Fire Department Funding: Council approved a $1,800 appropriation to purchase additional fire hoses for the city's fire department.

City Hall Improvements: Allocated $450 to expand the lower story of city hall and build a secure vault for the tax assessor and collector's office.

Board Appointments: Elected three members to the Board of Equalization (P.L. Wren, P.H. Miller, and Rhoads Fisher Sr.) and began proceedings to fill two vacancies on the Board of Public Works.

Livestock & Safety Regulations: Proposed an ordinance to prevent livestock from running loose east of Waller Creek and directed the city attorney to draft regulations requiring owners of unsafe buildings and decaying structures to make repairs or remove them.

New Municipal Services: Introduced an ordinance to create a solicitor and collector position for the Austin Water system, and approved establishing a new cemetery on city property.

198 Minutes of a Regular Meeting of the City Council. Austin, Texas, July 15, 1895. Hon John McDonald, mayor, presiding. Roll call. Present- Alderman Anderson, Asmann, Glascock, Goeth, Haynes, Platt, Powell, Taylor, Tobin, Warmoth-10 Absent- Aldermen Fischer, Glass, Hume, Jackson, Lawless, Linn, Nitschke, Redd, Roberdeau, Schneider, Shelley, Townsend-12 Alderman Taylor moved that the council take a recess of 10 minutes and the motion prevailed. After expiration of recess the roll was again called, resulting as follows: Present- Aldermen Anderson, Asmann, Fischer, Glascock, Goeth, Haynes, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Tobin, Townsend, Warmoth- 17. Absent- Aldermen Glass, Hume, Jackson, Lawless, Linn- 5. Minutes of the meetings of the city council held July 1, 2 and 3 1895, were adopted as printed. Alderman Tobin was excused from further attendance on the session of the council. Reports Of Committees. Police report on Alderman Powell, for the committee on police, to whom Marshal's report was referred the city marshal's report for the month of for June June, 1895, presented a report thereon, which states that the marshal's reports were duly examined and found to be correct. The report of the committee was adopted. Alderman Glass entered the council and answered to his name. Unfinished Business. A. P. Carleton. Petition of A. P. Carleton for remission of fine of $10, which Fine remitted was assessed against him in the recorder's court, was again taken up and on recommendation of the mayor the fine was remitted. $1800 additional An ordinance appropriating the sum of $1800 for the purhose. pose of purchasing additional hose for the use of the fire department was taken up on its second reading and read. A motion was then made to suspend the rules and place the ordinance on its third reading, which was lost by the following vote: Yeas- Aldermen Anderson, Asmann, Fischer, Glascock, Goeth, Nitschke, Redd, Roberdeau, Schneider Haynes, Shelley, Townsend, Warmoth- 13 Nays- Aldermen Glass, Platt, Powell, Taylor- 4 Alderman Lawless entered the council and answered to his name. [illegible] An ordinance to amend section 1 of an ordinance entitled "An ordinance to amend article 127 and to repeal article 137 of the revised Penal Ordinances of the city of Austin" was taken up on its second reading and read. Alderman Glass then moved to refer the ordinance --- Page break --- 199 and a petition protesting against the passage of the same to a special committee of three, and the motion prevailed. Alderman Shelley moved that the committee be composed of one alderman from each of the following wards, towit: Seventh, Eighth, Ninth, and Tenth. Carried. The chair then appointed Aldermen Platt, Glass, Warmoth, and Nitschke as the committee. The object of the ordinance is to still further prevent the running at large of stock east of Waller Creek. An ordinance appropriating the sum of $450 for the $450 appul for purpose of extending the hall in the lower story of the Office of H.H. city hall, and building a vault for the use of the assessor and collector of taxes, was taken up on its second reading and passed under suspension of the rules by the following vote. Yeas Aldermen Anderson, Assmann, Fischer, Glass, Glascock, Goeth, Haynes, Lawless, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Townsend, Warmoth-17 Nay- Alderman Nitschke. New Business. W.W. Solicitor By Alderman Glascock- An ordinance providing for a solicitor and collector for