396 Mayors veto message on water pipe to be laid on 6 pr St. Minutes of a Regular Meeting of the City Council. Austin Texas June 1st 1896. Hon. Lewis Hancock, Mayor, presiding. Roll called Present: Aldermen Beaty, Ganth, Haynes, Horton, Lawless, Nitschke, Platt, Powel, Robb, Rosengren, Schneider, Shelley, Taylor, Tobin, Townsend and Absent: Aldermen Fischer, Glascock, Glass, Simon, Roberdeau and Stumf. 6 On motion of Alderman Taylor the reading of the minutes was dispensed with and they were adopted as printed. Aldermen Fischer and Roberdeau entered the Council Chamber and answered to their names The Mayor laid before the Council the following veto message: Mayors Office, Austin Texas, May 25th 1896. To the Honorable City Council: Gentlemen, I herewith return to you with my disapproval, resolution passed by you at your meeting on May 18th last, as follows: "Resolved by the City Council of the City of Austin, That all the water main now laid by the City from the former water main leading to the Drill grounds be laid to supply East First Street on the drive, in the center ward," with my reasons for such disapproval, as follows: The City through the Board of Public Works and later through the Water and Light Commission, have done all that could be done with the means at the disposal, to reach all citizens with water mains until now we have perhaps the most extensive and liberal system of mains in proportion to our extent and population of any City in the world. But it is not possible to reach every citizen. This great work of laying water mains and thus giving them water, may it may be a hardship that, however great may be that which confronts the Council and the Water and Light Commission at the present time. The last two hundred thousand dollars of bonds were sold to pay certain accounts, to complete, as far as possible, the water mains and electric line system, and to have a sum of money, more or less certain, but in that neighborhood of one hundred thousand dollars for the construction of a reservoir. After paying said accounts and extending very widely the water mains and electric lines there now remains of the sum of only about thirty-eight thousand dollars. The report of Consulting Engineer Stasgen, and the accompanying report of the Water and Light Commission, show how essential it is that this reservoir should be built and that its cost will consume all the balance remaining on hand from the proceeds of the sale of bonds. In addition certain drainage and improvements must be made in the sewer mains, and the pumping works and the various consumers services in the present condition, and the system must be completed, or, otherwise, a new loan of bonds, of which a new issue of bonds of which must be required. --- Page break --- 397 source to make up a certain deficiency. In view of this state of facts it seemed impossible for the Water and Light to continue extensions at present, and I and Scully agree with them Commission. Numerous applications have come to the Commission and among them the matter passed upon by the resolution in question. All received anxious consideration, but none were so carefully considered as this one; but the Commission felt it's duty to the City to forego to provide them to undertake further extensions at this time. I may say that the City is under great, great, complaint justly settled to about "dead end", in the City. To the Honorable City Council of the City of Austin: Gentlemen: Your Water and Light Commission ask leave to report that The plans and specifications of Mr. Allan for a 3,300,000 gallon reservoir has been received, which this Commission now lays before you and ask authority to advertise for bids to construct a reservoir of that capacity, or one of 5,000,000 gallons capacity on the site recommended by the Austin Water and Light Commission on the John Hancock property, north of the Lunatic Asylum, and also to advertise for bids to construct standpipes of such capacity, as may be determined after the bids are opened, is best and most economical. Alderman Booth moved the adoption of the report and that the Water and Light Commission be authorized to advertise for bids. Comm. on Alderman Tobin for the Water and Light Commission, to whom was resolution of Ald. Haynes referred the resolution of Alderman Haynes in regard to the trouble with machinery at the Power house, presented their report, stating that the matter had been answered by the report of the Superintendent. On motion of Alderman Glass the report was received and ordered filed. Alderman Tobin for the Water and Light Commission to whom was referred the petition of W.C. Reynolds requesting permission to remove sand from the Dam, presented their report recommending that the petition be granted, and on motion of Alderman Stumpf the report was adopted. Report of Ms. L. Comm. on The following report from the Water and Light Commission was