Austin Water Works Expansion Approved with $200,000 Bond

Major Infrastructure Bond Approved: Austin voters overwhelmingly approved ($1,219 to 115) a $200,000 bond measure on June 24, 1895, to complete the city's water works system and expand electric lighting, expanding the city's total debt to $1.725 million.

Streetcar Franchise Granted: The City Council granted the Austin Dam and Suburban Railway Company a 50-year franchise to operate street railroads throughout Austin with a 5-cent fare cap, though the company must complete at least one mile of additional track within three years.

Major Industrial Investment Attracted: The Burt Construction Company proposed building a large ice and refrigeration plant in Austin, requesting city rates of $2.00/horsepower for electricity and $5.00/month for water—the council approved modified rates to encourage the investment.

State Capitol Gets Power & Lighting: The council contracted to provide electricity and water service to the State Capitol at $125/month for the remainder of fiscal year 1895, then $150/month thereafter, plus granted churches special electric rates at half-price since they don't use lights nightly.

City Health & Services Report: In June, the city served 850 water customers and 332 electric light customers with roughly 5,000 lights operational, handled 18 arrests, and reported good overall health with only one diphtheria case.

176 Minutes of a Regular Meeting of the City Council. Austin, Texas, July 1. 1895. Hon. John McDonald, Mayor, presiding. Roll call. Present, Aldermen Anderson, Glasscock, Goeth, Henne, Linn, Nitschke, Powell, Roberdeau, Schneider, Shelley, Taylor, Tobin, Warmoth-14 Absent, Aldermen Assmann, Fischer, Glass, Haynes, Jackson, Lawless, Platt, Redd, Townsend-9. Minutes of the meetings of the city council held June 17th and 20th, 1895 were adopted as printed. W & L Bonds. Alderman Taylor moved that the regular order of business be dispensed with and that all matters pertaining to the issue of the water works and light bonds be now considered. The motion prevailed. Alderman Taylor then moved that the chair appoint three tellers to canvass the returns of the election held June 24. 1895. for the purpose of obtaining consent of the qualified voters of the city of Austin to the extension by the city council of the bonded debt of the city. The motion was adopted, and the mayor thereupon appointed Aldermen Taylor, Schneider and Anderson as tellers. Alderman Tobin moved that the council take a recess until the tellers have prepared their report. Adopted. Gentlemen: We, the tellers appointed to ascertain the result of the election held in the city of Austin on the 24th day of June A.D. 1895, beg leave to report that after canvassing the returns of the said election, we find that 1219 votes were cast in favor of extending the bonded debt of the city of Austin in the sum of two hundred thousand dollars for the purpose of completing the system of water works now in course of construction and furnishing light for the city as follows: In the first ward, 90 In the sixth ward, 156 In the second ward, 67 In the seventh ward, 143 In the third ward 48 In the eighth ward, 118 In the fourth ward 79 In the ninth ward, 55 In the fifth ward, 117 In the tenth ward, 155 In the eleventh ward, 91. Be it resolved by the City Council of the City of Austin, That whereas on the 20th day of May 1895, the said council enacted an ordinance as follows: (Here follows the ordinance ordering an election to obtain consent of the property tax paying qualified voters of the city of Austin to the extension by the city council of the bonded indebtedness of the City of Austin in the sum of two hundred thousand dollars, for the purpose of completing the system of water works now in course of construction and furnishing lights for the city of Austin, passed May 20, 1895). And whereas, pursuant to said ordinance, which was duly approved on may 21, 1895 by Hon John McDonald, mayor, of said city, and pursuant to a proclamation issued by said mayor, thirty days prior thereto, an election was duly held on the 24th day of June, 1895; at which election it appears from the returns made and counted and duly returned in accordance with law, 1219 duly qualified electors voted in favor of said proposition and 115 duly qualified electors voted against it, now therefore, Be it resolved by the city council of the city of Austin and it is hereby declared and ordained that more than two thirds of the qualified voters of the city of Austin who pay taxes on property, having property in said city, having voted in favor of an extension of the bonded debt of said city in the sum of two hundred thousand dollars beyond the existing bonded indebtedness of one million five hundred and twenty five thousand dollars for the purpose of completing the system of water works now in course of construction, and to furnish light to the city and citizens thereof. And that therefore the power to extend the bonded debt of said city beyond the sum of one million five hundred and twenty five thousand dollars, has been duly conferred upon the city council