New Mayor and Aldermen Elected: Lewis Hancock won the mayoral race with 1,610 votes, defeating W.B. Brush and two other candidates. New aldermen were elected from all 11 city wards to serve two-year terms.

Dam Project Officially Completed: The city's major water, power, and light dam project—six years in the making—was formally completed. The council approved engraving the names of the Mayor, Public Works Board, and City Council on a commemorative tablet in the dam to honor those who oversaw its construction.

City Leadership Honored: The outgoing Mayor John McDonald received a formal commendation from the council for his faithful service and sacrifice to the city, with council members tendering their appreciation through multiple resolutions.

Extensive Slate of City Officers Elected: The new council filled 19 city positions including City Clerk, Treasurer, Marshal, Engineer, and various other administrative posts through a series of nominations and votes.

282 Minutes of a Special Meeting of the City Council Austin Dec. 1st 1895. Hon. John McDonald, Mayor, Presiding. Special Meeting Roll Called. Roll Called. Present, Aldermen Finn, Sweeny, Saunders, Rich, Taylor, Tobin, Smith, Fischer, Hilsenck, Haynes, Tobin, Townsend and Stanforth. 10. Absent Aldermen Proterdeau, Rich, Shelling, Taylor. Absent Alderman Schneider. Motion to dispense with regular order of business. Carried. Alderman Finn moved to dispense with the regular order of business and that a Committee be appointed to canvass the Returns of the election held by order of the Mayor on December 1st 1895. Carried. Motion that Council take a recess of 10 minutes. Carried. Alderman Finn moved that the Council take a recess of 10 minutes. Carried. Council Called to order. The Council was called to order by the Mayor. Roll Called. Roll Called. Present, Aldermen Anderson, Assmann, Fischer, Hilsenck, Haynes, Proterdeau, Rich, Shelling, Finn, Smith, Pitschky, O’Dell, Powell, Tobin, Townsend and Stanforth. 16. Absent Alderman Schneider. Com. on returns authorized to open the Box of Ward No 1. to get returns from first Ward. The Mayor appointed the following as the committee to canvass the returns, to wit, Smith, Taylor and Tobin. Alderman Anderson moved that the committee appointed be authorized to open the Box of Ward No 1, inasmuch as the judges had placed the returns directed to the Mayor in the box instead of delivering the same to the Mayor as required by law. The motion was adopted. City Auditors report laid before the Council The Mayor laid before the Council the report of the City Auditor. Rept. ordered received & filed. Alderman Anderson moved that the related be received and filed, which motion was adopted. Ald. Schneider entered Council Chamber and his name was called at his request. Alderman Schneider entered the Council Chamber and requested his name to be called, and answered to his name. Resolution by Ald. Pitschky Alderman Pitschky offered the following resolution, which was adopted. Resolved, That inasmuch as the Dam and corresponding Water, Light and Power Works of the City of Austin is now completed, be it Resolved, by the City Council of the City of Austin, That the City Engineer be authorized to have the names of the Mayor, Board of Public Works and of the City Council engraved on a suitable tablet or plate to be inserted in the Dam, in order to perpetuate the names of those who for the past six years have so devotedly given their energy to the construction and completion of this great work. The resolution was adopted. Resolution by Ald. Powell. Alderman Powell offered the following resolution. Resolved, That the Mayor, Board of Public Works, and the City Engineer be requested to furnish the Superintendent of the Water and Light Works with the date of the commencement of the work on the Dam, the names of the Engineers and Superintendents to date of completion, the whole cost of the Dam, Power house, and Machinery, Water and Light systems complete, and furnish same to this Council printed in pamphlet form so as to enable each Alderman to answer queries on that subject. The resolution was on motion of Ald. Sweeny referred to the Dam Committee. Alderman Sweeny moved that Col. Lewis Hancock be requested to furnish the same information to this Council, in the return of his Committee on the Dam, and that Ald. Powell’s Resolution be referred to said Committee. The motion was put and prevailed. The ayes and noes being called for, the result