the Austin Water system. It was read the first time and on motion referred to the Water and Light Commission. Monroe Miller By Alderman Platt- A petition from Monroe Miller for permission to extend the iron fire proof awning across the alley on the north side of East Seventh street, block 84. On motion of Alderman Platt the petition was referred to the street committee with power to act. Thos T Taylor & By Alderman Fischer- An ordinance authorizing Thomas W. H. Ainsworth T. Taylor and William H. Ainsworth, their associates, successors to establish Cemetery and assigns, to establish a cemetery in the city of Austin. The ordinance provides that the proposed cemetery shall be established on a part of outlot No 44 in division B. The ordinance was read the first time and on motion of Alderman Glascock, referred to the committee on cemetery. Alderman Hume entered the council chamber and answered to his name. Awning, an. to Alderman Glascock moved that the city attorney be prepared. be directed to prepare such an ordinance as, in his judgment, would require the owner, agent or person in control of any building in this city having any frame awning, gallery, shed or porch which has become decayed or dangerous from age, use or any other cause, to remove or make safe such awning, gallery or shed within a reasonable time after notice from the proper city officer so to do. Alderman Fischer moved to amend the motion so as --- Page break --- 200 to include all unsafe buildings. The amendment was accepted and the motion as amended adopted. Board of Equal- Alderman Powell moved that the city council do nowtion elected. proceed to elect three persons who shall compose the board of equalization of the city of Austin for the year 1895. Carried. Alderman Anderson moved that the election be by ballot and that the chair appoint three tellers. Adopted. The chair appointed Aldermen Anderson, Shelby, Gl, Garth as tellers. Alderman Powell nominated P. L. Wren. Alderman Glascock nominated R. Weyerman. Alderman Assmann nominated Joe B. Rogers. Alderman Schneider nominated P. H. Miller. Alderman Roberdeau nominated Rhoads Fisher, Sr Alderman Taylor nominated Frank Brown, Sr. Nominations were then declared closed and a ballot was ordered, the result of which was reported by the tellers as follows P.L. Wren received 11 votes. R. Weyerman received 1 vote. Joe B. Rogers received 10 votes P.H. Miller received 14 votes Rhoads Fisher, Sr received 16 votes Frank Brown, Sr. received 5 votes. Wren, Miller The mayor then declared P.L. Wren, P.H. Miller and Rhoads Fisher elected. Fisher, Sr duly elected members of the board of equalization of the city of Austin for the year 1895. By Alderman Fischer- An ordinance appropriating the $1339.79, Ft. W. E. sum of $1339.79 for the purpose of paying approved acCorporation counts of the Fort Wayne Electric Corporation. It was read the first time and then a second time under suspension of the rules. Alderman Fischer then moved to amend the caption and section 1 of the ordinance by adding to each the sum of $215 for the purpose of paying part of claim of Mr. Carlson for submerged land The motion prevailed and the ordinance was passed under suspension of the rules by the following vote: Yeas Aldermen Anderson, Assmann, Fischer, Glaes, Glascock, Garth, Haynes, Humes, Lawless, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Townsend, Warmoth 19 B. P. W. new Alderman Schneider moved that the city council members. do now proceed to elect two members of the Board of Public Works to fill existing vacancies. The motion was adopted by the following vote: Yeas- Aldermen Fischer, Glascock, Garth, Humes, Lawless, Redd, Roberdeau, Schneider, Shelley, Taylor, Townsend- 11 Nays- Aldermen Anderson, Assmann, Glaes, Haynes, Nitschke --- Page break --- Platt, Powell, Warmoth- 8 Alderman Nitschke moved that the election be by ballot and that the chair appoint three tellers. The motion was adopted and the chair appointed Aldermen Anderson, Shelley and Goeth as tellers. Nominations being in order, Alderman Glascock nominated A.P. Leitmaker and Alderman Nitschke nominated Ira H. Evans. Alderman Goeth moved that nominations be declared closed. Lost. It was then moved that the council stand adjourned and the motion prevailed by the following vote: Yeas- Aldermen Anderson, Aumann, Glass, Haynes, Nitschke Platt, Powell, Roberdeau, Schneider, Shelley, Warmoth -11.
