"Minutes of a Regular Meeting of the City Council. Austin, Texas, March 06, 1893.
Hon John McDonald, Mayor, presiding. Roll Call. Present: Aldermen Anderson, Fischer, Glass, Hancock, Jackson, Linz, Miller, Nitschke, North, Platt, Powell, Raymond, Schneider, Schuler, Shelley, Saylor, Townsend, Warmoth - 18. Absent: Aldermen Assmann, Dawson, Hurr, Ketchum - 4. It was moved that Mr Neil McKaskun be requested to relieve the City Clerk temporarily from attendance upon the City Council, to enable him to complete the preparation of the general appropriation Ordinance; and the motion prevailed and was complied with. The minutes of the meeting of the City Council, which was held on the 20th day of February 1893, were adopted as printed. Petitions, Memorials, &tc. Petitions &c. The following petitions, memorials, etc., were introduced: A petition of citizens asking that a pipe be laid at the junction 20th x Mary Streets for pipe of Twentieth and Mary Streets, in the Fifth Ward. The petition was granted and the City Engineer was instructed to have the work done. Alderman Ketchum entered the Council and answered to his name. A communication was received from the Austin City Fire Board of Fire Com's Department which states that at a meeting of the Board of Fire for new hose Commissioners, held on February 2.8, 1893, a resolution was adopted requesting the City Council to at once make an appropriation for the purchase of 1000 feet of fire hose. The Communication was laid over to come up later in the session with new business. By Alderman Platt: A petition signed by 123 citizens, requesting Waller creek & 7th st the City to construct a bridge across Waller Creek, on East Seventh for bridge Street. It was received and filed. By Alderman Linz, by request: A petition signed by 279 citizens Against said bridge opposing the construction of a bridge across Waller Creek, on East Seventh Street. Received and filed. A communication was received from Mr Abe Frank, stating that the Board of Equalization, at their last session, raised the Abe Frank. valuation of his Stock of merchandise from $2000 to $4000, and as to value of Mdse that although he informed the Board that the increase was unjust, his assessment was not lowered. He asks that the assessment be fixed at $2500. The communication was laid on the table. Reports of City Officers for the month of February, 1893. I would respectfully further inform you that the Board Howard Harrison Iron Co. of Public Works adopted a resolution, accepting the propobids accepted -sal of the Howard Harrison Iron Company and requesting the City Council to authorize the Mayor to enter into contract with the said company for the pipe and special castings at the prices named in their bid. Cost of arch and repairing wing walls to sewer. $75,540. 1 cost of bridge work This does not include the fitting up piers or building new culverts, $1300. This does not include the fitting up piers and culverts, or to be built with new materials on the sub-grade.

Reports of Com. Reports of Committees Police Com. on Marshals Aldermen [illegible] Townsend for the police committee, to whom report. was referred the reports of the City marshal, for the month of January, 1895, submitted a report which states that the said reports were examined and found to be correct. Received and filed.
Capital City Band Aldermen Shelley, for the committee on claims and acca/c. -ounts, to whom was referred the account of the Capital City band for services rendered presented a report thereon recommending that it be not paid. The report was adopted.
Yrs Bruaggerhoff, Aldermen Shelley, for the committee on claims and accounts, for Krohn Estate to whom was referred the petition of Yrs Bruaggerhoff, agent of the Krohn estate, submitted a report thereon calling attention to section 41, page 10, of the City charter which prescribes the manner of appeal from the action of the board of equalization which excludes in the opinion of the committee, precludes any action by the City Council. On motion the petition was recommitted and the City attorney added to the committee.
11th ward Water mains to Aldermen Anderson, for the committee on water and 4th Public works. light, to whom was referred so much of a series of resolutions offered by Alderman Dawson as refto the laying of water mains in the Eleventh ward, sub- -mitted a report thereon recommending that the same be referred to the board of public works for such action as it deems proper in the premises. The report was adopted.
Unfinished Business
$2500. for bridge on An ordinance entitled "an ordinance appropriating Waller Creek & 7th st $2500 to build a bridge over Waller creek on East Seventh street," was taken up on its third reading, after which Alderman Platt moved to postpone action on it until the next meeting of the city council. The motion prevailed by the following vote: Yeas — Aldermen Glass, Nawedek, Jackson, Ketchum, Keller, Tritschler, Platt, Cornell, Schneider, Shelley, Townsend, Warmouth — 17. Nays — Aldermen Anderson, Dawson, Linn, North, Raymond, Schubert, Taylor — 7.

It was read the first time after which, on motion, it and the report of the city engineer, above mentioned, were referred to the committee on streets and alleys. $2000, for Hose. By Aldermen Schneider: An ordinance appropriating the sum of $2000 for the purpose of purchasing 2000 feet of hose for the fire department. It was read first time and referred to the committee on finance. By Aldermen Shelley: A lengthy preamble and reso-lution's opposing any change in, or interference with the present city charter. It was adopted and Alderman Lium moved that the city clerk be directed to furnish each one of our imme-diate representatives in the legislature with a certified copy of the same under seal. Carried. $66.609.69, for By Alderman Anderson: An ordinance appropriating Water & Light System. the sum of $66.609.69 for the purpose of paying certain expenses connected with the construction of the Water and Light System of the city of Austin. It was read the first time, after which motions were made to suspend the rules and place the same on its second and third readings, and that it do pass. Each of which were adopted by the following vote: Yeas – Aldermen Anderson, Fischer, Glass, Nansack, Jackson, Ketchum, Lium, Miller, Nitschke, North, Platt, Porreele, Raymund, Schneider, Schuber, Shelley, Taylor, Townsend Warmouth – 19. $1675.60 for By Alderman Lium: An ordinance appropriating Approved Accounts. the sum of $1675.60 for the purpose of paying approved accounts. It was read the first time, after which a motion was made to suspend the rules and place the same on its second reading, which was adopted by a two-thirds vote of the whole board of aldermen. The ordinance was accordingly read, after which Alderman Lium moved to amend Section 1. thereof by inserting therein the following: "H.H. Gebble, to reimburse him for services rendered H.H. Gebble, $5. for City Taxes. in county roads, the same to be deducted in the payment of his city taxes, $5." The amendment was adopted, after which motions were made to suspend the rules and place the ordi-nance on its third reading, and that it do now pass, both of which were adopted by the following vote: Yeas – Aldermen Anderson, Fischer, Glass, Nansack, Jackson, Ketchum, Lium, Miller, Nitschke, North, Platt, Porreele, Raymund, Schuber, Shelley, Taylor, Townsend, Warmoth – 18. Nay – Aldermen Schneider, 1. W. 10th St. By Alderman Taylor: Resolved, That the city engineer and L. Congress Ave. be and is hereby directed to curb West Tenth street, from Colorado Street to West avenue to be established,

grade, and to make all intersecting streets conform thereto; to save all surface soil and gravel, and, place same on the streets hereby proposed to be graded, and to make all gutters where required to keep the said streets from washing out. It was read and referred to the committee on streets and alleys. The council then adjourned