was as follows: Ayes, Ald. Alderman Drew moved that the report of the Mayor be publishd in the Statesman on Sunday mornings, which motion was adopted. Alderman Grimm moved that the report be publishd in the Evening Star and also Evening News and Vorwaerts provided they publish for same price as the Statesman. The motion was adopted. Report of Com. appointed to canvass the vote presented the following report: To Hon. John W. John McDonald, the retiring Mayor, has earnestly, rising vote. honestly, and efficiently discharged every duty which has devolved upon him as Mayor; and, Whereas, Mr. McDonald has neglected his private business in order that he might better serve the City of Austin, and Whereas, Mr. McDonald, by reason of his faithful services, has rendered the City of Austin, has placed the City under obligations to him. Be it resolved, by it That the City Council of the City of Austin, acting as the representatives of the people of Austin, hereby tender him their assurances of appreciation for his faithful services. Alderman Haynes moved that a committee of three be appointed by the Mayor to conduct the newly elected Mayor and Aldermen to the Council Chamber. The motion was adopted, and the following named committee appointed: Haynes, Townsend and Nitschke. The newly elected Mayor and Aldermen were presented to the Council Mayor elect and several Aldermen have oath of office. and the oath of office administered to them by the Hon. After a short address by the Mayor, he declared the Council ready for business. Resolution by Ald. Nitschke regulating order of election of City Officers. Alderman Nitschke offered the following resolution which was adopted: Resolved, That the City Council now proceed to the Election of City Officers in the following order. First. President of the Council. Second. Assessor and Collector. Third. City Marshal. Fourth. City Treasurer. Fifth. City Clerk. Sixth. City Attorney. Seventh. City Recorder. Eighth. City Engineer. Ninth. The Mayor then declared Alderman Linn duly elected as President of the Council for the ensuing term. The Mayor announced that nominations were now in order for Assessor and Collector. Alderman Linn declared elected President of Council Alderman Cray nominated Mr. Fred. Sterzing. Alderman Oelschlager moved that nominations close and that the Clerk be instructed to cast the entire vote of the Council for Mr. Sterzing, which motion was adopted. The tellers announced that Mr. Sterzing had received 22 votes. The Mayor declared Mr. Fred. Sterzing duly and constitutionally elected to serve as Assessor and Collector for the ensuing two years. Fred Sterzing declared elected Assessor & Collector The Mayor then announced that nominations were in order for City Marshal. Alderman Roberdeau nominated Capt. Jas. E. Lucy, and moved that nominations now close and that the Clerk be instructed to cast the entire vote of the Council for Captain Lucy, which motion prevailed. The tellers announced that Captain Jas. E. Lucy had received 22 votes. The Mayor then declared Capt. Jas. E. Lucy duly and constitutionally elected City Marshal for the ensuing two years. Capt. Jas E Lucy declared elected City Marshal The Mayor announced that nominations were now in order for City Treasurer. Alderman Gass nominated C. S. Myrick. Alderman Goudy nominated A. C. Stilliard. Nominations were then declared closed. The tellers reported the result of the ballot as follows: C. S. Myrick received 18 votes. A. C. Stilliard received 4 votes. The Mayor declared Mr. C. S. Myrick duly and constitutionally elected City Treasurer for the ensuing two years, he having received a majority of all the votes cast. C. S. Myrick declared elected City Treasurer The Mayor announced that nominations for City Clerk were in order. Alderman Schneider nominated R. B. Shelley. Alderman Fischer nominated Jno. O. Johnson. Nominations were declared closed. The tellers reported the following as the result of the ballot: Mr. R. B. Shelley received 10 votes. Mr. Jno. O. Johnson received 12 votes. The Mayor declared that Jno. O. Johnson, having received a majority of all the votes cast, was duly and constitutionally elected City Clerk for the ensuing two years. Jno. O. Johnson declared elected City Clerk The Mayor announced that nominations for City Attorney were in order. Alderman Linn nominated Jno. G. Berdett. Alderman Crale nominated A. H. Evans. Nominations were then closed. The tellers reported the result of the