Austin's $1.4M Water Works and Bond Plan Approved

657 The minutes of a regular meeting of the City Council. Austin, Texas, July 21, 1890. Hon. John Mc. Donald, mayor, presiding. Roll Call. Present - Aldermen Assmann, Carleton, Graham, Hume, Jones, Linn, Morris, Newton, North, Schneider, Townsend, Ziller -12. Absent - Aldermen Anderson, Boland, Jackson, Motz, Nitschke, Phillips, Platt, Schubert - 8. Quorum present. Minutes. Alderman Linn moved that the reading of the minutes of the meeting of the City Council, which was held on the 7th day of July, 1890, be dispensed with, and that they be adopted as recorded by the City Clerk. Carried. Mueller, J. P. A petition was received from J. P. Mueller asking that a portion of pound fees collected from him by the City be remitted. S. A. Bahn Referred to the Committee on Claims, and accounts. Alley. Alderman Linn presented a petition from S. A. Bahn requesting that the alley in Block 45, Division E, be opened. Referred to the Street Committee. Alderman Phillips entered the Council and answered to his name. Cemetery fence Alderman Ziller introduced a claim from Palestine Lumber Caleasian Cr. Company, for $8, which is in addition to the contract price of said Company, for erecting a fence around the new addition to the Cemetery. The additional expense, it is claimed, was Caused by the City not being able to allow the work to proceed without interruption. Referred to the Committee on Claims, and accounts. Alderman Nitschke entered the Council and answered to his name. Bond Alderman Linn moved that the regular order of business be suspended and that the appropriation and bond ordinance be taken up. Carried. Bd. Appraisers An Ordinance appropriating the Sum of $500.00 for the purpose 500$ of paying the board of appraisers and equalization was taken up on its second reading, and when motions were then made to --- Page break --- 658 Suspend the rules and it on its third reading and that it do pass, both of which were adopted by the following Vote - Yeas - Aldermen Hassmann, Carleton, Graham, Hume, Jones, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Townsend, Ziller - 14. $3.200 July An Ordinance appropriating the sum of $3.200 for the Salaries. purpose of paying officers and regular employees of the City for the month of July 1890, was taken up on its second reading and passed under Suspension of the rules by the following Vote - YeasAldermen Aasmann, Carleton, Graham, Hume, Jones, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Townsend, Ziller. 14. $14.509.28 for An Ordinance appropriating the sum of $14.509.28 for the approp. acts. int. purpose of paying approved accounts and the interest on Etc. the bonded debt of the City of Austin due July 1st 1890. was taken up on its second reading and read. B. J. Bryan & Co. Alderman Nitschke then moved to strike out of Sec. 1 the following item and that the bill be referred to the Hospital Committee: “S. J. Bryan & Co. for stock feed furnished to the hospital during May, $49.07. Carried." W. H. Jolin. Alderman Jones moved to strike from Sec. 1 the following and that the bill be again referred to the Committee on streets, alleys etc. “W. H. Jolin for gravel for streets $200. Adopted by the following Vote Yeas - Aldermen Carleton, Jones, Morris, Newton, Nitschke, North, Townsend, Ziller - 8. Nays - Aldermen - Aasmann, Graham, Hume, Linn, Phillips, Schneider - 6. J. H. Collott. Alderman Morris then moved to amend Sec. 1 of the Ordinance by adding $3.10 to reimburse J. H. Collott for money advanced to pay for a standard paddle and express charges on Same. Adopted. Prof McFarland Alderman Morris also moved to amend Sec. 1 by adding Lights. $5.00 to reimburse Prof. McFarland for expenses incurred while making the tests of the street lights. Carried. The Caption and Section One of the Ordinance were changed to conform to the amendments and the Ordinance passed, under Suspension of the Rules by the following Vote, Yeas - Aldermen - Aasmann, --- Page break --- 659 Carleton, Graham, Hume, Jones, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Townsend, Ziller - 14. Prof. McFarlane Alderman Morris then introduced a Resolution Vote Thanks extending the thanks of the City of Austin through Lights tested the City Council to Prof. McFarlane of the University of Texas, for making, at the request of the Water and Light Committee of the Council, an examination of the Candle power of the electric lights of the City. Supplied under contract with the Austin Water, Light and Power Company, and furnishing said Committee with a written report of the result of the examination. The resolution was unanimously adopted. • Bonds The Special Committee to whom was referred the duty of framing a bond and bond Ordinance under the bond election recently held in this city, submitted a