Austin Land Disputes & Hospital Funding 1892

Land acquisition disputes: The city struggled to purchase strips of land for street expansion, with property owners asking exorbitant prices ($250 and $1,200) that the Street Committee deemed unreasonable.

Hospital improvements approved: Council allocated $186.65 (from patient fees) to furnish rooms for paying patients at the City Hospital, recognizing a new revenue source.

Tax relief granted: The Methodist church successfully got its property taxes waived as a religious institution, and 17 citizens received credits for road taxes paid before annexation into city limits.

Hog pen complaint dismissed: A petition against George Washington for keeping hog pens in the Fifth Ward was rejected after inspection found the premises in "good sanitary condition."

Infrastructure maintenance: Council authorized the city engineer to inspect the Waller Creek footbridge on East 7th Street and estimate rebuilding costs.

Ziller. - 14 Call of the Council Alderman Blume moved a call of the Council which was duly adopted Marshal sent after The Marshal sent after Absentees Absentees On motion the Council took a recess Council called The Council being again Called to order the roll to order was called and showed the following result Present Aldermen. Carried Alderman North was excused from further attendance upon the session Minutes of Council The minutes of a meeting of the City Council which held June 6th adopted was held on the 6th day of June 1892 were adopted as printed Aldermen. Assmann and Morris. entered the Council and answered to their names Petitions. Memorials Etc Pet of Lewis The following petitions etc were introduced Bennett asking A. Petition from Lewis Bennett asking that a fine fine Remitted of $25. which was assessed against him in the Recorders Court be remitted On the recommendation of the Mayor the petition was granted Aldermen Schuber Townsend. Jackson and Ziller entered the Council and answered to their names Pet of H M Metzger A. Petition was received from H. M. Metzger asking permission requesting the Council to grant him the --- Page break --- 341 to erect boat-landing right of building a boat-landing on the Colorado river at some convenient point on the property owned by the City just above the dam and on the present shore line to be used as a landing for his boat Dixie. It was referred to the Committee on Water and Light Pet-of Citizens of By Alderman Jackson: A. Petition from Citizens and property 10th ward asking owners of the Tenth Ward requesting that the obstructions on Willow St be opened Willow Street between Brazos and San Jacinto Streets be removed and that said Streets be opened to the public It was referred to the Street Committee Reports of Committee Rept- of St Com Alderman Hume offered the following on strip of land To the Honorable City Council Austin Texas belonging to Mr Paggi Gentlemen- By Authority of a resolution of your honorable body passed at its last regular session. I Called on M. Paggi Esq to ascertain from him what amount he would accept from the City of Austin as compensation for the strip of land in said resolution described. I offered on behalf of the City $75. for the right-to use said land for street purposes, This he declined to accept and informed me that he would not accept-less than $250. I have therefore to report-these facts and ask to be discharged from further duties in the premises (Signed) J L Hume Chairman Street Committee Rep. of St Com Alderman Hume also presented the following Land of Wm Walsh To the Honorable City Council of Austin Acting by virtue of a resolution passed at the last regular meeting. I called on William Walsh Esq for the purpose of ascertaining from him what amount he would take from the City of Austin as Compensation for the strip of land described in said resolution And was informed by him that he would not permit- the City to use same as a Street for less than $1200 which in my opinion is an exorbitant price for said land. I therefore respectfully make this report for your information and ask to be discharged from further duties in the premises (Signed) J. L. Hume. Chairman Street Committee The reports were adopted Report of By Alderman Linn for the Finance Committee to Finance Com on whom was referred a communication from the resident City-Hospital physician of the City Hospital and the Hospital Committee requesting an appropriation of $250 to furnish rooms for pay patients presented a report which states: --- Page break --- 342 "We find that up to June 4th 1892 there has been turned over to the collector as collections from pay patients the sum of $186.65 which amount we recommend be appropriated and expended under the direction of the Hospital Committee in suitably furnishing rooms to be occupied by pay patients" The report was adopted Rept- of Finance Com R. A. Blume Judgment By Alderman