The Minutes of a regular meeting of the City Council.
Austin, Tex, Dec. 15, 1890. Hon John Mc Donald, mayor, presiding.
Roll Roll Call. Present. Aldermen Carleton, Glass, Call. Graham, Blume, Jackson, Linn, Morris, Nitschke, North, Phillips, Platt, Townsend, Gillen - 13. Absent. Aldermen Anderson, Assmann, Newton, Schneider, Schuler, Sutan, Wingfield - 7. Minutes. The minutes of the meetings of the City Council, which were held on the 1st, 3d and 6th days of December, 1890, were read and adopted. While the minutes were being read Aldermen Wingfield, Sutan, Newton, Assmann, and Schuler entered the Council and answered to their names. Rm Castleman. Alderman Linn presented a petition from R. M. Castleman requesting permission to store Cotton in his building on block 54 on West Pecan street. Granted. Fred Sterzing. A petition was received from Mr Fred Sterzing asking the Council to remit certain pound fees which he paid to the city because of the brands of his impounded stock being improperly advertised. It was referred to the Committee on Claims and Accounts. Alderman Schneider entered the Council and answered to his name. Witte L. J. The mayor presented a Communication from Prof. L.J. Witte of Dallas, Tex., with reference to advertising this City. On motion of Alderman Gillen it was ordered filed. City atty on loaning The opinion of the City Attorney with reference to the W. & L. fund. legality of the resolution introduced by Alderman Platt, Nov. 17, 1890, providing for loaning out to the banks of the city, the Water and light fund now in the City Treasury was presented and read. The Opinion states that your honorable body does not possess the power to loan the money named, as is contemplated by said resolution. Alderman Morris moved that the opinion be adopted and the motion prevailed. Robt. Schieffer. The Committee on police presented a report recommending the granting of a petition from Robt Schieffer for permission to run a shooting gallery in the rear of the Saloon known as the Denver Exchange situated on Congress Avenue. The report was adopted. Light. Alderman Wingfield presented a petition requesting that an Electric light be placed on Brazos Street in front of Washington engine room. It was referred to the Committee on Water and light, with instructions to report thereon at once. Tr. The City Treasurer's report on the Water and light fund from Nov. 3 to Dec. 1, 1890, was presented, read and referred to the Finance Committee, as was also the report of the City Clerk of Warrants issued during the month of Nov. 1890. [illegible] [illegible] The police Committee presented reports of the City Marshal for the months of September, October and November, 1890. Stating that the reports were examined by them and

found Correct. The reports of the Committee were adopted Printing. The following was introduced by Alderman Linn: "To the Honorable mayor and City Council of the City of Austin; "Gentlemen- Your printing Committee, to which was referred the Resolution of Alderman Platt, which was as follows, "Section 1, Resolved, That the printing Committee be and it is hereby authorized to provide for the publication of the proceedings of the City Council in pamphlet form", have Carefully Considered the Same and beg to report as follows:
"1. In the opinion of your Committee the present method of publishing the proceedings of this body should be abolished. The 'Synopsis' now in use Cannot furnish an intelligible account of the action of the Council, and is therefore unsatisfactory alike to the people and to the members of this body. 2. To print the proceedings in full in the paper at the rate now paid - 2½ Cents per line - would Cost the City a Very Considerable Sum. 3. Your Committee does not believe the expense of printing the proceedings in the paper should be borne by the city. Your Committee is informed that in all other cities the papers print the proceedings of this kind as a matter of news in which their Subscribers are interested and in their fulfillment of their Contract to supply their readers with news. We do not Know of any good reason for Excepting our city from this general rule. 4. Your Committee believes that the work of this body would be greatly expedited by a return to the old method of printing the proceedings in pamphlet form, and we therefore recommend that the resolution of Alderman Platt be adopted. Your Committee begs to submit the following resolutions and ask their adoption: Resolved, 1. That the printing Committee be and it is hereby directed to advertise for bids for printing the proceedings in pamphlet form. 2. That the City Clerk is hereby instructed to Continue to publish a synopsis of the proceedings of the City Council in The Daily Statesman until a Contract for printing in pamphlet form is made. Alderman Morris moved that the report be adopted and that the City Clerk be instructed to print it in full in the proceedings of the City Council. Carried.