in the manner provided by law. --- Page break --- 178 The resolution was unanimously adopted. Alderman Townsend entered the council chamber and answered to his name. By Alderman Linns. An ordinance entitled: "An ordinance to provide for the issuance and sale of the bonds of the city of Austin to the amount of two hundred thousand dollars for the purpose of completing the system of water works now in course of construction, and furnishing lights by and to the City of Austin, and to provide for the levy and collection of a tax annually of sufficient amount to pay the annual interest and create a sinking fund to pay said bonds at maturity and to regulate the disbursement of their proceeds". It was read the first time after which a motion was made to suspend the rules and place the ordinance on its second reading, which was adopted by the following vote: Yeas. Aldermen Anderson, Assmann, Fischer, Glass, Glasscock, Goeth, Haynes, Hume, Lawless, Linns, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Tobin, Townsend, Warmoth-21. The ordinance was then read a second time after which a motion was made to further suspend the rules and place it on its third reading which was adopted by the following vote: Yeas. Aldermen Anderson, Assmann, Fischer, Glass, Glasscock, Goeth, Haynes, Hume, Lawless, Linns, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Townsend, Warmoth 21. The ordinance was accordingly read and on motion passed by the following vote: Yeas. Absent- Alderman Jackson. The regular order of business was then resumed. Petitions Etc. S.G. Kingsbury. Petition. A petition was received from S.G. Kingsbury for permission to erect a stable on the alley north of his residence in Block 54. Alderman Fischer moved to refer the petition to the committee on fire department with power to act. Carried. C. Dahluna. Petition. By Alderman Glass. A petition from C. Dahluna for permission to use one of the city's cisterns to test fire engine on or about July 1, 1895. He agrees to refill the cistern and replace everything in good order. The petition was granted. [illegible] By Alderman Taylor. By request, a petition from Deck Patrick, manager of Hyde Park Pavillion, requesting the council to release the said pavillion from the provisions of the city ordinances requiring the employment --- Page break --- 179 by the management of an officer for each public entertainment given at said pavilion. It was referred to the committee on police. By Alderman Linn - A petition from J. Larmour in substance that in assessing his property for the year 1894, he assessed a note secured by property he had sold in Travis county, that the note had been returned and he received back the property and paid the taxes on the same. He now asks that the taxes on the note be remitted. Alderman Linn moved that the city assessor and collector be authorized to allow the taxes on one valuation of said note as a credit. Alderman Nitschke moved to refer the petition to the committee on claims and accounts and the motion prevailed. By Alderman Reddin - A petition from citizens and taxpayers of West Eleventh Ward asking that arc lights be located as follows: One at the junction of the Barton Springs and Fredericksburg road and another at the west end of Mayo street. The Water and Light Commission, to whom was referred a resolution authorizing and instructing said commission to place an arc lamp on the steeple of the church, or elsewhere where desired, in that part of the city known as Clarksville, returned same to the council with the statement "that it is not the desire of the citizens of the district to have more street lights". The report was adopted The water and Light commission to whom was referred a resolution authorizing and instructing said commission to make connection for all applicants, within the next 60 days free of cost, returned same "with the statement that a resolution had previously been adopted covering the matter". The report was adopted. The following was read: Austin, Texas, June 27, 1895 W. H. Tobin, Chairman Water and Light Commission, Austin, Texas Dear Sir: Mr. John L. Mobley, superintendent, wants water and light service for the State Capitol and grounds as follows: Water: six months in the year for six 70 horse power engines for heating the capitol; 50 water closets, 35 of which are used during session of the legislature only; eleven tan which averages about 250 gallons to the trip; and for baths, urinals and lavoirs. Lights- Forty lamps of 16 candle power on day circuit; 180 on night circuit and 600 during legislative sessions only, 5 arc lamps furnished, carboned and kept in order by the Report W & L Com as to put any light in "Clarksville" Water + Light State Capitol --- Page break --- 182 State, and 10 fans. The State has a large number of 110 volt lamps on hand in addition to those in use, and I would recommend that connections be made and the service given the remainder of this fiscal year for $125.00 per month, and thereafter for $150.00 per month. payable monthly. The service is desired at this rate until January 1899, and I would recommend the rate be given for the time desired. Respectfully submitted, Jno W. Maddox, Superintendent. The within communication was read at a meeting of the Water and Light Commission on June 27. 