Minutes of a Regular Meeting of the City Council, Austin, Tex. Oct 15. 1894. Hon John Mc Donald, mayor. presiding. Roll Call. Present- Aldermen Aesmann, Dawson, Fischer, Glass, Hancock, Jackson Lawless, Linn, North, Platt, Powell, Rudd, Robertson, Schneider, Shelley, Paylar, Townsend, Warmoth- 18. Absent- Aldermen Anderson, Hume, Nitschke, Raymond- 4. The minutes of the City Council of date of Oct 1. 1894 were adopted as printed. Alderman Hume entered the council and answered to his name. Petitions, Memorials, Etc.
W. R. Storey. Alderman Aesmann presented a petition from Mr W.R. Storey, asking that one half of pound fees, aggregating $10.50 against his stock be remitted. On motion the request was granted and the sum of $5.25 was remitted. Alderman Paylar presented a petition from Dr W.
Dr W A Morris A. Morris, asking that he be allowed until the first of March, 1895, in which to pay the taxes of 1892 and 1893 on certain property in South Austin, and that the collection of taxes for the year 1894 be not enforced until suits now pending, as to its legality, be determined. Alderman Paylar moved that the petition be granted. Alderman North, as a substitute, moved that the petition be referred to the claims and accounts committee. The substitute was carried.
Thos W. Paylar. A communication was received from Thos W. Paylar, professor of civil Cement machine engineering, University of Texas, asking that the cement testing machine at to be placed in the dam be placed in the engineering laboratory at the university. The University. petition further states that the machine will receive good treatment, and will always be at the service of the city when needed. On the recommendation of the mayor, who stated that the city had no further use for the machine, the petition embraced in the communication, was granted.
City Engineers The following report was read. Austin, Texas Oct 15, 1894. Count of Hydrants. To the Honorable Mayor and Board of Aldermen of the City of Austin: Gentlemen Pursuant to a resolution instructing me to count the Fire hydrants belonging to the Austin Water, Light and Power company, I would report that in company with Mr Felter I went over the ground and noted the hydrants on a map as they are located on the ground and find by such count 164 hydrants. Very Respectfully J. H. R. Mc Fall, City Engineer. Alderman Linn moved that the report be referred back to the city engineer and that he be authorized to employ someone to go over the ground and ascertain if the hydrants are actually connected with the water mains and report the result to the city council. Carried. Reports of Committees.
Report on petition Alderman Jackson, for the street committee, to whom of members Christian was referred the petition of members of the Christian church church. asking that Colorado street be reduced to its proper grade near the church, made report that the street at that point is very high and should be cut down and recommended that the petition be granted as soon as practicable. street crossing at the intersection of Guadalupe and Twenty-fourth streets in the sixth ward, made report recommending the passage of the ordinance. The report states that the crossing is badly needed as the street is almost impassable in wet weather, being of black soil. Adopted.
Report on opening Alderman Powell, for the special committee to whom was 5th street referred the petition in reference to the opening of Fifth street through the Kinney property to intersect Bowie street, made a report which states that land to connect the two streets can be purchased for the following amount: D.P. Kinney for $1050 and Mrs Mathews $1000, making a total of $2050. Alderman North moved that the report be received. Carried.
Unfinished Business.
$75 Street Crossing An ordinance appropriating the sum of $75 for the purpose of paying for a stone crossing at intersection of Guadalupe and Twenty-fourth streets in the sixth ward came up on its second reading and was read. The rules were then suspended by a two-thirds vote of the entire council and the ordinance placed on its third reading. It was then read and passed by the following vote: Yeas- Aldermen Assmann, Dawson, Fischer, Glass, Hancock, Hume, Jackson, Lawless, Linn, Platt, Redd, Roberdean, Shelley, Taylor, Townsend, Warmoth; 16. Nay- Alderman North.
New Business.
$75 City Cemetery By Alderman Platt- An ordinance appropriating one Water. hundred and fifty dollars for the purpose of furnishing water for use of the city cemetery for the period of two months. It was read the first time, after which the rules were suspended by a two-thirds vote of the entire council and the ordinance placed on its second reading. Alderman North moved to amend the caption and section 1 of the ordinance by striking out $150 as the amount and two months as the period and inserting "$75 for one month". Adopted. The ordinance as amended was read a second time, after which the rules were suspended by a twothirds vote of the entire council and it was placed on its third reading. Read a third time and passed by the following vote: Yeas- Aldermen Assmann, Dawson, Fischer, Glass, Hancock, Hume, Jackson, Lawless, Linn, Platt, Powell, Redd, Schneider, Shelley, Townsend, Warmoth; 16. Nays- Aldermen North, Roberdean, Taylor; 3. Alderman Schneider asked to be excused from the above vote as he was busy with other matters and was not advised as to the nature of the ordinance, but the request was denied him.
Burning interest Alderman Linn moved that the mayor, city clerk, city coupons treasurer and the Finance committee be instructed to examine and supervise the burning of the paid and cancelled interest coupons and report to the city council when done. Carried.
$7409.46 Expenses By Alderman Schneider- An ordinance appropriating Water Works the sum of $7409.46 for the purpose of paying certain expenses connected with the construction of the Water

and Light System for the City of Austin, Texas. The items embraced are Fort Wayne Electric Company, estimate No 4, $2500; Braun + Dabney, estimate No 3, $5409.06.
The ordinance was read a first time and then a second and third time under suspension of the rules, and passed by the following vote: Yeas- Aldermen Assmann, Dawson, Fischer, Glass, Hancock, Hume, Jackson, Lawless, Linn, North, Platt, Powell, Redd, Roberdean, Schneider, Shelley, Taylor, Townsend, Warmoth; 19.
The mayor stated that the city marshal thought it necessary to employ an additional policeman and had appointed J. D. Plumb to the position. On motion the appointment was ratified and the term of such appointment to continue until the end of the present fiscal year. The council then adjourned Milton Morris, City Clerk.
