Major Water & Power Project: The city is actively constructing a new powerhouse and water system, with significant spending ($39,000+) on pipes, foundations, and electric towers. By August, the dam's water level had stabilized and concrete work on turbine foundations was underway.

Street Improvements Approved: Council allocated funds for a new stone arch bridge over Waller Creek on East First Street ($1,568.85) and approved $380 for street maintenance labor, addressing citizen concerns about an unsafe bridge at Lampasas and Twenty-ninth streets.

Public Health & Safety: The city operated a hospital with 8-10 patients, recorded 16 deaths in July, and arrested 107 people. Council also proposed new regulations restricting cattle grazing within city limits without permits.

Budget & Finances: The Water and Light Fund showed a healthy balance of $97,717.65, while the General Revenue Fund had only $1,063.13. Multiple routine payments for salaries, police, fire, and sanitation services were approved.

Minutes of a Regular Meeting of the City Council, Austin, Aug 6. 1894. Hon John McDonald, mayor, presiding. Roll call. Present- Aldermen Anderson, Father, Glass, Harrcord, Herne, Jackson, Linn, Powell, Raymond, Roberdeau, Schneider, Shelley, Taylor, Townsend, Total 14. Absent- Aldermen Asmann, Dawson, Lawless, Nitschke, North, Platt, Redd, Warmoth; 8. Alderman Linn moved that the reading of the minutes of the last stated meeting of the Council be dispensed with and that they be adopted as printed. Carried. Petitions, Etc. Eddie Jones petitioned the council to remit a fine assessed against him in the recorder's court for fast driving, claiming that he was unable to control the animal. On the recommendation of the mayor the petition was granted. A communication from Mr Albert Peterson, chief Austin Fire Department, calling attention of the council to the necessity of providing new fire hose for use of the department, was read and referred to the committee on Fire Department. Aldermen Asmann, Redd and North entered the council and answered to their names. Alderman Linn laid before the council a letter from the Fire Extinguisher Manufacturing Company, Chicago, Ill. asking the return of a check for $250, supposed to have been deposited as earnest money by their agent, E.J. Mitchell, during March, 1893, when bids were received for supplying the city with new fire hose and couplings. Alderman Linn moved that whoever has the check be requested to hand it to the city clerk that it may be returned as requested. Carried. Aldermen Lawless and Platt entered the council and answered to their names. By Alderman Shelley- A petition from Wallace Badger for remission of pound fees paid by him, amounting to $3 Granted. By Alderman Jackson. A petition from citizens of Austin for a new bridge at the intersection of Lampasas and Twenty-ninth streets, the one now there, it is claimed, being unsafe. Referred to the Street Committee. By Alderman Anderson- A petition from members of Washington Steam Fire Company No 1, for remission of city taxes assessed against the company, as it is used exclusively for fire purposes. The petition was referred to the fire committee. By Alderman Linn- A claim of Mr N.Y. Lee for $85. for service rendered on [illegible] (as superintendent) keeping from being used [illegible] available to [illegible] river. Referred to finance committee. Aldermen Nitschke and Warmoth entered the council and answered to their names. --- Page break --- 756 Reports of City Officers for the Month of July, 1894. By Rhodus Fisher, Jr. engineer, report of pipe laid during the month of July. Referred to the committee on Water and Light. By Joseph Keppele, engineer, a report which states that "during the forepart of this month a gang of teams and men were engaged in hauling clay along the east shore of the lake about 400 feet above the headgates. On July 11, the 36-inch pipes at the west end of dam were opened. The water in the lake at that time was 0.7 feet over the crest of the dam and on July 14, at 6 p.m. the water stopped flowing over the dam. There are now 104 feet of the powerhouse foundation finished, and the entire floor of the pump tur- bine and part of the floor of the dynamo rooms have been filled with concrete. The two draft tubes for the pump turbines and two of the draft tubes for the dynamo turbines have been solidly incased in concrete and the ends walled up with brick and granite. Stillwell Bierce and Smith-Vaile Company are putting in place two of the dynamo turbines. By Alderman Jackson - An ordinance appropriating $380 for the purpose of paying extra street and sanitary laborers for working the streets of Austin. An ordinance entitled "An ordinance prohibiting the pasturing and feeding beef and stock cattle in the city limits without a permit from the city council and providing a punishment for same." It was read and referred to the ordinance committee. By Alderman Anderson. An ordinance appropriating the sum of $353 for the purpose paying Wingfield Bros estimates, number 4, of work done under their contract with the city for laying pipe. It was passed under suspension of the rules by the following vote: Yeas.