1895 and on motion was referred to the city council with the recommend ation that the same be approved and that the contract be authorized. W. J. Oliphant, Secretary Water & Light Commission. Alderman Taylor moved to strike out "1899" and insert in lieu thereof "1897", which was lost by the following vote: Yeas - Aldermen Glasscock, Platt, Taylor, Tobin - 4 Nays - Aldermen Anderson, Assmann, Fischer, Glass, Goeth, Haynes, Humes, Lawless, Linn, Nitschke, Powell, Redd, Roberdeau, Schneider, Shelley, Townsend, Warmoth - 17. The question recurring upon the adoption of the recommendations of the superintendent the same were adopted. The following was read: Austin, Texas, June 28, 1895. Churches given flat rates. W. H. Tobin, Chairman Water & Light Commission, Austin, Texas. Dear Sir - In view of the fact that churches do not use light every night in the week, and that the ordinance authorizes special rates for public buildings, I would suggest that churches have a flat rate of one-half the 12 oclock rate. Respectfully Submitted, Jno W. Maddox, Superintendent. The within communication was read at a meeting of the Water and Light Commission on June 27. 1895 and on motion it was referred to the city council with the recommendation that the special rate suggested be authorized. W. J. Oliphant, Secretary Water and Light Commission. On motion, the recommendations were adopted. Alderman Powell, for the police committee, to whom was referred a petition from the citizens living in the seventh and Eighth wards, asking that stock be not allowed to run at large on Seventh, Eighth, Ninth, Tenth, Eleventh, and Twelfth streets, made a report which states "that we find this neighbor- --- Page break --- 183 hood very thickly settled and no commons for the stock to graze on, except the sidewalks and streets, and that they are annoyed a great deal with stock, which are allowed to run at large. To abate this nuisance and make it equity to all, we recommend that the pound limits be extended, day and night, from First street along Comal to Nineteenth street.” The report was laid over, on motion, to come up with an ordinance on the subject. Alderman Taylor, for the ordinance committee, to whom was referred an ordinance providing for selling, conveying and authorizing, directing and requiring the mayor to make deed of conveyance to the Austin Dam and Suburban Railway Company, its successors and assigns, the right to operate and maintain street railroads within the city of Austin, made a report recommending the passage of an accompanying ordinance as a substitute. Laid over to come up with the ordinance. Alderman Anderson, for the purchasing committee, made report that the contract for furnishing feed for city stock for the quarter ending September 30 1895, had been awarded to Messrs Martins & Robinson. The report was adopted and the mayor authorized to enter into contract with Martins & Robinson accordingly. New Business. By Alderman Linn. Resolved, That the finance committee be and it is hereby authorized to advertise for bids for the two hundred thousand dollars in bonds, the issuance of which is authorized by this meeting of the City Council. The bids, and the awards of the finance committee to be subject to the approval of the council. Alderman Roberdeau moved to strike out "$200,000" and insert in lieu thereof "$125000". Adopted by the following vote: Yeas- Aldermen Anderson, Fischer, Goeth, Haynes, Nitschke, Powell, Redd, Roberdeau, Taylor, Tobin, Townsend-11 Nays- Aldermen Assmann, Glass, Glasscock, Humes, Lawless, Linn, Platt, Schneider, Shelley, Warmoth-10 Alderman Anderson moved to amend the resolution by striking out the word "advertise" and insert in its place the words "ask in writing," and by further striking out the words "bids." The amendment carried. Unfinished Business. An ordinance entitled An ordinance selling and conveying and authorizing, directing and requiring the mayor of the city of Austin to make a deed of conveyance to the Austin Dam and Suburban Railway Company, its successors and assigns, of the property of the city of Austin known as the Austin Dam Railroad and granting to the said Austin Dam and Suburban Railway Company, its successors and assigns, the right to operate and maintain street railroads within the city of Austin, was taken up in connection with the report above referred to, on its second reading and read. Aldermen Lawless and Platt were excused from further attendance on the session of the council. The pending question being the adoption of the committee substitute, the same was adopted. Alderman Schneider moved that the ordinance be read by sections. Adopted by the following vote: Yeas. Aldermen Fischer, Glass, Glasscock, Haynes, Hunner, Nitschke, Powell, Redd, Roberdeau, Schneider, Shelley, Warmoth- 12. Nays. Aldermen Anderson, Asmann, Goeth, Linn, Taylor, Tobin, Townsend- 7. Alderman Linn asked to be excused from further attendance on the session of the council. Alderman