Austin Sewers, Street Work, and Fire Engine Repairs

Sewer System Contract Approved: The Lewis Mercer Construction Company accepted the city's agreement to build underground sanitary sewers throughout Austin's streets and alleys.

Street Improvements Requested: St. Mary's Academy petitioned the council to excavate and widen streets north and west of block 60, referred to the Street Committee for action.

Waste Disposal Concerns: Citizens submitted a petition asking the city to prohibit the transport of offensive materials through streets during daytime hours, sent to the Sanitation Committee.

Fire Engine Repairs Needed: The Fire Commissioners requested expedited repairs on a steam fire engine at a local foundry, including modifications to connect to fire hydrants or cisterns.

Budget Approvals: The council approved two spending measures totaling over $22,000 for contractor payments and city accounts.

364 Minutes of a Regular Meeting of the City Council. Austin, Tex., August, 1, 1892. Hon. Henry H. Linn, President of the Board of Aldermen, presiding. Roll Call. Present- Aldermen Glass, Gresham, Jackson, Linn, Morris, Newton, Nitschke, Plath, Schneider, Sheeley, Suter, Warmoth, Wayerman.- 13. Absent- Aldermen Anderson, Assmann, Hume, Ketchum, Miller, North, Schuler, Townsend, Ziller.- 9. The Chair stated that Hon. Bryan Callaghan, Mayor of the City of San Antonio, was present. It was then moved that he be invited to a seat by the Chairman. The motion prevailed and the invitation was accepted with thanks Alderman Anderson entered the Council and answered to his name. The minutes of the meeting of the City Council which was held on the 18th day of July, 1892, were adopted as printed. Alderman Ziller entered the Council and answered to his name. Petitions, Memorials Etc The following petitions etc, were introduced: By Alderman Jackson- A petition from Citizens, requesting the Council to prevent the hauling of offensive matter through the Streets in day time. Alderman Ziller moved to refer the petition to the Committee on Sanitation and Sewerage, and Alderman Suter moved as a substitute, that it be referred to the Ordinance Committee. The Substitute was lost and the petition was referred to the Committee on Sanitation and Sewerage. A Communication from The Lewis Mercer Construction Company, accepting the Ordinance which was passed by the City Council of the City of Austin on the 25th day of June, 1892, granting to said Company, its associates, Successors and assigns, the right to construct and maintain Sanitary underground Sewers in the Streets and alleys of the City of Austin, was read, received and ordered filed. Alderman Miller entered the Council and answered to his name. By Alderman Linn- A petition from the Corporation of St. Mary's Academy, requesting the City Council to excavate the Streets North and west of block 60 to proper width. It was referred to the Street Committee. Reports of City Officers. Reports of the City Marshal, City Clerk, City Physician, City Sexton, City Treasurer, City Assessor and Collector and Engineer Groves for the month of July, 1892, were referred to their respective Committees without being read. Reports of Committees. Alderman Schuler, for the Committee on Purchases, make a Verbal report to the effect that the Committee had awarded the Contract for supplying the City with Stock feed from August, 1, to December 1, 1892, to C.f. Martin & Co., their bid being the lowest one received. --- Page break --- 365 Marshal's Reports. By Alderman Shelley, for the Police Committee, to whom was referred the City marshal's reports for the months of May and June, 1892, Submitted a report thereon which states that Said reports are Correct. The report was adopted. E. F. B. Alley. By Alderman Duter, for the Committee on Sanitation and Sewerage, to whom was referred a petition from E.F.B. Alley, requesting the Council to allow him the amount of his city taxes, $13.75, in return for the use by the City of Certain property of his for the burial of dead animals, etc, Submitted a report recommending that the petition be granted. The report was adopted. Bd. Equalization. Unfinished Business. The Chair announced that the pending business was the election of two members of the Board of Equalization of Taxes of the City of Austin for the year 1892, in place of Messrs. S. F. Hamilton and M. Butler, who were elected members of Said Board on the 18th day of July, 1892, but had declined to serve as such, and declared nominations to be in order. Alderman Nitschke nominated R. H. Hanna. Alderman Anderson nominated Wm M. Milly Alderman Schuler nominated J. L. Wren. Aldermen Duter nominated C. McCallaway. Alderman Assmann Entered the Council and answered to his name. Ald. Graham Alderman Graham moved that the Chair appoint three tellers. The motion prevailed and the Chair appointed Aldermen Graham, Schuler and Assmann. Board Equalization Ballots were then Cast and duly Canvassed and the result thereof was reported by the tellers as follows: Wm M. Milly received 12 Votes. C.M. Callaway received 8 Votes. J. L. Wren received 12 Votes. R. H. Hanna received 3 Votes. The Chair then declared Wm M. Milly and J. L. Wren duly elected members of the Board of Equalization of Taxes of the City of Austin for the year 1892. New Business. The following was read: Austin, Tex. Aug. 1, 1892. Fire Engines. To the Hon. mayor and Board of Aldermen: Gentlemen:- At a meeting of the Board of Fire Commissioners held July 20th the following resolution was adopted. Resolved, That the Fire Committee of the City Council be requested to hurry the work of repairs on the Steam fire Engine now at Hellerman's foundry, and that the Connection be so arranged that an attachment can be made, either to a fire hydrant or Cistern Respectfully, Henry W. D. --- Page break --- 366 It was referred to the Fire Committee Alderman Morris: An Ordinance appropriating the sum of $20,119.42 for the purpose of paying Estimate No. 21 of Work done and material furnished during the month of July, 1892, by Bernard Corrigan under his Contract with the City of Austin, dated Nov. 7, 1890. It was read the first time after which motions were made to suspend the rules and place the same on its second and third reading and that it do pass, all of which were adopted by the following vote: Yeas: Aldermen Anderson, Bloss, Abraham, Jackson, Linn, Miller, Morris, Newton, Nitschke, Platt, Schneider, Schuler, Shelley, Suter, Warmoth, Weyerman, Jiller-18. By Alderman Morris: An Ordinance appropriating the Sum of $2,373.81 for the purpose of paying approved accounts. It was read the first time after which motions were made to suspend the rules and place the ordinance on its second and third readings, and that it do now pass, all of which were adopted by the following vote: Yeas: Aldermen Anderson, Assmann, Bloss, Abraham, Jackson, Linn, Miller, Morris, Newton, Nitschke, Platt, Schneider, Schuler, Shelley, Suter, Warmoth, Weyerman, Jiller-18.
