The Minutes of a Called Meeting of the City Council Austin Texas June 25-1892 Mayor Presiding John McDonald Mayor, presiding Roll call Aldermen Present Present Aldermen, Anderson, Asmann, Glass Graham, Linn, Morris, Newton Nitschke, North, Platt, Gruber, Shelly, Sutor, Townsend, Warmoth, Meyerman, Ziller. – 19 absent Absent Aldermen Hume, Jackson, Ketchum, Miller, Schneider – 5 The following was then read Mayor’s call Mayor’s Office Austin Texas June 25-1892 To the Members of the Board of Aldermen of the City of Austin Texas Gentlemen – I hereby call a special meeting of the City Council to assemble at City Hall in the City of Austin at 5 o’clock P. M. this day for the purpose of considering matters concerning the awarding and making contracts in relation to the completion of the Water works system of the City of Austin John McDonald Mayor Officers return of H.A.H.P.M. Austin Texas June 25th 1892 Call I hereby certify that the following Aldermen have been served with the above call by reading it in person to each of them viz; Anderson Asmann Glass Graham Jackson Linn Miller Morris, Newton Nitschke North Platt Schruber Shelly Sutor Townsend Warmoth Meyerman and Ziller and that Aldermen Hume, Ketchum, Schneider have been served by leaving a true copy of the same at the respective place of business of each S.M. Platt Police Officer Mayors Rept-of The Mayor presented the following which act of Bd of Pub Wks was read Austin Texas June 25th 1892 Gentlemen of the City Council I respectfully make the following report of the action of the Board of Public Works in regard to the proposals for furnishing pipe hydrants etc for our new water system Advertisements were made for proposals for furnishing Cast-iron water pipe and special Castings hydrants and valves and for laying and setting same --- Page break --- 348 Propositions were received from the following parties. For valves. only The Rensselaer Manufacturing Co and the Murdock Valve Co For Valve boxes only Bingham and Taylor For Special Castings only The Minneapolis Foundry Co For Hydrants only The Tamaqua Manufacturing Co For Hydrants and Valves The Eddy Valve Co, The Michigan Brass and Iron Works and the Ludlow valve Co For Pipe and Special Castings Howard – Harrison Pipe Co, McNeal Pipe And Foundry Co and the Addyston Pipe and Steel Co For Pipe and Special Castings Hydrants and Valves R. D. Wood & Co and Walter Lips For laying Pipes and setting Hydrants and valves Wingfield Bros, Howard Haley, J. M. Moore Brown & Dabney, Geo H Evans & Co, Kellea Crowley And Drake, H. L. Brenneman, J. B Smith and R. G. Storrie For furnishing pipes, special castings Hydrants and valves, and laying and setting same complete Brown & Dabney, G. Rosewater & Co, McArthur Bros And R. G. Storrie. After a thorough examination of the models submitted And a careful consideration of the subject by the Board And the Consulting Engineer, bids were accepted as follows For 230 hydrants or as many as may be required the bid of R. D. Wood & Co of Philadelphia Pa at $21.90 each making a total of $5037 for the 230 advertised for For 169 valves of various size or as many as may be required the bid of The Rensselaer Manufacturing Co of Troy N.Y. amounting to $3700.15 for the 169 advertised for For laying pipes and special Castings and setting Hydrants and valves the bid of Wingfield Bros of Chattanooga Tenn amounting to $487.95.19 I ask that the action of the Board of Public Works in accepting the bids of R. D. Wood & Co The Rensselaer Mf’g Co and Wingfield Bros be approved by your honorable body and that you authorize Contracts to be entered into with said parties The form of Contract is herewith submitted. I would further report that a short time since The Board of Public Works secured the services of Col. J. J. Hanning of Minneapolis Minn one of The most eminent hydraulic engineers in the world As Consulting Engineer in our great work Col Hanning secured by board of Pub Wks --- Page break --- 349 Col. J. J. Fanning has given the subject very carefull attention and his report on the utilization of the water power, the reservoir and the water distribution system with plans, was unanimously adopted by the Board of Public Works, at a meeting held on this date, I herewith submit said reports and plans for your inspection and recommend that the action of the Board in adopting said report and plans be approved by the City Council. I further recommend that 2500 copies of Col. Fanning's report be printed in pamphlet-form for distribution among the tax payers of Austin Very respectfully, John McDonald Mayor Rept- of Col Fanning read Report on the public water supply and electric lighting of the City of Austin Texas by J. J. Fanning consulting Engineer was read. Ord Confirming action of Board of Pub Wks An Ordinance ratifying and confirming the action of the Board of Public Works in the matter of accepting bids for supplying hydrants, valves, laying pipe and special castings and setting hydrants and valves and authorizing the Mayor to enter into contracts in accordance with the terms of such bids" was presented and read. Motion to suspend rules A Motion was then made to suspend the rules and place the ordinance on its second reading which was adopted by the following vote Yeas – Aldermen Anderson, Assmann, Glass, Graham, Linn, Morris, Newton, Nitschke, North, Platt, Schuber, Shelly, Sutor, Townsend, Warmoth, Meyerman, Ziller - 17 Motion to suspend rules The Ordinance was accordingly read after which a motion was made to suspend the rules and place the same on its third reading which was adopted by the following vote Yeas – Aldermen. Anderson, Assmann, Glass Graham Linn Morris, Newton, Nitschke, North, Platt, Schuber, Shelly, Sutor, Townsend, Warmoth, Meyerman, Ziller, - 17 And Passed The Ordinance was read a third time and on motion passed by the following vote Yeas Aldermen. Anderson, Assmann, Glass, Graham Linn, Morris, Newton, Nitschke, North, Platt, Schuber, Shelly, Sutor, Townsend, Warmoth, Meyerman, Ziller, - 17 And approving maps etc of J. J. Fanning An Ordinance approving and adopting the reports, Maps, and plans, submitted to the Board of Public Works by J. J. Fanning in relation to the utilization of the water power, the reservoir and the water distribution system of the proposed system of water works for the City of Austin" was offered and read. --- Page break --- 350 Motion to suspend rules adopted Res to print 2500 copies. adopted adjourned Motions were then made to suspend the rules and place the ordinance on its second and third readings both of which were adopted by a vote of two thirds of the whole Council The ordinance was accordingly read and on motion passed. The following resolution was adopted Resolved, That, the Committee on printing be and they are hereby authorized to have printed in pamphlet form 2500 copies of J. J. Dunning's report for distribution among the tax payers of Austin, provided it can be done at a reasonable rate. The Council then adjourned Milton Morris, City Clerk