Goeth moved that he be not excused. The motion prevailed by a rising vote of 11 to 7. Section 1 of the ordinance was read and adopted. Alderman Linn moved that further consideration of the ordinance by sections be dispensed with and that the rules be suspended and it be placed on its third reading. Lost by standing vote of 7 to 11. Section 2 was read. Alderman Shelley then offered the following: "In section 2 strike out the words 'except on present Austin Dam railroad'" Alderman Asmann asked that he be excused from further attendance on the session of the council. Alderman Goeth moved that he be not excused. The motion prevailed by a rising vote of 9 to 8. Alderman Taylor moved that when the council does adjourn, it adjourn until 8.30 p.m. tomorrow. Alderman Linn moved that the council now adjourn until 8 o'clock p.m. tomorrow. Alderman Glascock moved a call of the council and the motion was duly seconded and adopted. Alderman Glass moved that the council take a recess of 10 minutes. Carried. The pending business being an amendment offered by Alderman Shelley at the last session of the city council to section 2 of an ordinance entitled, "An ordinance selling and conveying and authorizing, directing and requiring the mayor of the city of Austin to make a deed of conveyance to the Austin Dam and Suburban Railway Company, its successors and assigns, of the property of the city of Austin known as the Austin Dam railroad, and granting to the said Austin Dam and Suburban Railway Company, its successors and assigns, the right to operate and maintain street railroads within the city of Austin;" said section being as follows: "Section 2. That the said Austin Dam and Suburban Railway Company, its successors and assigns, are hereby granted the right for the period of 50 years from the taking effect of this ordinance, to maintain and operate the said Austin Dam railroad, and to construct, maintain and operate single lines of railroad tracks along and over any of the streets of the city of Austin not now occupied by the track of the Austin Rapid Transit Railway Company; and also the right to construct and operate a single track on any street now, or hereafter occupied by the said Austin Rapid Transit Railway Company for not more than four blocks, except Congress Avenue, on which it may lay a single track from Fourth West street northward to the south side of the capitol --- Page break --- 187 enclosure, with privilege of having a double line of track on the line of the present Austin Dam railroad provided, that the said grantee, its successors and assigns, shall not use steam as a motive power, except on the present Austin Dam railroad" and said amendment reading as follows: In section 2 strike out the the words, except on the present Austin Dam railroad." It was read and adopted. Alderman Schneider then presented the following: Amend section 2, by striking out fifty years and inserting twenty-five years. The amendment was lost. Section 2. was then adopted as amended. Section 3. was then read and adopted. (Alderman Hume entered the council chamber and answered to his name). Section 4, which reads as follows, was then read. Section 4. That the said Austin Dam and Suburban Railway Company, its successors and assigns, shall have the right to attach cross suspension wires for the support of its trolley wires to the poles of the main electric lines of the electric light system of the city of Austin along the streets on which the said Austin Dam railroad is situated." Alderman Shelly then offered the following amendment: Amend section 4 by striking out "Along the streets on which said dam railroad is situated" and insert "Along the boulevard and Cedar Street". The amendment was adopted. Section four was then adopted as amended. Section five was read and adopted. Section 6, which is as follows, was read: "Sec 6. That the said Austin Dam and Suburban Railway Company, its successors and assigns, shall, within five years from the passage of this ordinance, build and put in operation at least one mile of railroad tracks in addition to that already built, and in case the said one mile of road is not built and put in operation within five years from the passage of this ordinance, then the said Austin Dam and Suburban Railway Company, its successors and assigns, shall not have any further right to build additional lines of railroad tracks on any of the streets of the said city of Austin not then occupied by it; provided that the failure to build and operate said additional mile of railroad tracks within said five years shall in no way affect or impair the other rights and franchises granted by this ordinance to the said Austin Dam and Suburban Railway Company, its successors and assigns. --- Page break --- 188 Alderman Shelley then presented the following: Amend section 6. Strike out five years wherever it occurs and insert three years and add to said section the following: And provided further, that said Austin Dam and Suburban Railway Company shall forfeit all rights and franchises herein granted on all streets upon which cars are not operated within ten years from