Minutes adopted as printed Alderman Bowell moved to dispense with the reading of the minutes and that they be adopted as printed. Carried. Alderman Heath appeared and answered to his name.
Mayors Special message The Mayor read the following Special message: Before the routine work of the fiscal year begins, I invite your attention to the condition of the general revenue funds of the City, and herewith lay before you certain facts regarding the same which will be of value to you in the management of the City's finances.
From the annual report of the City Treasurer, it appears that the balance to the credit of the general revenue at the beginning of the last fiscal year, December 1, 1904, was $15,587.80, and the receipts for the year were $81,142.21, or a total revenue of $96,730.01. The disbursements for the same period were $82,561.91, leaving a balance in the Treasury's hands at the beginning of the current year, December 1, 1905, of $14,168.10. The reduction this year of the tax levy to 1.70 cents upon the one hundred dollars will materially reduce the receipts from that source. The receipts from all sources are thus estimated by the Assessor and Collector:

To these may be added $1800 for new hose for the Fire Department, which is urgently needed to put that Department in serviceable condition, and the purchase is within themselves to be made at once. There remains to be considered the demands upon the fund of an incidental nature, such as the hire of extra hands for the street force; the purchase of lumber, pipe and iron for bridge and street work, extra attorneys fees and court costs; extra fees in Assessor and Collector's office, remission of fines, penalties and judgments, and the numberless miscellaneous demands which will present themselves from time to time. These items sometimes furnish opportunities for economy, but in view of, and with every desire of the strictest scrutiny of the necessity of each of such items, that you can hold the expenditures of the general fund within reasonable limits. (Assuming that these items can be brought down to $6000, which, from a study of last year's disbursements, seems possible, we would have disbursements from the general revenue for this year as follows:) Salaries and other fixed charges $28,586.00 Fire hose 1,800.00 Miscellaneous 6,000.00 Total $36,386.00 The estimated ordinary revenue being, as stated above, $35,817.90 This would would create a deficit of $568.10. This deficit, coming from within the revenue be supplied is the Water and Sewer system, and I invite your attention to the condition and demands of this fund. The Water and Sewer is in a very critical condition. The pipes are old, decaying, and worn out. A break in the mains, or an entire interruption of the supply of water is imminent. 305 Mayor's message Continued. Oct. 26, 1844, or 30 per cent. (This Fund, under proper management is expected with the in the future. Mayor of the City, however, has expressed doubts extensions, or the system will prove two causes of [illegible]. The increase of 10 percent from quarter to quarter have proved these causes, an estimmade of the revenue of the system would be as follows: Balance in Earnings Fund December 1st 1843. $11,311.33 Revenue first quarter. 13,549.00 Revenue second quarter. 14,904.00 Revenue third quarter. 16,394.00 Revenue fourth quarter. + 18,034.00 Total. $65,645.33 The liabilities of this fund may be estimated as follows: Operating expenses 18,000.00 Expenditures on extensions. 20,000.00 Due Water and Light fund. + $7,117.04 Total. $45,117.04 This would leave a net balance in the Earnings Fund of $20,758.29, which would leave a balance of $8,117.04, or the disposal of the general revenue for many reasons it is desirable that the City should make as few demands as possible upon the Earnings Fund and should have in that fund as large a balance as possible. The most obvious reason is that so long as the City is without a reservoir our system will be incomplete. The health of the people, the safety of property and the preservation of the public all demand that the reservoir should be constructed as soon as practicable, and I shall at an early day ask the Council to take decisive steps in the matter. The balance in the Water and Light fund after paying for the new pumps, and the new and several trial extensions, will not be greater than $50,000.00 It may reduce still further by the payment of certain claims at present in dispute! At any rate it will probably be inadequate to the construction and construction of our reservoir! Any additional sums required must be furnished by the Earnings Fund, and therefore every demand by the general revenue upon that fund tends to deny or to prevent the construction of the reservoir. For this reason I urge that the Council take steadily in view the great importance of reducing expenditures to the lowest possible consistent with a proper administration of the City's business. In this connection it is proper for me to say, that in my opinion the salaries of the City, which is about $44,000 in the general revenue and about $15,000 in the Earnings Fund, or a total of about $63,000, is too large, and look to reduction to be made, to the extent that, and as soon as, may be practicable. I am not conversant with the time to recommend deviate action from the Council. It is not my aim to lessen the utility to make that of the City's officers, but to see that all of the operations our revenue is used for the benefit and well being of the City, and that the public interest, benefit of public servants, and public expenditures, is disposed of upon sound principles.

