• Major Hiring & Staffing: A 17-person police force was elected, with Neil McBashin as day clerk. The council also hired a 60-day street work crew at $100/month and elected other city officials including City Marshal J.E. Lucy, Treasurer J.S. Myrick, and Assessor Fred Sterzing.

Connected Therewith accessible to your committee. While your Committee deeply regret the injury received by Mr Reisner And he has their sincere sympathy for what ever suffering he has incurred therefrom And would be gratified if he could properly receive Compensation for his actual loss in the value of the time in which he was prevented from pursuing his occupation and any expense on account of physician bill yet your Committee is unable to conclude that the city is in any way legally liable for the payment of his claim, And believing that the City Council have no authority to give the peoples money for the payment of any other than legitimate demands we are constrained to report adversely said claim and to recommend that it be not allowed. A statement of facts ascertained by your committee would render this report – too voluminous and it is therefore omitted.