the taking effect of this ordinance" Alderman Schneider moved to amend the amendment by striking out "three" and inserting "two" years. Lost. The amendment offered by Alderman Shelley was then adopted by the following vote: Yeas- Aldermen Glasscock, Haynes, Hummel, Nitschke, Platt, Roberdeau, Schneider, Shelley, Tobin- 9 Nays- Aldermen Assmann, Fischer, Glass, Goeth, Lawless, Powell, Taylor, Townsend- 8. Alderman Haynes introduced the following, Sec 6. Strike out the word one wherever it occurs and insert three; line ten, same section, strike out the word mile and insert the word miles. Lost. Sec. 6. was then adopted as amended. Sec. 7. was then read and adopted. Alderman Roberdeau then offered the following: Sec 7a. That the said Austin Dam and Suburban railway, its successors and assigns, shall carry free of charge members of the fire department of the city of Austin coming from or going to a fire; the said Austin Dam and Suburban railway shall in addition carry all officers of the city of Austin without charge. The amendment was laid on the table by the following vote: Yeas- Aldermen Assmann, Fischer, Glass, Glasscock, Goeth, Lawless, Nitschke, Platt, Shelley, Taylor, Tobin, Townsend- 12 Nays- Aldermen Haynes, Hummel, Powell, Roberdeau, Schneider- 5. Alderman Roberdeau presented the following amendment: Sec 7b. That said Austin Dam and Suburban railway shall not charge exceeding 5 cents for one continuous passage from any point of boarding the cars to the end of the line of said company. The amendment was adopted. Alderman Schneider offered the following: Sec 7a. Said railway may run across all railway tracks in the city, and over all bridges and culverts built or owned by the city, which the proper city authorities shall determine to be large enough and strong enough to admit of such use and still accommodate the travel over the same. Such railway company shall pay such proportion of the expenses of keeping the bridges and --- Page break --- 189 culverts in repair and order as the width of the track may bear to the width of the bridge or culvert. The amendment was adopted. Section 8 was read and adopted. The ordinance as a whole was then adopted. The ordinance was then read a third time and passed. Board of Public Works to continue Alderman Taylor moved that the Board of Public Works be continued as it now exists, and that the council do now proceed to elect two additional members of said board. ✓ Alderman Assmann moved that the resignation of the members of the board of Public Works be accepted when they have made their final report, now being prepared, and that the thanks of the council be extended to each of them for the valuable and faithful services rendered the city. Alderman Tobin moved that the water and light Commission be relieved for the time being from further service, and that the entire management and control of the water and light plant, together with the proposed extensions, etc, be placed in the hands of the Board of Public Works. Alderman Schneider moved that the council now proceed to elect three additional members of the Board of Public Works. Alderman Platt moved as a substitute, that the election of the additional members of the Board of Public Works be postponed until the next regular meeting of the city council. The substitute was adopted. Alderman Haynes presented the following: Resolved, That the Water and Light commission be instructed to advertise for furnishing 6 inch pipe. Alderman Taylor moved to refer the resolution to the Water and Light commission. Alderman Assmann moved to lay the motion on the table. Lost. Alderman Nitschke then moved to adopt the resolution. Alderman Glass moved that the members of the Water and Light Commission be excused from voting on the question. Lost. Alderman Lawless moved that the city attorney be instructed to withdraw from the Supreme Court of the United States the case of the City of Austin vs The Austin Water, Light and Power Company on account of a recent decision of that court which virtually decides the city's case adversely as to the question of jurisdiction. Carried. Alderman Platt was excused from further attendance on the session of the council. Alderman Glasscock moved that the council now adjourn. Alderman Tobin presented the following which was read: Austin, Texas, July 1. 1895 W. H. Tobin, Chairman Water and Light Commission, Austin, Texas Dear Sir: I have the honor to report that 47 applications for water and 109 applications for electric lights were received during the month of June. The total number of applications for water to June 30 was 1244 and the total number of applications for electric light to same date was 370 There are now 850 water takers and 332 electric light takers. The number of lights now being furnished is nearly 5000 and about 350 new lamps are being connected up every week. The amount received for water and light during the month of June was $2331.50 of which $1910.70 was for water and $420.80 for light. All receipts have been deposited daily with the city treasurer as required by ordinance. The total amount received for Water and Light to June 