388 Minutes of a Regular Meeting of the City Council Austin, Texas, Oct. 3, 1892. Man. John Mc Donald, Mayor, presiding. Roll Call - Present - Aldermen Anderson, Graham, Hum, Jackson, Linn, Miller, Newton, Nitschke, Ploth, Shelley, Townsend, Wayerman. - 12. Absent - Aldermen Aissmann, Glass, Ketchum, Morris, North, Schneider, Schuler, Dexter, Warmoth, and Filler - 10. Alderman Linn moved that the Council Stand adjourned until next Wednesday night oct 8 o'clock. Aldermen North and Schuler entered the Council and answered to their names. Alderman Nitschke then moved to lay the motion made by Alderman Linn on the table. Adopted. Yeas, 9; Nays, 5. Alderman Linn moved that the Council Stand adjourned until next Tuesday night at 8 o'clock. Alderman Anderson moved to lay the motion on the table which was agreed to. Yeas, 11; Nays, 3. Minutes. Alderman Ploth moved that the Minutes of the meeting of the City Council which was held on the 19th day of September, 1892, be adopted as printed. Carried. Petitions, Memorials, Etc. J. Brunet. A petition from J. Brunet asking the Council to Extend the time of payment of balance of rent due the city on lease of grounds on river walk for at least six months, was presented, read and referred to the Finance Committee Alderman Linn was Excused from further attendance on the Session. City Cemetery. Bergstrom Alderman Shelley presented a request from Otto Bergstrom, et al - T. M. Levert and E. T. McLarty, Composing the Austin City Cemetery Association, for permission to withdraw their proposition looking to the Extension of the City Cemetery. Granted. Alderman Wayerman was Excused from further attendance on the Session. Reports of Officers. Reports of City Officers. Reports of the City Marshal, City Sexton, City Clerk, City Assessor and Collector, City Physician, Engineers Groves and Warenshield and the City Treasurer for the month of September, 1892, were read and referred. Works The Secretary of the Board of Public Works Submitted an itemized Statement of miscellaneous Expenses of the dam for the month of July, August and September, 1892, a recapitulation of which reads as follows: Salaries $3,579.17 Engineering Expenses 4,581.82 Stationery for Secretary's office 19.60 Postage 18.50 Expenses of horses and wagon 88.00 Printing 190.10 Advertising 162.31 Right of Way 2391.60 Miscellaneous 247.56 Total $12,318.20 Reports of Committees Marshals report Alderman Shelley, for the Police Committee, to whom was referred the City Marshal's report for the month of August, 1892, Submitted a report thereon stating that said report was Examined and found to be correct. The report of the Committee was adopted. New Business. Tax remitted By Alderman North: An Ordinance remitting a portion of the tax levied to pay interest and Sinking fund on Water Works and Electric Light bonds for the year 1892. It was read the first time after which a motion was made to Suspend the rules and place the Ordinance on its second reading which was adopted by the following Vote. Yeas Aldermen Anderson, Assmann, Graham, Hume, Jackson, Miller, Newton, Nitschke, North, Platt, Schneider Schuber, Shelley, Townsend, Warmoth. - 15. The Ordinance was accordingly read, after which a motion was made to Suspend the rules and place the Ordinance on its third reading, which was adopted by the following Vote: Yeas Aldermen Anderson, Assmann, Graham, Hume, Jackson, Miller, Newton, Nitschke, North, Platt, Schneider, Schuber, Shelley, Townsend, Warmoth- 15. The Ordinance was then read a third time, after which a motion was made that the Ordinance do now pass, which was adopted by the following Vote. By Alderman Anderson: An Ordinance appropriating the sum of $30,000 for the purpose of paying the expenses of the Engineering department, the cost of [illegible] said to be [illegible] by the [illegible], the cost of release from damages to lands to be [illegible] --- Page break --- 390 and all other miscellaneous Expenses connected with the Construction of the Water and light System. It was read the first time after which motions were made to Suspend the rules and place the Same on its Second and third readings and that it do now pass, Each of which were adopted by the following Vote: Yeas- Aldermen Anderson, Assmann, Graham, Hume, Jackson, Miller, Newton, Nitschke, North, Platt, Schneider, Schuler, Shelley, Townsend, Wammoth.- 15. Est. #2: By Alderman Anderson: An Ordinance appropriating the Sum of $23,287.82 for the purpose of paying Certain Expenses Connected with the Construction of the water works and Electric light System for the City of Austen. It was read the first time, after which motions were made to Suspend the rules and place the Ordinance on its Second and third readings and that it do now pass Each of which were adopted by the foregoing Vote. Yeas- Aldermen Anderson, Assmann, Graham, Hume, Jackson, Miller, Newton, Nitschke, North, Platt, Schneider, Schuler, Shelley, Townsend, Wammoth.- 15. Barbed Wire fence. By Alderman Schneider: An Ordinance making it unlawful for any person to build any barbed wire fence around or on any lot in the city. It was read and referred to the Ordinance Committee. Capitol Ice Co. By Alderman Shelley: Whereas, It is claimed that the lessees of the ground occupied by the old Capitol Ice Company are not using the same for the purpose for which Said lease was made, and Whereas, Said lessees have not paid the rent due the city for Several years, and Whereas, Sundry persons desire to lease Said land from the city for the purpose of Establishing a foundry; Therefore be it Resolved, That the Mayor appoint a Special Committee of three to investigate the matter and report to this body recommending Such action as they deem proper in the premises. The resolution was adopted, and the Chair appointed Aldermen North, Weyeman and Austen as the Committee. On motion, the Council then adjourned. Milton Morris, City Clerk.
