Austin 1892: Labor Hours, Fire Company Taxes, Circus Bridge Damage

Labor Victory: City workers won reduced hours—the council passed a resolution requiring the Street Commissioner to release all city laborers and mechanics at 5 p.m. daily, effectively establishing a shorter workday.

Circus Damage: Barnum & Bailey's Circus damaged the Red River Street bridge over Waller Creek, but the company paid $21 in damages; repairs were estimated at $15.

Fire Company Tax Break: East Austin Fire Company No. 4 petitioned for tax exemption on their property used for fire services, though the council delayed the decision pending legal review.

Noise Complaint: Students at Capital Business College complained that the Salvation Army's nightly meetings across the street disrupted their studies; the council referred the issue to the Ordinance Committee to draft a solution.

Infrastructure Projects: The council approved expanding San Marcos Street and authorized a special committee to open bids for a new bridge over Bauldin Creek in cooperation with county commissioners.

Minutes of a Regular Meeting of the City Council Austin, Texas, Oct. 17, 1892. Hon. John Mc Donald, Mayor, Presiding. Roll Call. Present- Aldermen Anderson, Graham, Hume, Jackson, Ketchum, Linn, Miller, Morris, Newton, Nitschke, North, Platt, Schuber, Shelby, Warmoth, Weyerman, Ziller.- 17. Absent- Aldermen Assmann, Glass, Schneider, Suter, and Townsend.- 5. Minutes The minutes of the meeting of the City Council which was held on the 3rd. day of October, 1892, were adopted as printed. Aldermen Suter, Glass, Townsend, and Assmann Entered the Council and answered to their names. Petitions, Memorials, Etc. N.E. Lainhart. The following petitions were introduced: From N.E. Lainhart, for permission to remove frame building now on lot No. 8, in block No. 95 within the fire limits of the City from said lot and without the fire limits. Granted. Capital Business College By the Mayor: A petition from the Students of the Complaint of Salvation Capital Business College, stating that the Salvation army. Army holds a meeting every night opposite the College, thereby making it impossible for the Students to pursue their studies. The Council is asked to grant relief. " By Alderman Suter: A petition from the faculty of the College above named, making Complaint similar " to that above set forth. Both petitions were referred to the Ordinance Committee with instructions to draft an Ordinance Covering the Subject. East A. Fire Co. By Alderman Warmoth: A petition from East Austin hose fire company No. 4, asking the City Council to Exempt from taxation by the lot 17, block 4, outlet 4, division B, Said lot being used exclusively for fire purposes, although owned by Said Company. Alderman Schuber moved that the petition be granted and the motion prevailed. Alderman Anderson moved to reconsider the vote by which the petition was granted and the motion was adopted. It was then moved that the petition be referred to the Ordinance Committee and City Attorney for report as to the power of the City Council in the premises. Carried. C. W. [illegible] By Alderman Warmoth: A petition from C. W. [illegible] [illegible]... asking the City Council to lease to him that certain piece of land and improvements which has been --- Page break --- 394 heretofore under lease to the Capitol Ice Company. Alderman Weyerman moved that the petition be received and filed and considered with report of the Special Committee concerning the Subject. Adopted. Labor Council. By Alderman Nitschke: A petition from the Austin Central Labor Council asking the City Council to pass the resolution introduced by him making nine hours a days work for mechanics and laborers employed by the city. It was laid over to be taken up with the resolution named therein. Wheatville School Alderman Linn moved that the Superintendent of Streets approaches. be directed to use the Street force one day during next week in repairing the approaches to the Wheatville School building. Carried. Bauldin Bridge Alderman Anderson moved that the Special Committee Composed of Aldermen Schuber, Nitschke and Weyerman, appointed to confer with the Commissioners Court of Travis County, with reference to the Construction of a bridge over Bauldin Creek be authorized to meet with the Said Court for the purpose of opening bids for the building of the bridge. Carried. San Marcos or Alderman Graham, by request, presented a petition from Citizens Guadalupe St. of the Sixth ward asking the City Council to open San Marcos or Guadalupe Street from Twenty-fourth to Thirty-first Street to the proper width. It was referred to the Street Committee. Reports of City Officers. Red River St. By the City Engineer: A report which States that on Bridge broken. Saturday, Oct. 15, the bridge on Red River Street over Waller Creek was damaged by wagons belonging to Barnum & Bailey's Circus and that they paid to the City the Sum of $21.00 to be used in repairing the damage. The City Engineer was instructed to have the damage repaired which the States will cost $15. Reports of Committees. J. Brunet Alderman Linn, for the Finance Committee, to whom was referred the petition of J. Brunet for further time in which to pay a certain amount due the city on lease of part of river walk, Submitted a report thereon, recommending that the petition be granted. It was then Stated that the entire amount due the city by J. Brunet had been paid, whereupon it was moved that the petition lie on the table without further action. Adopted. New Business. Plumbing. By Alderman Deter: Ordinances, rules and regulations for the government of plumbing in buildings, public and private, in the city of Austin. Referred to the Judiciary and Drainage Committees. Mrs... By Alderman Heath: An Ordinance authorizing the City [illegible] to issue a City warrant of the amount of [illegible] hundred and fifty [illegible] $4-100 dollars to Mrs. --- Page break --- L. L. Robertson". It was read the first time, after which motions were made to suspend the rules and place the ordinance on its second and third readings and that it do now pass, Each of which were adopted by the following Vote: "Yeas- Aldermen Anderson, Assmann, Glass, Graham, Hume, Jackson, Ketchum, Linn, Miller, Morris, Newton, Nitschke, North, Schuber, Shelley, Sutor, Townsend, Warmoth, Weyerman, Ziller-20. Nay- Alderman Platt. Alderman Schneider entered the Council and answered to his name. By Alderman Nitschke: Be it Resolved, by the City Council of the city of Austin, that the Street Commissioner be requested to work all men employed by the city to do Street work only nine hours for a days work. Alderman Sutor moved to lay it on the table. The motion was lost by the following Vote: Yeas- Aldermen Hume, North, Schneider, Schuber, Shelley, Sutor, Warmoth-7. Nays- Aldermen Anderson, Assmann, Glass, Graham, Jackson, Ketchum, Linn, Miller, Morris, Newton, Nitschke, Platt, Townsend, Weyerman, Ziller-15. Alderman Shelley moved to amend the resolution by instructing the Superintendent of Streets to relieve from Street work, at 5 o'clock p. m., all mechanics and laborers employed by the city. The amendment was adopted by the following Vote: Yeas- Aldermen Anderson, Assmann, Graham, Hume, Jackson, Linn, Miller, Newton, Schuber, Shelley, Sutor, Townsend.-12. Nays- Aldermen Glass, Ketchum, Morris, Nitschke, North, Platt, Schneider, Warmoth, Weyerman, Ziller.-10. The Resolution as amended was then Carried and the Council adjourned.
