Minutes of a Regular Meeting of the City Council Austin, Texas, Dec. 19, 1892. Hon. John McDonald, Mayor, Presiding. Roll Call. Roll Call. Minutes of previous The minutes of the meetings of the City Council which meetings adopted. were held on the 5th and, 16th days of December, 1892, were adopted as printed. Alderman Nitschke, Hancock and Fischer entered the Council and answered to their names.
Reports of Committees Reports of Committees.
Alderman Townsend, for the Police Committee, to whom was referred a communication from Geo. P. Warner, suggesting the enforcement of the ordinances requiring Police Committee all animals left alone in the streets to be securely tied, submitted a report thereon calling attention to articles 63 and 142 of the Revised Criminal Ordinances of the Report on petition of city. The former requires that all animals left alone Geo. P. Warner upon the Streets shall be securely tied, and the latter as to hitching animals makes it unlawful for any person to hitch or fasten any horse or other animal to any awning post, lamp post, shade tree or building in the city not owned or controlled by him. Her or them, without the consent of the person owning or controll- ing the same. The report closes as follows: "We recognize the importance of the question presented, and consider it the duty of the city authorities to regulate the matter, but on account of the provisions of article 142, we find that it will be impossible to enforce article 63, and suggest that the said article 142 be repealed." The report was adopted. Alderman Jackson Alderman Jackson entered the Council and answered Entered the Council to his name.
Alderman Shelley, for the Committee on Claims and Accounts, to whom was referred the account Committee on Claims of Geo. A. Bush for a carload of culvert pipe, & accounts report submitted a report thereon recommending the on claims, G. A. Bush payment of the accounts. for culvert pipe. The report was adopted.

It was read the first time, after which motions were made to suspend the rules and place the ordinance on its second and third readings and that it do now pass, each of which were adopted by the following vote: Yeas - Aldermen Anderson, Assmann, Dawson, Fischer, Glass, Hanacek, Hume, Jackson, Ketchum, Linn, Miller, Nitschke, North, Hall, Powell, Raymond, Schneider, Shelley, Raymond, Townsend, Warmoth. - 21. It was read the first time, after which motions were made to suspend the rules and place the ordinance on its second and third readings and that it do non pass, each of which want adopted by the following vote: Yeas — Aldermen Anderson, Assmann Dawson, Fischer, Glass, Hancock, Ninne, Jackson, Ketchum, Linn, Miller, Nitschke, North, Platt, Powell, Raymond, Schneider, Shelley, Taylor, Townsend, Warmoth — 21. By Alderman North: An Ordinance providing Taxes penalties for penalties for non-payment of taxes due the City non payment &c. of Austin. It was read the first time after which it was passed to its second and third readings by a vote of two-thirds of the whole Board of Aldermen. Section one of the ordinance provides that when any property has been advertised for sale for taxes due the city of Austin, the following penalties shall be charged and collected to-wit: For each advertisement one dollar and fifty cents; for deeds to purchasers at tax sale, one dollar and fifty cents, which penalties shall be paid to the city. Taxes. Section two provides that when the list of delinquent 10% for collecting taxes are placed in the hands of the City Attorney for &c. pass. collection, there shall be added and collected in addition to the penalties above prescribed, ten per cent on the amount of such taxes, which shall be retained by the City Attorney as his compensation for collecting the same. Alderman Linn moved to reconsider the vote by which the ordinance was passed to its third reading, and the motion prevailed. Alderman Glass, then moved to strike out Section two of the ordinance and it was agreed to by the following vote: Yeas — Aldermen Assmann, Dawson, Fischer, Glass, Hancock, Jackson, Ketchum, Nitschke, Raymond, Taylor, Warmoth. — 11. Nays — Alderman Anderson, Ninne, Linn, Miller, North, Platt, Powell, Schneider, Shelley, Townsend — 10. Taxes Alderman Linn then moved to lay the ordinance Ord named tabled. on the table and the motion prevailed. By Alderman Linn: A resolution approving the compromise heretofore made by the Finance Committee, with Max Maas and Ben Wacker for taxes due by them to the City of Austin. Elections Elections.
The Mayor declared nominations for President of the Board of Aldermen to be in order, after which Alderman North nominated Alderman Henry A. Liun, for the position, and there being no other H. Aldenn nominations, Alderman Assmann moved that Pres. of Board of Aldermen Alderman Liun be elected by acclamation, and the motion was unanimously adopted. Alderman Schuler entered the Council and answered to his name. Alderman North moved that the election of police-men be deferred until the next regular meeting of the Council. This motion was lost by the following vote: Yeas— Aldermen Anderson, Assmann, Havesk Nitschke, North, Powell, Schneider, Warmoth— 8. Nays— Aldermen Dawson, Blacker, Glass, Nune Jackson, Ketchum, Liun, Miller, Platt, Raymond Schuler, Shelby, Taylor, Townsend— 14. Alderman Anderson moved that the Council proceed to the election of a sergeant of police and police-men. The motion prevailed. The chair appointed Aldermen North, Anderson and Shelley as tellers. Alderman Townsend nominated N. Montgomery for the position of sergeant of police. There being no other nominations, Alderman Liun moved that the City Clerk be instructed to cast the vote N. Montgomery of the Council for N. Montgomery for sergeant Sergeant of Police of police, and it was adopted and duly complied with, after which the Mayor declared N. Montgomery duly elected Sergeant of Police for the ensuing time. The Mayor declared that nominations for policemen were in order, and the following named persons were placed in nomination and received the number of votes Policemen placed opposite their respective names: nominations for Nie McCaskin, day clerk. 19. Richardson 1 Drake Bell 1 Upon hearing the report of the tellers, the Mayor de-clared the following persons duly elected policemen of the city of Austin for the ensuing term: Neil McBashie, Day Clerk John Chenneville, P. D. Plumb, J. E. Kennerly, J. D. Platt, G. N. Gibson, E. G. Balwell, W. A. Oaks, Salm Platt, D. T. Campbell, J. M. Bell, A. T. Corwin, Gus Evans, Harvey Maddox, Geo. S. Peoples. The Mayor then stated that nominations for bridge officer were in order. Alderman North nominated G. W. Tumey. Alderman Warmont nominated R. A. Boyce. Alderman Powell nominated J. D. Schneider. Alderman Townsend by request withdrew the name of R. A. Boyce. Nominations were declared closed and ballots were cast and canvassed and the result thereof reported by the tellers as follows: For bridge officer G. W. Tumey received 16 votes and J. D. Schneider received 6 votes. The Mayor then declared G. W. Tumey duly elected bridge Keeper. Nominations for pound officer were declared to be in order, whereupon Alderman Linn nominated R. D. Bell for the position and Alderman Raymond nominated P. A. O'Banion. Nominations were declared closed and ballots being canvassed, the result was announced by the tellers as follows: P. A. O'Banion received 12 votes and R. D. Bell received 10 votes. The Mayor declared P. A. O'Banion duly elected pound officer for the ensuing term. Alderman North nominated George Washington

Geo. Washington elected porter.
for the position of porter at the city hall, and he received 22 votes and was declared elected. The Council then adjourned.
