, and to pass such Ordinance or Ordinances on this subject as the Council may see proper to pass, and to change or abolish any office or official designation which has not

been created otherwise than by provisions in the Ordinan ces fixing the Salaries of Officers. 4th. To take such further action as the Council may see proper to take at this time, looking to building a System of Water-works and an electric light System by constructing a dam across the Colorado River. 5th So take such actions as the Council may see proper to take on the pending Ordinance relating to the election Ordinances.

To the Members of the City Council of the City of Austin: Gentlemen - We, the undersigned members of the City Council of the City of Austin hereby call a special meeting of the Council, to meet at the Council rooms on this, the 28th day of December, 1889, at 8 P.M., for the purpose of reconsidering the Vote by which an Ordinance entitled "An Ordinance repealing an Ordinance Creating the office of Street Commissioner of the City of Austin and prescribing the Salary and duties of that officer, approved December 19, 1887, and Vesting the duties of that office in the City Engineer," was postponed until the next regular meeting of the City Council; and for the further purpose of electing a Street Commissioner. C. E. Anderson, Jno. W. Phillips, J. L. Hume.
Aldermen Nitschke and Carleton entered and answered to their names. Alderman Carleton moved to adjourn. Lost. Yeas- Aldermen - Doland, Carleton, Jones, Metz, Morris, Newton, Platt - 7. Nays - Aldermen - Anderson, Graham, Hume, Jackson, Linn, Nitschke, North, Phillips, Schneider, Schuler, Townsend, Ziller 12. Police Aldermen Linn moved to postpone the election of policemen until later in the session in

Order to give the marshal time to prepare for the Same. Alderman Anderson moved as a substitute that the election of policemen be postponed until the next regular meeting. Carried. Yeas, Aldermen— Anderson, Boland, Graham, Jackson, Jones, Metz, Newton, Nitschke, Phillips, Platt, Townsend, Ziller - 12. Nays- Aldermen Carleton, Hume, Linn, Morris, North, Schneider, Schuler-7. Alderman Morris moved to adjourn. Lost. Yeas, Aldermen- Carleton, Morris, Nitschke, Schneider, Schuler - 5. Nays- Aldermen- Anderson, Boland, Graham, Hume, Jackson, Jones, Linn, Metz, Newton, North, Phillips, Platt, Townsend, Ziller -14. San Insp- Alderman Linn moved to proceed to the election of a Sanitary Inspector. Carried. Nominations: By Alderman Schneider, J. W. Johnson. By Alderman Nitschke, W. W. Calhoun. By Alderman Linn, by request, J.W. Larue. By Alderman Carleton by request, C. H. Powell. The chair appointed Aldermen North, Anderson and Townsend tellers, and a ballot was ordered, the result of which was reported by the tellers as follows: For J. W. Johnson 13 Votes. For W. W. Calhoun 2 " For C.H. Powell 3 " For J.W. Larue 1 Vote. J. W. Johnson The mayor then declared J. W. Johnson duly elected Sanitary Inspector of the City of Austin for the ensuing term of two years. Salaries. The Special Committee on Salaries submitted a report and an ordinance "An Ordinance fixing the Compensation of the officers and employees of the City of Austin from the date of their qualification" It was read first time and under suspension of the rules was read a second time. Alderman Anderson moved to consider the ordinance by sections. Carried. Subdivisions one to six, inclusive of section one,

were adopted as reported by the Committee Alderman Morris moved to amend Subdivision Seven of Section One, by striking out all after $12.00. The motion prevailed by the following Vote: Yeas, Aldermen- Anderson, Boland, Carleton, Graham, Hume, Jackson, Jones, Linn, Metz Morris, Newton, Phillips, Schneider, Schuler, Townsend, Dillon - 16. Nays- Aldermen- Nitschke, North, Platt, 3. Sub-divisions eight to thirteen inclusive of Section One, were adopted as reported by the Committee. Alderman Graham moved to amend Sub-division fourteen (Salary of police day Clerk,) of Section One by striking out "$720" and inserting in lieu thereof "$900". The motion was lost by the following Vote: Yeas Aldermen- Boland, Graham, Jones Metz, Newton, Townsend, Diller-7. Nays Aldermen - Anderson, Carleton, Hume, Jackson, Linn, Morris, Nitschke, North, Phillips, Platt, Schneider, Schuler - 12. The Sub-division (14) was then adopted as reported by the Committee. Sub-division 15, 16 and 17 of Section One, were adopted as reported by the Committee. Alderman Carleton moved to strike out Subdivision 18 of Section One, which fixes the Salary of Street Commissioner at $1200. The motion was lost by the following Vote. Yeas, Aldermen- Carleton, - Morris, Nitschke, Schneider, Schuler, Diller. 6. Nays- Aldermen- Anderson, Boland, Graham, Hume, Jackson, Jones, Linn, Metz, Newton, North, Phillips, Platt, Townsend - 13. Alderman Carleton then moved to strike out "$1200" in said Sub-division 18, and insert instead thereof "$900." The motion was lost by the following Vote. Yeas Aldermen - Carleton, Morris, Schuler. 3.

