Austin 1896 Dam Compensation, Water Expansion

Water & Electric Growth: The city added 60 new water customers and 41 new electric customers in January, with revenues of over $3,000 for the month. The system continued expanding with work on service extensions and connections.

Property Damage Settlements: The council approved compensation payments for citizens whose land was damaged by the city's dam construction and sewers, including $263.75 to Mrs. Eliza Marshall and $18 to W.M. Platt.

Baseball Park Decision: After a close vote decided by the Mayor's tie-breaking vote, the council granted the Austin Baseball & Athletic Association free use of the city barn for one year to improve and maintain as an athletic ground.

Infrastructure Improvements: The council approved funding for multiple city projects including street improvements, rock culverts, extra sanitary and street laborers, and maintenance of the dam and water system.

City Finances: The city treasurer reported total funds of over $95,000 on hand, with various funds tracked for general operations, water/light utilities, paving, and bonds.

Alderman Fisher, for the Committee on Claims and Accounts, presented Report of Claims & Accounts the following report, which was read and laid over to come up under the Comm. on Claim of Mrs. Ordinance and the subject: Eliza Marshall for Austin, Texas, January 20, 1896. damages to land, submerged To the Hon. Mayor and Aldermen, City of Austin: by water. Your Committee on Claims and Accounts, to whom was referred the claim of Mrs. Eliza Marshall, against the City of Austin for damages to her land, submerged by water by reason of the construction of the Dam across the Colorado river, have examined into the merits of said claim, and recommend that there be allowed to her the sum of Two hundred and sixty-three and 75/100 Dollars, and that the same be paid to her order upon the execution of a release of all claims for damages on account of said premises from injury to said land by reason of the construction of the Dam, and for all purposes. Horton, for the committee on Claims and Accounts, presented the following report, which was read and laid over. It was under the head of new business: Resolution: “Whereas, a resolution providing for the payment of a judgment in favor of A.F. Zilker V.S. the City of Austin, was referred to the committee on Claims and accounts; to whom said Zilker recovered said judgment in suit ancillary to the suit Mrs. C. Davis vs. B.G. Horton, and recommended that B.G. Horton B.G. Horton. Report of Supt. of Water & Light system Alderman W.J. Oliphant, for the Water and Light Commission, presented the following report, which was read and ordered filed: Austin, Texas, February 1st 1896. To the President Water and Light Commission: Gentlemen: On January 31st there were 1904 Water consumers, 60 new consumers having been added during January. The total number of applications for Water to January 31st inclusive was 1806. On January 31st there were 604 Electric consumers, 41 having been added during January. The total number of applications for Electric to January 31st was 734. The number of lights connected up during the month of January was 757. Total number in use, 10,314. The receipts during the month of January were as follows: For Water, $1329.18 For Electric Light, 1616.64 For Electric Power, 71.00 Totals $3016.82 There was also received from the State of Texas $700. as the State's part of the cost of construction of the Electric Light line to the Institute for the Deaf, Dumb and Blind and Colored Youth, the City having paid for the balance of said construction, and the $700. received from the State has been credited to the credit of the Water and Light funds. The number of Electric delinquents is 43; the amount $169.05; and the number of Water delinquents is 177; the amount $635.20 The amounts collected and delinquent: For Water $2162.98 For Light 178.50 For Power 71.00 Total $4157.97 Water consumers discontinued and cut off 17. Number of lights cut off and discontinued 23. This includes the service for the old Mrs. C. Davis. The total amount of service was 40 new services and 10 discontinued or minimum 10. Johnson is: Whereas, the City of Austin was garnished City garnishment. in cause No 2187 in Justice Court for Precinct No 3, Travis County, Texas, said cause being an ancillary garnishment proceedings based on a writ of garnishment issued in cause No 2187 in said court issued at the instance of W.H. Johnson, plaintiff, to discover money due the Austin Dam Street Railway Company, and, Whereas, there is now in the hands of the City Clerk, three Warrants drawn in favor of said Railway Company for $127, & $27, & $75, against which said warrants this judgment is a charge, the City having obtained judgment over against said Company, and, Whereas, said judgment is for the sum of $43.20. Therefore, Resolved, that the City Clerk be instructed to cancel and destroy said three Warrants and in lieu thereof to draw a warrant in favor of said Johnson for the sum of $43.20, to be charged against said Railway Company, and as to the balance draw a warrant in favor of said Company, said balance being $35.00. Roberdeau Alderman Roberdeau offered the following resolution: granting use of City Barn free Resolved by the City Council of the City of Austin, That the Austin Baseof all rent for one year to the ball Association be granted the use of the Barn between Fourth and Fifth Austin Baseball & Athletic Ass Streets for a term of one year, free of all rent and to improve the grounds as they may see fit, said Association obligating themselves to protect the trees on said grounds from all damage, and to return the property to the City enclosed in a good and substantial fence at the expiration of the one year.