Resolved, so it was ordered and given to the Public during the recess of this session of the Council. A resolution was read, and on motion the subject was referred to the An application entered the Council, and answers from A. J. Broaddus, petition of Gen. Robt Hood Camp, asking the City to remit taxes for the year 1891. It was read and referred to the Committee on Claims and accounts. Alderman Glass, Petition of Citizens of the 5th Ward in regard to stock law. A petition was read and referred to the Sanitary Committee. Alderman Glass; Petition from Citizens of the 5th Ward on the same subject. Reports of the City Officers were presented, and on motion of Alderman the same were referred to their appropriate committees without being read. Board of Cemetery Committee. Alderman Robin entered the Council and answered to his name. Board on printing, presented their report and illustrations of the dam, etc., presented. The Committee on printing, to whom was referred a resolution in regard to Report referred back for a more specific report. Alderman Robin the matter was referred back to the Committee for a more specific report to ascertain the cost of cuts, etc.
The following report of the Superintendent of the Water and Light System Supt. of W. & L. System presented his report. was read, and on motion the same was ordered filed: Austin, Texas, Jan. 3, 1896. W. T. Oovin, President Water and Light Committee: Dear Sir: On January 1 there were 1717 Water consumers and 51 new consumers were added in December; total applications, 1768. And there were on January 1, 607 Electric Consumers. 57 new consumers were added during December, and total applications 664. The current consumed on flat and meter rates is equal to 10.003 lamps of 16 candle power. The receipts during the month of December were as follows: For Water $4,284.73 For Electric Light. 3,757.67 For Electric Power 713.35 Total $8,755.75

The average elevation of Water in Sewer above the crest of the dam for December was 3.69 inches; maximum, 6-10 inches; in the minimum, 7.4-10 inches. The water from fed saw at hours in December was an average of 1,750,867 gallons; the maximum 1,632,850 gallons, and the minimum 1,075,455 gallons. Respectfully submitted, Geo. W. The following communication from the Water and Light Commission was action of Commission Confirmed read, and on motion the action of the commission was confirmed: in regard to letting of contract Austin Tex. Jan. 6, 1896. for Street sprinkling for one year. Honorable City Council. Austin Texas. Gentlemen: The provision, action, and notification of the City Council was had by the Water and Light Commission in regard to Water for street sprinling purposes. The bids for this service of Water for street sprinkling for the year ending November 30, 1896, were advertised for and on December 20, 1895, bids for the same were received and considered by the Commission as follows: V. C. Weed bid $65 per month; Victor Mather bid $75 per month; H. Sanniford bid $70 per month; on motion the contract was awarded to H. Sanniford on condition that the sprinklers used shall be satisfactory to the Superintendent. Very respectfully, Wm. Oliphant. Secretary Water and Light Commission. Communication from Supt. of W & L. The communication from the Superintendent and referred to the Council Austin Tex. in regard to payment of W & L rates. of the Water and Light Commission, submitting an ordinance to regulate the rates of Water, Light and Power was read, and on motion the same was read, and on motion the ordinance. meeting, your committee advertising for bids for all job printing for the City, of printing the minutes of the Council and such other matters as may be ordered by the Council. Your committee has for the job now under consideration received two bids, one from Messrs. R.C. Jones & Co. and one from Mr. Eugene Von Boeckmann, and after carefully examining same your committee has accepted the bid of Eng. Von Boeckmann for printing for the year ending November 30, 1896. For printing the minutes of the Council, there was one bid received, that from the Statesman Publishing Company, which was $5 per word, against 1 cent per word bid for first insertion and ½ cent per word for each subsequent insertion. Your committee has examined into the merits of the Statesman Publishing Company's bid, and after due deliberation report to you no better bid for the work examining it as a whole, was sent by any daily paper in the City. Considering the cost of publishing the minutes in pamphlet form and such other printing as the City will be compelled to have done in the papers, and at no increased rate, in a word obtaining the minutes and, considering that the people would like to get the proceedings of the Council in the papers, your committee has accepted the Statesman's bid for the year ending November 30, 1896, and request that the Mayor be authorized to enter into contract accordingly, with the successful bidders. Gentlemen Your committee to whom the proposition of Dr. Linton and associates lease the City Hospital was referred, have to report they have given this subject due consideration and while on the responsibility, character and good standing, both personally and professionally, the proposed lessees invite confidence in their ability to discharge every trust, still we do not believe it good public policy to allow the control of the City's property to pass into the hands of private parties charged with its keeping, and we are satisfied that this amount of its revenue may be so managed as to become by economical management and by placing the institution on a proper basis it will invite the patronage and support of all the schools of medicine to practice in it, and remove prejudice against entry from those who are not enough to need its care and attention. Mayor called councils attention The Mayor called the attention of the Council to resolution instructing City Engineer to a resolution passed instructing the City Engineer to have the names of Mayor, Board of Public Works to have names of Mayor & Bd. of Pub. Wks. and the City Council engraved, in a suitable engraved in suitable place at dam place at the dam, and stated that the City Engineer desired further information and instruction as to how said work should be done.
Ald. Hass moved that Com. of 3 Alderman Hass moved that a committee of three be appointed to act with City Engineer. Aldermen be appointed to act with the City Engineer in the matter. adopted. Q. Miller, W.D. Hass, and Horton, such committee. The Mayor appointed Aldermen Lawless, Saylors and Horton such committee.
Fin. Com. report on Bonds of City Alderman Saylors called up the report of the Officers called up & on motion same. finance committee, made at the last meeting of the Council, recommending was approved. that the bonds of City Officers be approved and filed, and moved the adoption of the report which was approved and filed, and moved their adoption.
Res. by Ald. Platt, instructing By Alderman Platt, Resolved, by the City Council of the City of Austin, City Clerk to deliver to Widow of Jas. That the City Clerk be and he is hereby authorized to issue both to the widow Dietrich a City Warrant for $125.00 of James Dietrich, deceased, a City warrant for the sum of $125, now on file in his office. The resolution was adopted.