report and an Ordinance entitled "An Ordin- ance to provide for the issuance and sale of the bonds of the City of Austin to the amount of One Million four hundred thousand dollars, for the purpose of erecting a system of water works and furnishing light by and to the city of Austin, and to regulate the disbursement of their proceeds". The Ordinance was read first time after which a motion was made to suspend the rules and place it on its second reading, which was adopted by the following Vote - YeasAldermen- Assmann, Carleton, Graham, Hume, Jones, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Townsend, Ziller - 14. Nays - None. The Ordinance was then read a second time, after which a motion was made to suspend the rules and place it on its third reading, which was adopted by the following Vote - Yeas- Aldermen • Assmann, Carleton, Graham, Hume, Jones, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Townsend, Ziller - 14. The Ordinance was then read a third time, after which a motion was made that the Ordinance do now pass, which was carried by the --- Page break --- 660 following Vote - Yeas. Aldermen Carleton, Graham, Hume, Jones, Linn, Morris, Newton, Nietschke, North, Phillips, Rickwiden, Townsend, Gillon - 14. Bonds! Alderman North then introduced the following: Be it resolved, That the mayor and finance Committee of the board of public works do now proceed to take all necessary action with a View of placing the $1,400,000 water works and light bonds of the City of Austin on the market, and that so soon as they shall be in a position to formulate a definite proposition deemed satisfactory by them, they submit the same to the City Council for final action. Adopted. Alderman Morris moved that the regular order of business be resumed. Carried. Ben. C. Jones! The Committee on Claims and accounts presented an unfavorable report on the claim of Ben C. Jones concerning his taxes. The report was adopted. Hackman, Hotel The Ordinance Committee to whom was runners etc. referred "An Ordinance prohibiting drivers of hacks and other persons from entering the depot grounds in the City of Austin for the purpose of receiving or discharging freight or passengers, except in the manner prescribed by this ordinance; presented a report thereon recommending the passage of the Ordinance, with certain amendments. Laid over. Water trough The Committee on water and light to whom was referred an Ordinance instructing Said Committee to investigate the cause of the removal of the public watering trough from the South part of the Capital grounds on Congress avenue near the County Court House, and to have such place supplied with a watering trough, reported recommending that the watering trough nearest to the corner of Cypress and Navasota streets be removed and placed "on Congress avenue on East Eleventh Street." A motion was made to adopt the report and instruct the Street Commissioner to comply with the same. Carried, by the following Vote yeas. Aldermen - Assmann, Carleton, Graham, Hume, --- Page break --- 661 Linn, Norris, Newton, North, Phillips, Schneider - 10. Nays - Aldermen - Jones, Nitschke, Townsend, Zicker - 4. Baseball. An Ordinance to be entitled an Ordinance to prevent persons from playing base ball, other games of ball or throwing ball on the Streets and alleys of the city of Austin, and to provide a penalty for the Same, was taken up on its third reading and read and passed by the following voteYeas - Aldermen - Carleton, Graham, Hume, Linn, Norris, North, Schneider, Townsend 8. Nays - Aldermen - Assmann, Jones, Newton, Nitschke, Phillips, Ziller - 6. Alderman Jones moved to adjourn, and the motion was lost. He was then excused. Staking, Alderman Linn introduced an Ordinance entitled Hitching "An Ordinance to prohibit Staking out neat Cattle, Cattle &c. Cows and Calves in the public squares and parks in the City of Austin, to prohibit hitching such animals to fences on the public streets of said City, and to provide a penalty for the Same." It was read, and on motion of Alderman Linn laid over Subject to Call. Telephone Co. Alderman North presented "An Ordinance Continuing to the Northwestern Telegraph and Telephone Company the right to erect telephone poles and wires, and granting said right - all on Terms and Conditions therein Stated." It was read and on motion laid over Subject to Call. Alderman Carleton offered the following Resolution: Sewers. Resolved, that a special Committee of three be appointed to inquire into the expediency of providing a System of Sewerage for the city of Austin, either by the purchase of the existing private sewer and extending the Same - or by the Construction of a new Sewer, or by the lease of the existing Sewer, and Such Committee are instructed to report by Ordinance or otherwise, as they may deem proper.