then read: resignation of Supt. Austin, Texas, June 1st 1896. Madden. To the Hon. City Council: Gentlemen: Your Water and Light Commission submit this report in relation to W.C. Madden's request to be relieved from the care of the Water Works and --- Page break --- provided further that, in any event Mr. Maddox should have thirty days notice of actual termination of his services. In taking this action the Commission were actuated by the belief that the City's valuable Water, Light and Power plant should be under the superintendency of a trained and experienced mechanical and electrical engineer. The Council is aware of the vast cost of the power house and the machinery it contains, and the intricacy and delicacy of its machinery, and the Commission believe that the responsibility which rests upon it and upon the Council for the preservation and operation of this machinery, demands the services of an engineer of scientific training as well as practical experience in the management of similar plants. The Commission have not as yet secured any such engineer, nor can they expect to do so without much time, labor and investigation among other plants similar to ours, where alone can we hope to find the man for the place. The Commission, however, are ready to give the matter the necessary time and labor, and propose, subject to the control of the Council as provided by ordinance, to secure such an engineer by means of personal investigation. The Commission believe that the magnitude of the interest involved, demand that the City should get the best man to be had, pay him what his services are worth, back him up in his methods of managing the plant, and then hold him to a strict responsibility for its economical and successful operation. At the proper time the Commission will ask the Council to pass upon this matter of compensation. It is but just to the retiring Superintendent to say, and the Commission take pleasure in saying, that they can not speak too highly for Mr. Maddox's zeal and fidelity in the City's behalf. He has been untiring, zealous and faithful, and it is with much regret that the Commission have arrived at the conclusion that the technical nature of the duties of the position demand the services of a man of technical training, and experience. Alderman Lawless suggested certain amendments to the report, which were accepted by the Committee and on motion of Alderman Shelley, the Commission were granted leave to withdraw the report to make the changes suggested. Communication from Alderman Beaty presented a communication from Superintendent Supt. Maddox. Maddox and requested that the same be read. Alderman Henry moved that the communication and the report of the Water and Light Commission be referred to a special committee of five. Alderman Taylor moved to amend by releiving the resignations to a special committee of three, which motion was lost. Resignations accepted. Alderman Overdeau then introduced an ordinance, amending an ordinance entitled "An ordinance, providing for the management and operation of the Water and Electric Light and Power plants of the City of Austin, etc." The ordinance was read first time, and on motion of Alderman Overdeau was referred to a special Committee of three, to be appointed by the Chair, and that it be instructed to report at the next regular meeting of the Council. The Chair appointed the following as the special Committee: Aldermen Fischer, South, and Pratt. On motion of Alderman South, the Chair, was added to the Committee. Appropriating $1500. to pay for land for reservoir read 2nd time The Chair then laid before this Council an ordinance appropriating the sum of $1500. to pay for land for reservoir purposes. The ordinance was read first time, and on motion of Alderman Gorth the rules were suspended and the ordinance was read a second time, by the following vote: Beas Aldermen Fischer, Glass, Gorth, Haynes, Horton, Platt, Powell, Redd Roberdeau, Rosengran, Schneider, Stumpf, Saylor, Townsend and Zilker 15. Stays Alderman Beatty, 1 Above Ord. amended by in- Alderman Glass moved to amend by inserting $585.46 instead of $59.22 serting $585.46 instead of Adopted. $59.22 which was adopted The ordinance as amended was then passed under suspension of the rules by the following vote: Beas Aldermen Beatty, Fischer, Glass, Gorth, Haynes, Horton, Platt, Powell, Redd, Roberdeau, Rosengran, Schneider, Stumpf, Saylor, Townsend and Zilker 16. Stays None. Alderman Horton moved to suspend the regular order of business and permit the Cemetery Committee to make a report. Carried. Cemetery Committee report Alderman Horton, for the Cemetery Committee, to whom was referred on part of W.H. Firebaugh the petition of W.H. Firebaugh in regard to having water raise in the City Cemetery, presented their report stating that the matter should receive attention. On motion, the report of the Committee was adopted.
