Bridge Construction Projects: Council approved funding for multiple bridge improvements across Waller Creek, including a $1,945 project to remodel Fifth Street bridge and relocate an iron bridge to First Street, plus a $99 wooden footbridge on East Seventeenth Street.

Hospital Sewer Connection: Approved a $500 ordinance to connect the City and County Hospital to the sewer system, addressing sanitation concerns and preventing $100 in immediate repairs.

Special Police Force: Council considered hiring 20 special police officers for a June regatta and dam completion celebration (June 6-12).

Publishing Changes: Voted to stop printing council meeting minutes as pamphlets and instead publish summaries in the Freeman newspaper, reducing costs and changing how the public accessed government records.

487 The Minutes of a regular meeting of the City Council. Austin, Texas, April 17, 1893. Roll Hon. Henry A. Linn, president of the board of Aldermen Roll Called. presiding. Call. Roll Called - Present: Aldermen Fischer & Glass, Jackson, Linn, Miller, Nitschke, Platt, Powell, Raymond, Schneider, Shelley, Taylor, Townsend, Warmoth. - 14. Absent - Aldermen Anderson, Assmann, Dawson, Hancock, Hume, Ketchum, North, Schuber - 8. Call of Council. Alderman Glass moved a call of the city Council, which was duly seconded and adopted. Recess. At 8:05 p.m. Alderman Nitschke moved that the Council take a recess of ten minutes. Carried. To order. At 8:15 p.m. the Council was again Called to order and 2nd Roll Call. the roll Called, which resulted as follows: Call. Present - Aldermen Assmann, Dawson, Fischer, Glass, Hancock, Jackson, Linn, Miller, Nitschke, North, Platt, Powell, Raymond, Schneider, Schuber, Shelley, Taylor, Townsend, Warmoth. - 19. Absent - Aldermen Anderson, Hume, Ketchum - 3. Call Suspended. The Call of the Council was suspended. Minutes. The minutes of the meeting of the city Council which was held on the 3rd. day of April, 1893 were amended so as to show that Alderman Schneider instead of Alderman Schuber was appointed a member of the Committee to Canvass the returns of the Election held on the 20th. day of March, 1893 for the purpose of electing officers of the Austin fire department. The minutes were then adopted. The minutes of the Called meeting of the City Council which was held on the 8th. day of April, 1893 were adopted as printed. Ald. Ketchum. Alderman Ketchum entered the Council and answered to his name. Petitions, Etc. The following petitions, Etc. were introduced. Frank H. Raymond. By Alderman North - A petition from Mr. Frank Assessment. H. Raymond asking the city Council to Correct an error in his assessment of property for taxation by the City for the year 1892, which was made by the board of Equalization. It was referred to the Committee on Claims and Accounts and the City attorney. Jas. Goodman - Scales. By Alderman Taylor - A petition from Jas. Goodman for permission to erect platform scales on the Corner of Colorado and Eighteenth streets, East of his store. Alderman Taylor said that the petition, if granted, and the City Engineer be instructed to designate the lines, should be so worded as to protect the [illegible]. Reports of Committees. With 2nd. [illegible]. Alderman Nitschke, for the Street Committee, to whom --- Page break --- 488 6. 19th. St. foot Bridge. Was referred an ordinance Entitled "An Ordinance appropriiating the sum of $100 for the purpose of building a wooden foot bridge on East Seventeenth Street across Waller Creek", presented a report thereon recommending the passage of the same. The report was adopted. Marshal's reports Alderman Townsend, for the police Committee to whom was Police Comtee report. referred the city marshals reports for the month of February, 1893 offered a report thereon which states: "We have carefully Examined the same and find them to be correct." The report was adopted. Jas. H. Robertson's Claims. Alderman Shelley, for the Committee on claims and accounts, to whom was referred the petition of the Hon. Jas. H. Robertson for damages to brick wall on East end of Lots 7 and 8, block 98, adjoining the city hall property on the north, reported adversely, and the report was adopted. Hospital- Sewer Connection. Alderman Warmoth, for the Committee on hospital, to whom was referred the