Minutes of a called Meeting of the City Council Austin Texas April 09, 1892 Hon John McDonald Mayor Presiding Roll call Roll call Present Aldermen Anderson, Assmann, Glass Blume Jackson, Kitchum, Linn, Miller, Morris, Newton, Nikette, North, Platt, Schober, Shelby, Sutor, Townsend, Warmoth - 18 Absent Aldermen, Graham, Schneider, Meyerman, Ziller The following call of the Council and certificate of service were read Office of Mayor Austin Texas April 7 1892 To the members of the Board of Aldermen of the City of Austin Gentlemen I hereby call a special Call of Mayor meeting of the City Council to assemble in the Council Chambers at the City Hall on this day April 9 1892 at five (5) Oclock P.M. for the purpose of considering a proposition offering to purchase $500,000 worth of Waterworks and Electric Light Bonds of the City of Austin. And also to levy City Taxes for the Year 1892 Yours & John McDonald Mayor Officers return 4. P.M. Austin Texas April 9 1892 I hereby certify that Aldermen Anderson, Assmann, Glass, Graham, Blum, Jackson, Kitchum, Linn Miller, Morris, Newton, Nikette, North, Platt, Schneider, Schober, Shelley, Sutor, Townsend, Warmoth, Meyerman, and Ziller, have been served with the above call of the council by having it read to each of them in person H Montgomery Sargent of Police Mayors Message The Mayor then presented the following message Austin Texas April 9, 1892 To the Hon City Council Gentlemen I have the honor to submit a proposition from the U.S. Trust Company of Kansas City and Geo W. Brackenridge of San Antonio for the purchase of $500,000 Austin City Bonds at 95 cents on the dollar together with a recommendation of the Board of Public Works Believing it to be for the best interest of the city I would most earnestly recommend the City Council to authorize the sale and delivery of the bonds the money received for same to be in the City Treasury to the credit of the water and light fund --- Page break --- 294 I would further recommend that the tax levy for 1892 be made as follows 80 cts on the 100 dollars for Tax levy rate of general revenue 10 " " the 100 on old City Limits for interest on 125,000 bonds issued prior to Jun 1889 84¾cts on 100 dollars for interest and sinking fund on the 1400,000 Water Works bonds 33½ ct on 100 dollars for School purposes making the total levy for 1892 2¢s on the 100 dollars We shall not need to sell the remaining 300,000 dollars for 8 months yet. This would enable us to remit a part of the 84¾ cts before the assessment rolls are turned over to the Collector for Collection I feel confident that the remaining 300,000 bonds can be sold at par by the time the money is needed John Mc Donald Mayor The following was then read Austin Texas April 8 1892 proposition to purchase Hon John McDonald Mayor of the City of Austin Tex Bonds Dear Sir The undersigned hereby offer to take five hundred thousand ($500 000) dollars of City of Austin Waterworks and Electric Light five per cent gold bonds at ninety five cents on the dollar and accrued interest. Said Bonds if awarded to us shall be delivered at once to our agents in the City of Austin and paid for in full on the date of delivery. Enclosed we hand you certificate of deposit payable to the order of the treasurer of the City of Austin as an earnest of good faith.