The Sub-division (18) was then adopted as reported by the Committee. Sub-division 19, 20, 21, 22 and 23 of Section One, were then adopted as reported by the Committee. Sections 2, 3, and 4 were also adopted as reported. and under suspension of the rules the ordinance was read a third time, and on motion passed by the following vote. Yeas- Aldermen- Anderson, Boland, Carldson, Graham, Hume, Jackson, Jones, Linn, Metz, Morris, Newton, Nitschke, North, Phillips, Platt, Schneider, Schuber, Townsend, Ziller - 19. Alderman Morris introduced the following resolution, which was adopted. Resolved, That the Committee on water and Light be and they are hereby instructed to inquire into what land, if any, on either side of the Colorado river from that place above Austin, known as McGills ford, to the mouth of Bull Creek, will be donated to the City of Austin if the dam to be built by the City, shall be located at any point designated by the party offering the donation at the time of making the offer; and to inquire as to the price at which other lands along the river on either side can be purchased, and in what quantities, and to invite propositions in writing to the City, So that the City may made Conditional Contracts with persons for the land which may be required for the dam, and purposes incidental thereto, as well as to agree, as far as possible, as to the damages which will necessarily be done to land that will be overflowed with water if the dam shall be built; and that said Committee report to the Council from time to time the propositions and other information obtained by them to the end, that the Council may determine the propriety of making Contracts Conditioned on the Council obtaining the necessary authority by a vote of the people or legislative act to bond

the City to build the dam and deciding to build the dame Elections. Alderman North moved to reconsider the vote by which an Ordinance entitled "An Ordinance to provide for printing and distributing election ballots by the City of Austin, to regulate Voting at City and ward elections in the City of Austin, and to amend Article 251 of the revised Civil Ordinances of the City of Austin" was postponed until the next meeting of the Council. The motion was lost. St. Comr. Alderman Phillips then moved to reconsider the vote by which an Ordinance entitled "An Ordinance repealing an Ordinance Creating the office of Street Commissioner of the City of Austin and prescribing the Salary and duties of that officer, Approved December 19, 1887, and vesting the duties of that office in the City Engineer" was postponed until the next regular meeting of the City Council. The motion was adopted and Alderman Phillips moved to postpone action on the ordinance indefinitely. Alderman Carleton then moved to postpone further consideration of the Ordinance until the next regular meeting. Lost Yeas Aldermen- Carleton, Morris, Schneider, Schuler-4. Nays- Aldermen- Anderson, Roland, Graham, Hume, Jackson, Jones, Linn, Metz, Newton, Nitschke, North, Phillips, Platt, Townsend, Ziller- 15. It having recurred to the consideration of the motion made by Alderman Phillips, to indefinitely postpone further action on the Ordinance, the question was put and Carried. Yeas Aldermen- Anderson, Roland, Graham, Hume, Jackson, Jones, Linn, Metz, Newton, Nitschke, Phillips, Platt, Townsend 13. Nays- Aldermen- Carleton, Morris, North, Schneider, Schuler, Ziller - 6. Alderman Phillips then moved to proc- eed to the election of a Street Commissioner.

Adopted. The' Mayor then appointed Aldermen North, Morris and Linn fellers. Nominations - Alderman Platt nominated Ed Creary. The nomination having received a second and there being no other a ballot was ordered, which was duly cast and canvassed, and the result announced by the fellers as follows: Ed. Creary 12 votes. T. J. Campbell 5 " Blank 1 Vote. The' mayor then declared Ed. Creary duly elected street Commissioner of the city of Austin for the ensuing term. A motion was made that the Council stand adjourned.
