Roll Roll Called- Present- Aldermen Assmann, Carleton, Klass, Hume, Jackson, Linn, Nitschke, Plath, Schnier, Sintar, Wingfield-11. Abv. Absent- Aldermen Anderson, Graham, Markis, Newton, North, Phillips, Schneider, Townsend, Ziller-9. Call of Council. Alderman Linn moved a Call of the Council which was duly adopted, and the Marshal sent after the Absentees. Call Suspended. Alderman Carleton moved to Suspend the Call which was agreed to. The following Call was then read. Call Read. Austin, Jany. 22, 1891. To the Hon. Board of Aldermen City of Austin-
Gentlemen:- I hereby Call a special meeting of the City Council to assemble at the City Hall tomorrow (Friday) night Jany 23, 1891, at 8 oclock for the purpose of Considering an Ordinance to be then introduced to prevent the spread of Small pox in this city. John McDonald, Mayor. Small pox The mayor then laid before the Council the following named Ordinances which were read the first time in the Order given-
"An Ordinance to prevent the Spread of Small pox, and to provide for the Establishment of a pest house in which persons affected with that disease may be Confined". "An Ordinance appropriating the sum of One thousand dollars for the purposes of Establishing furnishing and maintaining a place for the Care of persons affected with Small pox". Alderman Linn moved that the Council take a recess of ten minutes. Carried. At the Expiration of the recess the roll was again Called and showed the following resultPresent- Aldermen Anderson, Assmann, Carleton, Klass, Hume, Jackson, Linn, Nitschke, North, Phillips, Plath, Schnier, Sintar, Wingfield-14. Absent- Graham, Marris, Newton, Schneider, Townsend, Ziller-6. The Ordinance was accordingly read, after which a motion was made to suspend the rules and place the Ordinance on its third reading which was Carried by the following Vote - yeas - Aldermen Anderson, Assmann, Carleton, Glass, Hume, Jackson, Linn, Nitschke, North, Phillips, Platt, Schuler, Suter, Wingfield-14. The Ordinance was then read a third time and on motion passed. " An Ordinance appropriating the sum of One thousand dollars for the purpose of Establishing, furnishing and maintaining a place for the Care of persons affected with Small pox, was taken up and on motion the rules were suspended by a vote of two- thirds of the whole Council and the Ordinance was read a second time - Alderman Linn then moved to amend the Ordinance by striking out $1000 and inserting instead $2000. The motion was rejected by the following VoteYeas - Aldermen Anderson, Assmann, Carleton, Hume, Jackson, Linn, Suter -7. Nays - Aldermen Glass, Nitschke, North, Phillips, Platt, Schuler, Wingfield and the Mayor - 8. The Mayor gave the Motions were then made to suspend the rules and place the Ordinance on its third reading and that it do pass, both of which were adopted by the following Vote - yeas - Aldermen Anderson, Assmann, Carleton, Glass, Hume, Jackson, Linn, Nitschke, North, Phillips, Platt, Schuler, Suter, Wingfield - 14. Alderman Linn moved that the City Clerk be instructed not to print a synopsis of the proceedings of this meeting. Carried. On motion the Council adjourned Milton Morris, City Clerk.