Platt in regard to By Alderman Platt, Resolved by the City Council of the City of Austin failure or refusal of Feed contractors That whenever any of the parties to whom was awarded the contracts for to furnish feed as per contract. furnishing feed for the City shall fail or refuse to furnish such feeds, then in that event the City Superintendent of Streets and the Street authorities are hereby authorized to purchase such feed as is needed, in such manner as the lowest bid to be had without a new contract shall be awarded. The resolution was adopted.

Spl. Election to be held upon Ordinance was passed, ordering a special election to be held 1st day of May. on the 1st day of May, 1888 for the purpose of submitting to the people the proposition for the issuance of bonds for the construction of sewers, Comings, Docks, St. improvements, and the purchase of Engines, Hose, and for the completion of the City.

Alderman Bowell moved to suspend the rules and give it a second reading. Alderman Bowell moved to refer to the ordinance to the Street Committee. Yeas Aldermen Beaty, Fischer, Glass, Bowell, Budd, Robertson, Greensenron, and Stumph. 8. Nays Aldermen Beaty, Haynes, Horton, Hitschke, Class, Curti, of May, Shelley, Sew, Townsend and Zilver. 11. By Alderman Zilver. An ordinance appropriating the sum of $300. for the purpose of improving the streets. The ordinance was passed under suspension of the rules by the following vote: Yeas Aldermen Beaty, Fischer, Glascock, Glass, Bowell, Haynes, Horton, Hitschke, Class, Curti, Budd, Robertson, Rosengren, Shelley, Stumph, Taylor, Tobin, Townsend and Zilver. 19. Nays None.
Ord. for $50.00 to repair Hills of Clinton, East Austin, and Colorado Fire Cos. 4, 3, 2 Passed.
By Alderman Robertson. An ordinance appropriating the sum of $50. for the purpose of repairing the hills of Clinton, East Austin, and Colorado Street approaches. The ordinance was passed under suspension of the rules by the following vote: Yeas Aldermen Beaty, Fischer, Glascock, Glass, Bowell, Haynes, Horton, Hitschke, Class, Curti, Budd, Robertson, Rosengren, Shelley, Stumph, Taylor, Tobin, Townsend and Zilver. 19. The Mayor read a communication from the Fire Warden, stating that he had suspended two firemen for 24 hours. By Ald. Beaty. Concurred in.
Alderman Fischer moved to concur in the report of the Fire Warden. The motion was carried. By Ord.

By Ald. Townsend. On ordinance appropriating the sum of $328.60 to pay approved accounts. Alderman Taylor moved to suspend the rules and place the ordinance on its second reading, which motion prevailed by the following vote: Yeas Aldermen Cowell, Glascock, Glass, South, Horton, Richards, Ritschel, Platt, Dilley, Brumby, Brodedeau, Croomgen, Oneiley, Dilley, Taylor, Tobin, Townsend and Zilker. 18. Nays None.
Ald. Horton moved to amend the ordinance by adding to refund Paul Cowell the sum of $3.75 amount paid as penalty on taxes. The amendment was adopted. The ordinance was passed under suspension of the rules by the following vote: Yeas Aldermen Cowell, Glascock, Glass, South, Horton, Richards, Ritschel, Platt, Dilley, Brumby, Brodedeau, Croomgen, Oneiley, Dilley, Taylor, Tobin, Townsend and Zilker. 18. By Alderman Townsend. An ordinance to prevent the pollution of the Colorado river within the limits of the City of Austin, and prescribing penalties for violation thereof. Alderman Roberdeau moved to suspend the rules and place the ordinance on its second reading. Alderman Glascock moved as a substitute to refer the ordinance to a special committee on Sanitation and Sewerage. Lost. Whereas: Three fire hydrants belonging to the old City Water Company located on West Eighth and San Antonio Streets, on West Twelfth and Guadalupe Streets, on East Commerce and East Eighth Streets, are out in the middle of the street; and inasmuch as the present position of said hydrants is a dangerous driving vehicles upon them and, Whereas, it is to the interest of the City Council that said hydrants, which are no longer in use, should be removed Therefore, be it Resolved, that the City Council be instructed to remove them.

Alderman Nitscher offered a resolution to the Water and Light Commission be authorized to extend 6 inch pipes through the City Cemetery from where it now ends on main on east side of the Cemetery to connect with six inch main on west side of the Cemetery. The resolution was adopted.
Alderman Ziliner offered a resolution instructing the City Clerk to destroy all unused election tickets now on file in his office. The resolution was adopted.
