The Minutes of a Regular Meeting of the City Council.
Austin, Texas, February 15, 1892. Hon. John Mc Donald, mayor, presiding.
Roll Call. Present - Aldermen Anderson, Glass, Hume, Jackson, Ketchum, Linn, Morris, North, Platt, Schuler, Shelley, Sutor, Townsend, Warmoth, Weyerman, Ziller - 16. Absent - Aldermen Assmann, Graham, Miller, Newton, Nitschke, Schneider - 6. Aldermen Newton and Nitschke, entered the Council and answered to their names. The Minutes of the last meeting of the City Council were amended by striking out the name of Alderman Anderson from the list of absentees and inserting in lieu thereof the name of Alderman Assmann. The minutes, as amended, were then adopted. The following petitions, memorials, etc. were introduced: By Mayor McDonald - A copy of resolutions adopted by the Commissioners Court of Travis County on the 11th day of February, 1892, notifying the City of Austin that the County of Travis, will hold said City of Austin responsible for any damage to "the lateral Avenue bridge and dyke across the Colorado river," caused by the default or neglect on the part of said in the exercise, control and regulation of said property, etc. Alderman Sutor moved that the resolutions be referred to a Special Committee of three and the City Attorney with instructions to investigate the subject and prepare a reply to said resolutions. The motion prevailed and the Chair appointed Aldermen Sutor, North and Linn as such Committee. By Alderman Jackson - A petition of citizens requesting the Council to permit Mrs Anna Storey to reside on a part of Sabine Street where her house is now situated, as the Street cannot be used for travel on account of the Creek running midway of the same. It was referred to the Street Committee. Alderman Assmann entered the Council and answered to his name. By Alderman Hume - A petition of citizens stating that the slaughter house situated on the electric car line and State Street, near the State Lunatic Asylum, and owned by G. Frick, is a nuisance, and requesting that the same be abated. It was referred to the Sanitary Inspector with power to act.

submitted a report thereon stating that said reports were examined and found to be correct. The motion prevailed, and the chair appointed Aldermen Glass Jackson and Townsend as tellers, and announced that nominations were in order. Alderman Ziller nominated F. E. Jones and Alderman Weyerman nominated D. A. J. Howell. It was then moved that nominations be declared closed. Carried. Ballots were then cast and duly canvassed and the result thereof was reported by the tellers D. A. J. Howell as follows: D. A. J. Howell received 16 votes, F.E. Jones received 9 votes. The Mayor then declared D. A. J. Howell duly elected Policeman of the City of Austin for the remainder of the ensuing term. Alderman Graham entered the Council and answered to his name Committe reports Alderman Sutor, for the Committee on Sanitation On Sewerage. and Sewerage, asked for further time in which to prepare reports on matters referred to that committee. Granted. By Alderman Schuber, for the Committee on Purchases, to whom was referred the matter of adOn purchase of vertising for, bids for supplying the City with Wagons v.c. certain articles, viz: Sewer Pipe, Wagons and harness, submitted a report stating that the Con- tract for supplying sewer pipe was awarded to R. J. Hill, assignee of P. C. Taylor, and that the contract for furnishing wagons was awarded to two firms, each to furnish four wagons. With reference to the harness, the report states that your committee thought it best to buy the three sets of harness at prices set on them with the exception of the Wrose harness, which was considered too high, in order that they could be thoroughly tested, and by so doing the City teams would be well equippped for several years to come. The report was adopted. By Alderman Schuber- for the special committee on hospital, submitted the following report. On Hospital. Your special Committee to investigate the condition of the City and County hospital would respectfully beg leave to report that they have attended to that duty, and would state that they found all the rooms in the building in a very bad condition, the plaster cracked and the walls blackened and smoked, the wood works of the galleries badly decayed and in need of paint. Some attention should be given to the drainage of the water from the foundation of the building to prevent damage to

the basement. We therefore recommend that an appropriation of $350. or as much as may be necessary, be made to repair the same and to put the premises in a good sanitary condition. The report was adopted. Unfinished Business.