ballot as follows: Jno. G. Berdett received 12 votes. A. H. Evans received 10 votes. The Mayor declared that Jno. G. Berdett, having received a majority of all Jno. G. Nominations for City Recorder were then announced to be in order by the Mayor. Alderman Crowell nominated W.W. Maxwell. Alderman Fischer nominated Fred Carleton. Alderman Morton nominated W.W. Wood. Nominations were then declared closed. The Tellers announced the results of the ballot to be as follows: Fred Carleton received 15 votes, W.W. Wood received 4 votes W.W. Maxwell received 3 votes. Fred Carleton declared elected City Recorder The Mayor announced that Fred Carleton, having received a majority of all the votes cast, was duly and constitutionally elected City Recorder for the ensuing two years. The Mayor then announced that nominations were in order for City Engineer. Alderman downes nominated Walter Sneed. Alderman Crowell nominated J.B. McFall. Alderman Kittredge nominated D.B. Matthews. The Tellers announced the following as the result of the ballot: J.B. McFall received 13 votes Walter Sneed received 6 votes D.B. Matthews received 3 votes J.B. McFall declared elected City Engineer The Mayor announced that J.B. McFall, having received a majority of all the votes cast, was duly, and constitutionally elected City Engineer for the ensuing two years. Nominations for Street Commissioner were then declared in order. Alderman Robindeau nominated Joseph Schuber. Alderman Haynes nominated John McBean. Alderman Morton nominated Wm. Sawyer. The Tellers announced the results of the ballot to be as follows: Schuber 8 votes; McBean 6 votes; Sawyer 8 votes. No one having received a majority, a new ballot was ordered. The Tellers reported the following as the results of the second ballot: Schuber 7 votes, McBean 5 votes, Sawyer 10 votes. No one having received a majority, a new ballot was ordered. The Tellers reported the following as the results of the third ballot: Schuber 9 votes, McBean 3 votes; Sawyer 10 votes. No one having received a majority, a new ballot was ordered. Alderman Haynes withdrew the name of John McBean. The Tellers reported the following as the results of the fourth ballot: Schuber 11 votes; Sawyer 11 votes. No one having received a majority, a new ballot was ordered. Graves received 10 votes. Dr. O. L. Hall received 4 votes. Dr C.S. Graves was declared elected City Physician Dr. C. S. Graves received a majority of all votes cast, and was duly and constitutionally declared City Physician for the ensuing two years. The Mayor announced that nominations for Sanitary Inspector were now in order. Alderman Tilton nominated W. V. Calhoun. Alderman Walsh nominated S. J. Kingsbury. Alderman Davies nominated John Hearne. Alderman Stine nominated Wm Johnson. Alderman Lawless nominated John Stellfox. Alderman Taylor nominated A. H. Patterson. Alderman Bardean nominated Thos. The Mayor announced that nominations for President pro tem were now in order. Alderman Davies nominated Dr. C. H. Pinckney. Alderman Townsend nominated Dr. W. H. Smith. The Tellers announced the following as the result of the ballot: Dr C H Pinckney received 13 votes. Dr W. H. Smith received 9 votes. Parker a committee to conduct Dr C. H. Pinckney to the Chair. The tellers then announced the following as the result of the first ballot: Mrs. Ritter 10 votes, Miss Mathew 11, Miss Foster 10 votes. No one having received a majority, a new ballot was ordered. The tellers announced the following as the result of the second ballot: Mrs. Ritter 11 votes, Mrs. Foster 11 votes. No one having received a majority, a new ballot was ordered. The tellers announced the following as the result of the third ballot: Mrs. Ritter 11 votes, Mrs. Foster 11 votes. No one having received a majority, a new ballot was ordered. The tellers announced the following as the result of the fourth ballot: Mrs. Ritter received 14 votes, Mrs. E. C. Foster received 8 votes. The Mayor announced that Mrs. Ritter having received a majority of all Mrs. Ritter declared elected the votes cast was duly and constitutionally elected Matron of the City Hospital for Matron at City Hospital the ensuing two years. The Mayor declared nominations in order for City Sexton. Alderman Downsend nominated Mr. W. S. Stitscher and moved that nominations do now close, and that the City Clerk be directed to cast the entire vote of the Council for Mr. Stitscher, which motion prevailed. The tellers announced that Mr. W. S. Stitscher