Minutes of a Called Meeting of the City Council. Austin, Texas. September 26, 1895. Hon. John McDonald, Mayor, presiding. Roll Called. Present- Aldermen Fischer, Glass, Glascock, Haynes, Hume, Lawless, Nitschke, Platt, Powell, Redd, Schneider, Tobin and Townsend. Ald. Nitschke call of Council. Alderman Nitschke moved a call of the Council. Carried. Alderman Torth entered the Council Chamber and answered to his name. On motion the Council took a recess for ten minutes, at the end of which time, the Mayor called the Council to order. Alderman Powell moved to suspend the call, which motion prevailed. The following calls of the Council were then read. Calls of Council for Call for a special meeting of the City Council: A special meeting special meeting. of the City Council of the City of Austin is hereby called, to be held at the City Hall at 8:30 P.M. on September 26th 1895. for the purpose of making appropriations to pay the expenses of the Water and Light system, and to pay for labor on the streets, and such other matters as may properly come before the Council at such meeting. City Marshals I hereby certify that the following named Aldermen have been Certificate of service of served with the above call by having it read to each of them in call. person, viz: Assmann, Fischer, Glass, Glascock, Torth, Haynes, Hume, Lawless, Lynn, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Tobin, Townsend and Warmothy, and that Alderman Anderson has been served by a true copy being left at his place of business, he being out of the city. Call of Council for I hereby call a special meeting of the City Council of the City special meeting. of Austin to assemble in the Council Chamber at the City Hall on this day, September 26th 1895. at 8:30 P.M. for the purpose of acting upon a message vetoing an appropriation of $5000. out of the Water and Light fund to pay operating expenses, also to act on an appropriation to pay engineering and other expenses connected with the extension and completion of the Water and Light system, and to make an appropriation to pay the per diem of the Board of equalization. a copy of the above call by having it read to them in person, viz.: each of Rosaman, Fischer, Glass, Glascock, Greth, Haynes, Hume, Lawless, Linn, Nitschke, Platt, Powell, Redd, Roberdean, Schneider, Shelley, Taylor, Tobin, Townsend and Warmoth, and that Alderman Anderson has been served by a true copy having been left at his place of business, he being out of the City. The following veto message was received from the Mayor and read. Austin, Texas, September 13, 1845.
Gentlemen of the City Council. Respectfully, return herewith without Mayors veto message on my approval "An ordinance appropriating Five thousand dollars Ord. appropriating 5000.00 out of the purpose of paying expenses of the Water and Light system out of W+L fund for the City of Austin" for the reason that said appropriation is made out of the Water and Light funds, and said fund being the proceeds of the sale of the $200000 Water and Light bonds, it cannot be used for operating expenses, but for the completion and extension of the plant only. Respectfully, John McDonald. Mayor.
Alderman Shelley moved a reconsideration of the vote by which the ordinance named in the veto message was passed, which motion prevailed. The Chair then put the question, Shall the ordinance pass notwithstanding the veto of the Mayor? which was decided in the negative by the following vote: Yeas None. Nays Aldermen Fischer, Glass, Glascock, Greth, Haynes, Hume, Lawless, Nitschke, Platt, Powell, Redd, Schneider, Shelley, Taylor, Tobin and Townsend- 16.
Ord. approp $5000.00 out of By Alderman Taylor: An ordinance appropriating the sum of $5000.00 Earnings fund of W+L system out of any money in the earnings fund in the City Treasury, not otherwise appropriated, for the purpose of paying operating expenses and expenses of placing the plant in operation. Alderman Taylor appeared in the Council Chamber and answered to his name. On motion, the rules were suspended and the ordinance placed upon its second reading. Alderman Warmoth appeared in the Council Chamber and answered to his name. Alderman Schneider moved to strike out of the ordinance all after the words operating expenses. Alderman Roberdeau appeared in the Council Chamber and answered to his name. Vote on Schneider motion to The vote was then taken up on the motion of Alderman Schneider Strike out and the motion to strike out was lost by the following vote: Yeas Aldermen Greth, Haynes, Hume, Nitschke, Schneider and Warmoth 6. Nays Aldermen Fischer, Glass, Glascock, Lawless, Platt, Powell, Redd, Roberdeau, Shelley, Taylor, Tobin, and Townsend. 12.

Ord. amended by Ald. Glass. Alderman Glass moved to insert after the word "placing" the words "water and light" which motion prevailed. The ordinance as amended was then passed under suspension of the rules by the following vote Yeas. Aldermen Fischer, Glass, Glascock, Gorth, Haynes, Hume, Lawless, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Tobin, Townsend and Warmoth. 18. Nays None
Ord. Approp. $250.00 to pay Street Laborers. By Alderman Glascock. An ordinance appropriating the sum of $250.00 to pay street laborers. The ordinance was passed under suspension of the rules by the following vote: Yeas. Aldermen Fischer, Glass, Glascock, Gorth, Haynes, Hume, Lawless, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Tobin, Townsend and Warmoth. 18. Nays. None.
Ord. Approp. $2000.00 to pay Engineering, labor etc. out of W & L fund. By Alderman Taylor - An ordinance appropriating the sum of $2000.00 out of the Water and Light fund in the City treasury to pay engineering, labor and incidental expenses for completion and extension of the Water and Light system. The ordinance was passed under suspension of the rules by the following vote Yeas. Aldermen, Fischer, Glass, Glascock, Gorth, Haynes, Hume, Lawless, Nitschke, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor, Tobin, Townsend and Warmoth. 18. Nays None.
Ord. approp. $160.00 to pay per diem of Board of Appraisers By Alderman Taylor - An ordinance appropriating the sum of $160.00 to pay the per diem of the Board of Appraisers. The ordinance was passed under suspension of the rules by the following vote: Yeas. Aldermen Fischer, Glass, Glascock, Gorth, Haynes, Hume, Lawless, Platt, Powell, Redd, Roberdeau, Schneider, Shelley, Taylor Tobin Townsend and Warmoth. 17 Nays.