30 was $3912.05, of which $3295.15 was for water and $616.90 was for light. Respectfully Jno W. Maxey, Superintendent, Alderman Taylor moved that the city assessor and Collector be authorized to occupy his present quarters until further orders from the city council. To the Hon Mayor, John McDonald, and City Council of the City of Austin: Gentlemen- After looking over your city at two different times we wish to make you a business proposition, that is to establish a large ice and refrigerating plant in your city; pro- vided we can operate same with electric power cheaper than steam or electric power at other points, otherwise it would not pay us to come here and invest capital, and you doubtless know fuel is too high at this point to operate by steam power. We are asking no bonus. All we ask is that you give us power and water to compete with other points. Some of your citizens will be interested with us, doubtless, and manage the business. We propose to commence with 50 horse power and as the demand increases increase same to 250 horse power; with our improved machinery we can sell our goods all over Texas, except some farthest points. We ask of you that you furnish us electric power not to exceed $2.00 per horse power per month, and we will use from 1000 to 6000 gallons water per day according to time of year, which we can use at not to exceed $5.00 per month. And should any other individual or corporations start a similar factory here and get cheaper rates, that you reduce our rates correspondingly. We want you to grant us these rates to and including the year 1899, with above privileges of reductions if the occasion should occur. If these arrangements can be made we will begin work within 30 days or sooner. Yours Respectfully Burt Construction Co Per J. W. Day. The water and light commission recommend that the --- Page break --- 194 rate for the electric service be fixed at $2.50 per month per horse power for continuous service, and that water be furnished at 5 cents per 1000 gallons, and that the rate be monthly for the entire year, the contract to be for two years with the privilege of renewal for two more years. Alderman Linn moved to refer the matter to a special committee of five. accepted. Alderman Redd, as a substitute, moved that the proposition be accepted and the recommendations of the water and Light Commission adopted. Carried. Resolution to place an electric light in cupola. By Alderman Goeth- Be it resolved by the City Council of the City of Austin, That it is the sense of this council that a suitable electric light should be placed in or on the dome of the State capitol, and that, whereas, the City council have seen fit to grant the state a very low rate for lighting the state capitol, the Hon John R. Mobley, Superintendent of public buildings and grounds be and that he is hereby respectfully requested to have said light placed in position as soon as convenient, and have same attached to the all night circuit. Adopted. Alderman Goeth moved that the city clerk be instructed to furnish Hon John R. Mobley, Superintendent with a copy of the above resolution. Carried. A. P. Carlton Pet. for remission of fine. Laid over. Alderman Goeth, by request, presented a petition from A. P. Carlton asking the remission of a fine that was assessed against him in the recorder's court. On motion the petition was laid over until the next regular meeting of the City Council. Alderman Linn moved to suspend the call of the council and to proceed with the regular order of business. That the first two offices on the southwest side of the city hall be awarded to the city assessor and Collector. Alderman Taylor moved to refer the resolution to the committee on markets. By Alderman Linn—Resolved that the market committee be and it is hereby authorized to purchase such necessary furniture as in its judgement may be necessary for the use of the city assessor and collector, provided that the cost of same shall not exceed one hundred and fifty dollars, provided this amount shall come out of appro- priation to be made tonight to provide better quarters for the city assessor and collector. Adopted. Alderman Anderson moved to reconsider the vote by which a resolution providing for the sale of $125000 bonds was adopted at the last meeting of the city council, and the motion prevailed. Alderman Linn then moved to amend the resolution by adding thereto the following: "Provided that the bonds shall be delivered from time to time as the mayor may direct according to the necessity of the city." Alderman Haynes moved to amend the resolution by striking out $125000.00 and inserting $200000.00. Carried. Alderman Nitschke then moved to amend the amendment offered by Alderman Linn by inserting therein after the word "mayor" the words "and city council". The amendment was adopted, yeas 10; nays, 4. The amendment offered by Alderman Linn was then adopted as amended. The resolution as amended was then adopted. Alderman Taylor moved that the water and light commission be authorized to advertise for bids for supply- ing the city with a sufficient quantity of six inch water mains.