had received 22 votes. The Mayor declared Mr. W. S. Stitscher having received a majority of all the votes cast, the W. S. Stitscher declared elected Mayor declared him duly and constitutionally elected City Sexton for the City Sexton ensuing two years! The Mayor announced that nominations for Pound Master were now in order. Alderman Stumlet nominated F. W. Bowell and on motion nominations were closed and the City Clerk directed to cast the entire vote of the Council for Mr. F. W. Bowell for Pound Master. The Mayor declared Mr. F. W. Bowell, duly and constitutionally elected F. W. Bowell declared elected Pound Master for the ensuing two years. Pound Master Nominations for Sergeant of Police were then declared in order by the Mayor. Alderman Haynes nominated Harry Montgomery, and moved that the City Clerk be directed to cast the entire vote of the Council for Mr. H. Montgomery, which motion prevailed. The tellers announced the following as the result of the ballot: H. Montgomery 22 votes. H. Montgomery declared elected Mr. H. Montgomery having received a majority of all the votes cast, the Mayor Sergt. of Police declared him duly and constitutionally elected Sergeant of Police for the ensuing two years. The Mayor announced that nominations for Bridge Tenders were now in order. Alderman Bowell nominated G. D. Schneider Alderman Head nominated W. L. Crozier Alderman Wicks nominated Wm. P. Nominations were then closed. The tellers announced the following as the result of the first ballot: Schroder 10, Andrew 5, Boole 1, Ponting 2, Lang 2, Riemer 2. No one having received a majority, a new ballot was ordered. The tellers reported the following as the result of the second ballot: J. L. Schneider declared duly and Constitutionally elected City Auditor Schroder received 16 votes, Woodope received 6 votes. The Mayor announced that Mr. J. L. Schneider, having received a majority, of all the votes cast, was declared duly and constitutionally elected City Auditor for the next two years. The Mayor announced that nominations for City Auditor were now in order. Alderman Baylor moved that nominations be now closed and the clerk be directed to cast the entire vote of the Council for S. W. Wheatley for City Auditor. Motion prevailed. The Clerk announced that Mr. S. W. Wheatley had received 22 votes. S. W. Wheatley declared duly and Constitutionally elected City Auditor The Mayor declared Mr. S. W. Wheatley duly and constitutionally elected City Auditor for the ensuing two years. Nominations for Carter were then declared in order. Alderman Harrison nominated Wm. Harrison Alderman Rootz nominated S. C. Durrall. Alderman Kemper nominated Jesse Fontaine Alderman Lawless nominated Geo. Bridges. Alderman Schneider nominated Louis Tomasichi. Alderman Gorton nominated D. Leatherman. Alderman Nelson nominated Stewart Pryor Alderman Doetscher nominated Richard Pollard. The tellers reported the following as the result of the first ballot: Harrison 9, Durrall 3, Fontaine 1, Bridges 3, Pollard 1, Tomasichi 2, & Leatherman 2. No one having received a majority, a new ballot was ordered. The tellers announced the following as the result of the second ballot: Wm. Harrison declared elected Carter Wm. Harrison 12 votes, Geo. Bridges 4 votes, Louis Tomasichi 2 votes, & Leatherman 3 votes. Mr. Wm. Harrison having received a majority of all the votes cast, the Mayor announced that he had been duly and constitutionally elected Carter for the next two years. On motion of Ald. Kirk, the following resolution was read and adopted. Com. of 3 appointed to fix Salaries of Officers and Employees &c Resolved, That the Mayor and Ald. Kirk, Davis and Baylor be appointed a Committee of three to consider and recommend to the Council the salaries of all officers and employees of the City. Also, Committee to report at the next regular meeting. The Mayor announced the following as the Committee provided for in the resolution. Kirk, Davis, Boole and Horton On motion of Ald. Kirk it was ordered that when the Council adjourns it adjourns to meet again next Friday evening at 7 1/2 o'clock. Carried. The tellers reported the following as the result of the ballot: Alderman Lawless received 14 votes. Alderman Schmidt received 16 votes. Alderman Stork received 10 votes. Alderman Lawless & Schmidt The Mayor declared Alderman Lawless, and Schmidt, duly elected members declared elected Wa & Lt Commissioners of the Water and Light Commission for the ensuing two years.