Linn for the Finance Committee to whom was referred the settlement of the R. A. Blume judgement against the City submitted a report recommending settlement of the same on basis proposed by Attorney for plaintiff The Report was adopted Alderman Schneider entered the Council and answered to his name. Rept- of Com on C & accts on remitting of taxes of 24th Methodist church By Alderman Shelley for the Committee on Claims and Accounts to whom was referred the petition of the Trustees of the Twenty fourth Street Methodist Church asking that the taxes of 1891 on the property of said Church be remitted, offered a report thereon which states: "That they find that the title to the property in question rested in the trustees of said church on the 22nd day of August 1888 and the taxes have been paid up to and including the year 1890. That the property is used exclusively for public worship and therefore exempt from taxation by the laws of the State. We therefore recommend that the petition be granted" The report was adopted. Rept- Com on C & accts remitting road tax By Alderman Shelley for the Committee on Claims and Accounts to whom was referred the petition of P Thompson, W H Wood, John Stoegerl, J H Gassaway, W. A. Shannonhouse, Wm Bruckner, Wm Meirichs Martin Shroedel, John Welbers, Henry Heiss, C. J. Wilhelm, E. A. Johnson, A. Haffelder, Chas Alfh, A. Piller, August Goebel, and Jacob Krause Asking that the Amount of road taxes paid by them for the year 1891 be allowed as a credit on their City taxes for said year, presented a report thereon recommending that the petition be granted. The report was adopted. Rept- of Com on S & Sewer George Washington Keeping hogs in City- By Alderman Sutor for the Committee on Sanitation and Sewerage to whom was referred the petition of fourteen Citizens of the Fifth Ward Complaining of one George Washington for keeping hog pens introduced a report thereon which states: "That we have examined the said premise and found them --- Page break --- 343 in good sanitary condition therefore recommend that said petition be not granted so long as said premises remain and are kept in such condition” The Report was adopted New Business An ordinance By Alderman Linn, An Ordinance providing for to pay R. A. Hume Judgt- the payment and settlement of the judgement of R. A. Hume against the City of Austin It was read the first time after which motions were made to suspend the rules and place the same on its second and third readings and that it do pass all of which were adopted by the following vote. Yeas Aldermen Anderson, Assmann, Glass, Graham, Jackson, Linn, Miller, Morris, Nitschke, Platt, Schneider, Schuber, Shelley, Sutor, Townsend, Warmoth, Meyerman, Ziller -18 Nay Alderman Hume An ordinance to By Alderman Warmoth, An Ordinance Appropripay insurance ating the sum of seventy-five dollars for the on C & C Hospital purpose of paying insurance on the City and County Hospital for one year. It was read the first time after which a motion was made to suspend the rules and place the same on its second reading which was adopted by a vote of two thirds of the whole Council. The Ordinance was accordingly read after which Alderman Nitschke moved that “$75” be stricken out and the sum of “$150” be inserted in lieu thereof and that “one” year be stricken out and “three” years be inserted instead. Adopted Motions were then made to suspend the rules and place the ordinance on its third reading and that it do now pass both of which prevailed by the following vote Yeas Aldermen Anderson, Assmann, Glass, Graham, Hume, Jackson, Linn, Miller, Morris, Nitschke, Platt, Schneider, Schuber, Shelley, Sutor, Townsend, Warmoth, Meyerman, Ziller-19 Motion to reconsider Alderman Platt moved to reconsider the vote by & pay for Hydrant at which the Council refused at its last session to Oil Mill pass a resolution paying rent for fire hydrant located near the Oil Mill. Carried. Carried<br> <br> By Alderman Shelley:-<br> Whereas, By the extension of the City<br> limits many tax payers who were on the<br> 1st day of January 1891 non residents of<br> the City and therefore subject to the tax<br> imposed by law for the improvements of the<br> County roads which tax they paid; and<br> Whereas Their property was assessed by<br> the City for said year and the taxes upon<br> Same are now due, therefore, be it-<br> Resolved by the City Council of the City<br> of Austin that the City Tax Collector be and<br> he is hereby authorized to issue tax receipts<br> to such persons as surrender to him the<br> road overseer's receipts and pay the difference<br> between the amount of such receipts and<br> the amount of taxes due.<br> Be it further<br> Resolved That no tax payer who is not now<br> a resident of the City of Austin shall be allowed<br> a Credit on his City taxes for amount of<br> road tax paid.<br> Adopted.<br> By Alderman Platt.