recommendations of the resident physician of the hospital in reference to Sewerage Connection and the purchase of surgical instruments, submitted a report which states that the cost of all necessary material and appliances for a proper Connection with the sewer will aggregate about $500; that there still is an annual saving of $60 for Sanitary measures and a further sum of about $100 which will have to be expended at once for repairs if connection with the sewer is not made. Also recommends the passage of an accompanying Ordinance to appropriate $500 to defray the expenses of the proposed Connection. The report was adopted and the Ordinance was laid over to be taken up under the head of new business Unfinished Business E. 1st. + E.5th. St Bridges. An Ordinance Entitled "An ordinance appropriating the sum of $1945 for the purpose of remodeling Fifth Street bridge across Waller Creek and removing iron bridge now over Waller Creek on Fifth Street and place same over Waller Creek on First Street", was taken up on its third reading and read, and on motion passed by the following vote: Yeas- Aldermen Assmann, Dawson, Fischer, Glass, Hansen, Jackson, Ketchum, Miller, Nitschke, Platt, Powell, Warmoth -13. Nays- Aldermen Linn, North, Raymond, Schneider, Schuler, Shelley, Taylor, Townsend - 8. 6. 19th. St. foot Bridge. An Ordinance Entitled: "An Ordinance appropriating the sum of $100 for the purpose of building a wooden foot bridge on East Seventeenth Street across Waller Creek", was taken up on its second reading and read. After which Alderman Nitschke moved to amend the Caption and Section 1 thereof, by striking out "$100" where it appears and inserting in lieu thereof "$99". The motion prevailed, after which Alderman Lyons moved to suspend the rules and place the ordinance on its third reading, & that it do now pass, which motion was adopted by the following vote: "Yeas- Aldermen Assmann, Dawson, Fischer, Glass, Hansen, Jackson, Ketchum, Linn, Miller, Nitschke, Platt, Powell, Raymond, Schneider, Schuler, Shelley, Taylor, Townsend, Warmoth -19. Nays- Alderman North -1. --- Page break --- 489 Nitschke, North, Platt, Powell, Raymond, Schneider, Schuber, Shelley, Saylor, Townsend, Walmoth - Total 20. New Business. Hospital- Sewer... An Ordinance above referred referred to in the report of the Committee on Hospital, and which is entitled "An Ordinance appropriating five hundred dollars for the purpose of grading Fifteenth Street and connecting the City and County Hospital with the Sewer of the Lewis. Mead Sewerage Company." was read, after which a motion was made to suspend the rules and place the Ordinance on its second reading, which was adopted by a Vote of two-thirds of the full board of Aldermen. The ordinance was accordingly read and on motion of Alderman Platt referred to the Committee on Ordinances. E. 7th. St. Bridge over Waller Creek. By Alderman Platt - An Ord- inance Entitled "An Ord- inance appropriating twenty-seven hundred dollars for the purpose of building a stone Culvert bridge over Waller Creek on East Seventh Street." It was read, after which Alderman North moved to refer it to the Committee on Finance, which was lost by a rising Vote of 9 to 9. Alderman Miller then moved to suspend the rules and place the ordinance on its second reading, which was lost by the following Vote: Yeas – Aldermen Hessmann, Dawson, Fischer, Glass, Hancock, Jackson, Ketchum, Miller, Nitschke, Platt, Walmoth – 11. Nays – Aldermen Singen, Stoll, Powell, Raymond, Schneider, Schuber, Shelley, Saylor, Townsend – 9. 20 Spl. Policemen. By Alderman Ketchum – A resolution providing for the employment of twenty special policemen during the regatta and the celebration of the completion of the dam June 6th to 12th inclusive. It was referred to the Committee on Police. Minutes - synopsis printing. Alderman Raymond moved that the city Clerk be instructed to discontinue for the present the printing of the proceedings of the City Council in pamphlet form and to publish a full report of the Same in the Freeman. Alderman Ketchum moved to amend the motion by striking out that portion of the same which refers to the pamphlet form. The amendment was lost and the original motion prevailed by a rising Vote of 11 to 9. The Council then adjourned. Milton Morris, City Clerk.