Alderman Hume introduced an Ordinance appropriating the sum of $2002.06 for the purpose of paying approved accounts. It was read the first time after which motions were made to suspend the rules and place the Ordinance on its second and third readings and that it do pass, all of which were adopted by the following vote and duly Complied with- yeas- Aldermen- Assmann, Carleton, Glass, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Platt, Schneider, Schuber, Suler, Townsend, Wingfield, Ziller- 19.
Cemetery. Alderman Ziller offered an Ordinance transferring the sum of $400 from the Cemetery fund to the general revenue fund. It was read the first time after which motions were made to Suspend the rules and place the Ordinance on its Second and Third readings both of which were adopted by a vote of two-thirds of the whole Council and were duly Complied with - On motion the Ordinance was then passed.
E. 18th Bridge. Alderman Assmann presented an Ordinance appropriating $500 to build a bridge over Waller Creek on East Eighteenth Street. It was read after which motions were made to suspend the rules and place the Ordinance on its Second and third readings and that it do pass, all of which were adopted by the following Vote- yeasAlderman Assmann, Carleton, Glass, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Platt, Schneider, Schuber, Suler, Townsend, Wingfield, Ziller- 19.
Culverts at 6th & 7th. Alderman Platt introduced an Ordinance appropriating $1000 to build stone Culverts on Sixth and Seventh Streets. It was read the first time, after which a motion was made to suspend the rules and place the ordinance on its Second reading. Alderman Schneider moved to amend the motion by referring the Ordinance to the Street Committee, and the

Same was so referred by the following vote: Yeas- Aldermen Carleton, Graham, Hume, Linn, Morris, North, Schneider, Schuber, Suton, Townsend, Ziller, 11. Nays- Aldermen Assmann, Glass, Jackson, Newton, Nitschke, Phillips, Platt, Wingfield-8.
Alderman Morris introduced an Ordinance Entitled " An Ordinance to appropriate the sum of five thousand and two hundred dollars to pay the interest on the bonded indebtedness of the city of Austin other than the interest on the bonds issued for building a water and light system for the city of Austin". It was read after which a motion was made to suspend the rules and place the Ordinance on its second reading which was adopted by the following Vote-yeas- Aldermen Assmann, Carleton, Glass, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Schuber, Suton, Townsend, Wingfield, Ziller - 18. Nay- Alderman Platt. The Ordinance was then read a second time after which a motion was made to suspend the rules and place the Ordinance on its third reading which was adopted by the following Vote-Yeas- Aldermen Assmann, Carleton, Glass, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Schuber, Sutor, Townsend, Wingfield, Ziller-18. Nay- Alderman Platt. Alderman Morris also presented an Ordinance Entitled " An Ordinance appropriating the sum of five thousand dollars to pay the interest accrued on the bonds of the City issued for Constructing a Water and Light System for the City of Austin". It was read and a motion was then made to suspend the rules and place the Ordinance on its second reading which was adopted by the following [illegible] - yeas- Aldermen Assmann, Carleton, Glass, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Schuber, Sutor, Townsend, Wingfield, Ziller - 18. The Ordinance was read a second time and a motion was then made to Suspend the rules and place the Ordinance on its third reading which was adopted by the following Vote- YeasAldermen Assmann, Carleton, Glass, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Schuler, Sutor, Townsend, Wingfield, Ziller -18. Nay- Alderman Platt. The Ordinance was then read a third time and on motion passed by the following VoteYeas- Aldermen - Assmann, Carleton, Glass, Graham, Hume, Jackson, Linn, Morris, Newton, Nitschke, North, Phillips, Schneider, Schuler, Sutor, Townsend, Wingfield, Ziller- 18. Nay- Alderman Platt. Police force. The mayor then announced that the next business in order was the Election of a Sergeant of police and policemen to serve during the ensuing term. The mayor then declared nominations in Order, and at the request of the City marshal nominated C. C. Palmer the position of Sergeant and the following persons as policemen- Neill McCashin, T. J. Campbell, P. J. Plumb, H. Montgomery, J.E. Shennerly, E. C. Folwell, J. D. Platt, O. H. Gibson, W. B. Davis, Jno. Bell, W. A. Cato, Louis Morris, C.M. Sawyer, John Chermeville, and T. E. Jones. Alderman Graham nominated Paul Reichow, Alderman Carleton nominated L. C. Lock and Alderman Nitschke nominated A. Brown. There being no other nominations, the mayor appointed Aldermen North, Schneider and Linn Tellers and declared nominations closed. Ballots were then cast and duly Canvassed, and the result announced, as follows: For Sergt. C. C. Palmer received 16 Votes Policemen- Neill McCashin received 19 " P. J. Plumb " 19 " H. H. Brown received 5 votes For sergt of police John Chennaille received 1 Vote. The Mayor then declared the following persons duly elected for the ensuing term: C.C. Palmer, Sergt. of Police. (Policemen- Neill McCashin, P.J. Plumb, N. Montgomery, J.E. Kennerly, E.C. Folwell, J. S. Platt, A.H. Gibson, W.B. Davis, T.J. Campbell, Jm Bell, W. A Cats, C.M. Sawyer, John Chenneville, F. E. Jones, and Paul Reishow. Alderman Linn moved that the Council proceed to elect one additional policeman, who shall be a colored man. Alderman Autor moved to amend the motion by striking out "One" and inserting "Two" in lieu thereof, but the amendment was not acted upon and the motion made by Alderman Linn prevailed and he nominated Louis Morris colored. There being no other nomination, Alderman Linn moved, that the city Clerk be instructed to cast the vote of the Council for the nominee. The motion was adopted and duly complied with and the mayor declared Louis Morris duly elected The Council then adjourned. Milton Morris, City Clerk.
