President Linn presiding Hon. H. A. Linn, President of the Council, presiding. Roll call Roll called. Present Aldermen Anderson, Glass, Glascock, Gorth, Haynes, Hume, Linn, Kitschur, Pharr, Cowell, Predd, Roberdeau, Shelley, Taylor, Tobin Townsend and Warnoth. Total, 17. Absent Aldermen Assmann, Fischer, Lawless and Schneider. Total, 4. Glascock ex. [illegible] Alderman Glascock asked to be excused from further attendance at this meeting, w[h]ich was by unanimous consent granted.
Minutes of previous meeting Alderman Cowell moved the adoption of the minutes as printed of the last adopted as printed regular meeting. carried.

Pet. of F. Pinger for remission By Alderman Glass. A petition from F. Pinger for remission of fine assessed against of fine him in Recorder's Court. The petition was recommended by Mayor McDonald. Aldermen Assmann and Fischer entered the Council Chamber and answered to their names.
Glass moved adoption of Alderman Glass moved that the petition of F. Pinger for remission of pet. fine be granted.
Recorder Carleton called Upon motion being stated by the President, Alderman Taylor asked for on for information in regard information from the Recorder in regard to imposing of labor fine. Recorder to assessment of fine Carleton gave the necessary information, after which a vote was taken which Pet. refused by 6 to 12 majority resulted in the petition being refused as follows: Yeas: Aldermen Assmann, Glass, Kitschur, Pharr, Cowell and Predd. Total, 6. Nays: Aldermen Anderson, Fischer, Gorth, Haynes, Hume, Linn, Roberdeau, Shelley, Taylor, Tobin, Townsend and Warnoth. Total, 12.
Pet. from Citizens living Alderman Tobin presented the following communication from persons living outside City limits who outside the City limits who wish to become water takers of the City: desire Water connections with Austin, Tex. Nov. 18, 1895. the City W.H. Tobin, Chairman Water and Light Commission: Dear Sir: J.M. Mason, Geo. Franklin, Mrs. Lee, Henry Adams, Bessie Simms, Albert Wilson, Mrs. Ekes, Frank Simmins, H. Skanska, D.K. Canada, Grant Watrous and R.T. Scott, who want to have water from the City, live on Coletta street, just outside the City limits. It will require about 1700 feet of two inch pipe to reach these 12 families. The pipe in place would cost about $180., and the income from water rates would be $[illegible] per annum. Johnson and To the Honorable Water and Light Commission, City of Austin. others for two in pipe Gentlemen.- The undersigned, desiring to have water from the City submit the following information in regard to same, to-wit: If the City will furnish the necessary pipe, say about 1700 feet of two inch pipe on the ground, we will lay same and loan the City the cost of pipe, and we will repaid said value to us in [illegible] water dues to the City, the water to be [illegible] with our light as per [illegible] to the [illegible] water taker. There are four parties who will take water and join in the above, but have not the time to get their signatures, and Mr. Johnson and several more who will become water takers, so that there will be, about 12 or 13 water takers under this proposition Respectfully submitted, November 16, 1895. Chas. Huppertz. Alderman Glass moved to lay these communications on the table subject to call. Lost Ald. & brok. referred to the Alderman Nitschke moved to refer to the Water and Light Commission for W. & L Com. investigation, to report at next meeting. Carried. Alderman Schneider and Sawless entered the Council Chamber and answered to their names.

Report of Police Com. on City Alderman Powell, for the Police Committee, made the following report, which was Marshals report for Oct. 1895. by motion adopted:

Chairman of the Unfinished Business. Special Com. of 5 appointed Alderman Linn, Chairman of the Special committee appointed at last meeting, at last meeting, ask for further to investigate the claims of T.E. White, and Mrs. Elizabeth Marshall for damage time granted. to crops and land overflowed by the lake, asked for further time, which was by motion granted. Alderman Linn offered the following resolution: City Auditor directed to count Resolved, That the City Auditor by and he is hereby directed to count the the coupons paid by City coupons heretofore paid by the City Treasurer, now held by the City Clerk Treas. now held by City Clerk and report to the Council: and report at next Council First - The number of coupons, amount of each coupon and character of Bonds from meeting. which clipped, and purpose for which Bonds were issued. Second - That the City Auditor and Clerk are directed, after the count as herein before provided to have the coupons herein referred to, before this Council at the next regular meeting for destruction by this Council.
New Business. Ord. appropriating Mot. By Alderman Tobin - An Ordinance appropriating $1,160.00 to pay approved to pay approved [illegible] accounts against the Water and Light Fund. Alderman Goeth offered the following resolution: Resolution requesting the Mayor to invite the Natl. Prison Ass'n of U. S. to hold next annual Convention in Austin Resolved by the City Council of the City of Austin, That the Mayor be requested to extend an invitation to the National Prison Association of the United States, to hold their next annual meeting in the City of Austin some time in the fall of 1896. Mr. Eck Whatley, Superintendent of the Penitentiaries of Texas, Hon. Wm Clemens of New Braunfels, and Hon. Walter Tips of Austin, members of this association, attended the convention of this association held at Denver, Col., last September and placed Austin in nomination. It is now evident that Austin has a good chance of securing this convention if proper invitations are extended by the Mayor and Board of Trade as well as the Texas members of this association. Upon motion made, seconded and carried, the foregoing resolution was adopted. Change of Voting place in 9th ward from Searight's stable to B.H. Smith Building Cor 6th & Trinity A motion by Alderman Platt to change the place of voting in the Ninth Ward from Searight's stable to the B. H. Smith Building, corner East Sixth Street and Trinity Street, was unanimously adopted. Reconsideration of vote on pet. of Citizens living outside City Limits Alderman Nitschke moved to reconsider the vote by which the petitions from citizens living outside the City Limits who wish to become water takers was passed. Motion to reconsider adopted. Alderman Fischer moved to grant the petition and to add 25% to the water rates paid inside the limits. Alderman Haynes offered an amendment to Alderman Fischers' motion to make the rate referred to 33⅓ per cent instead of 25 per cent. The amendment and motion, upon being put before the Council, was lost. Alderman Lawless moved that the Council do now adjourn, motion lost. Pet. of Citizens living outside City limits referred to W & L Com to recommend Water rate Alderman Powell moved to refer back to the Water and Light Commission with instructions to recommend a rate for water to those citizens referred to in said petition, and to report their action at the next meeting of the Council.
